(Haiphong.gov.vn) – On the morning of August 15, the Steering Committee for the implementation of social insurance (SI) and health insurance (HI) policies in the city held a conference to review the tasks of the first 7 months of the year and deploy key tasks for the last 5 months of 2024. Vice Chairman of the City People's Committee Le Khac Nam - Head of the Steering Committee chaired the conference, attended by representatives of leaders of relevant departments, branches and localities.
In the first 7 months of 2024, the implementation of social insurance and health insurance policies has achieved some important results. The whole city has 525,459 people of working age participating in social insurance; total revenue from social insurance, health insurance and unemployment insurance is 8,317 billion VND (an increase of 800 billion VND compared to the same period in 2023); the amount of late payment as of July 31, 2024 is 865.1 billion VND (a decrease of 0.74% compared to the same period in 2023). Communication and propaganda work has been focused on directing in many forms, means, with rich and appropriate content, thereby having a drastic and synchronous participation in direction and operation. The coordination work between members of the Steering Committee has really had many innovations.
Relevant levels and sectors have promptly, correctly and sufficiently resolved and paid social insurance benefits to beneficiaries, especially the timely payment of pensions and social insurance benefits according to the new regulations of the State. The work of making advances and fully and promptly settling health insurance medical examination and treatment costs for health insurance medical examination and treatment facilities has ensured resources for medical facilities to fully ensure the rights of participants. Inspection and examination work has been strengthened. Administrative reform, digital transformation and application of information technology have been promoted. The District Steering Committee has made many innovations in organizing the implementation of policies in the area.
However, the situation of late payment of social insurance, health insurance, and unemployment insurance (UI) in the city is still quite common. The number of people participating in compulsory social insurance and voluntary social insurance, although increasing compared to the same period in 2023, is not commensurate with the city's potential; the number of people undergoing health insurance examination and treatment and the cost of health insurance examination and treatment increased quite high in the first 7 months of 2024; along with that, there is still a situation where some districts are late in paying the state budget and supporting people participating in voluntary social insurance and UI; some Steering Committees at all levels have not been really close and drastic in directing the work, especially in developing social insurance and UI participants in the area...
At the Conference, after listening to the reports and comments of the Departments, branches and localities, Vice Chairman of the City People's Committee Le Khac Nam highly appreciated the efforts, striving and overcoming difficulties of the industry so that the implementation of social insurance and health insurance policies in the city in the first 7 months of 2024 had many positive changes, achieving many encouraging and important results, contributing to the city's economic development and ensuring social security.
To continue improving the quality and effectiveness of the implementation of social insurance, health insurance and unemployment insurance policies ; striving to complete the targets according to the plan, the Vice Chairman of the City People's Committee requested the members of the City Steering Committee and the Head of the Steering Committee to assign the Department of Labor - Invalids and Social Affairs to preside over and coordinate with relevant departments and branches to advise the City People's Committee to submit to the City People's Council to include the target of social insurance participants in the socio-economic development plan targets from 2025. Urge districts to review, approve and promptly transfer the list of health insurance participants according to Resolution 05 dated July 19, 2024 of the City People's Council on supporting health insurance participation costs for people aged 60 to 79 who do not have pensions, social allowances and do not have health insurance cards. Grasp the situation of labor and employment fluctuations of units to have solutions with the sectors to develop social insurance and health insurance participants. Develop plans and strengthen inspections of compliance with the Labor Law at enterprises and cooperatives; handle and propose strict handling of violations; and require enterprises to register their employees for social insurance, health insurance, and unemployment insurance correctly, sufficiently, and promptly.
Assign the City Police to direct the district-level police, especially the commune-level police, to coordinate with the district-level Social Insurance to continue reviewing, updating, and synchronizing data on social insurance and health insurance participants with the national population data; reviewing and opening accounts for pension payments via ATMs; coordinating with the Social Insurance agency to work with units that have not participated in social insurance in the management area. Guide and urge the security and order forces at the grassroots level to participate in voluntary social insurance and family health insurance according to the provisions of Resolution No. 10 dated July 19, 2024 of the City People's Council. Coordinate with the City Social Insurance to strengthen coordination in inspection, examination, investigation, and handling of units that are late in paying social insurance, health insurance, and unemployment insurance; focus on removing obstacles and handling acts of evading social insurance, health insurance, and unemployment insurance according to Article 216 of the Penal Code to deter and prevent the situation of late payment and evasion of social insurance and health insurance, affecting the rights of workers and social security in the area.
The Department of Health focuses on directing the improvement of the quality of medical examination and treatment, especially at the grassroots level; presides over and coordinates with the City Social Insurance and relevant agencies to strengthen the work of advising the City People's Committee to implement state management of health insurance through inspection and examination of the management and effective use of the health insurance fund; has solutions to prevent abuse of the health insurance fund and issuance of social insurance leave certificates in violation of regulations; ensures the effective use of health insurance examination and treatment funds, closely linked to the rights of participants in the area.
The Department of Finance continues to advise the City People's Committee to submit to the City People's Council to arrange funds to pay and support voluntary health insurance and social insurance for subjects in accordance with regulations . In 2024, advise and report to the City People's Committee to balance and supplement funds to participate in health insurance for groups of subjects according to Resolution 05 dated July 19, 2024 of the City People's Council on supporting funds to participate in health insurance.
The Department of Education and Training directs affiliated educational institutions in the city to implement health insurance for students; ensure that 100% of students in the 2024-2025 school year participate in health insurance according to regulations; make health insurance participation targets for students a criterion for evaluating and rewarding the completion of school year tasks of educational institutions; and effectively implement school health care work.
Hai Phong City Tax Department coordinates with the city's Social Insurance in data sharing to serve the review and development of units and participants, ensuring the correct and sufficient collection of social insurance contributions and levels. Strictly handle according to the provisions of law for units that declare that they have participated in social insurance for employees, have paid social insurance in full and included it in reasonable expenses for tax deduction but in fact have not paid or are late in paying social insurance.
The Department of Planning and Investment continues to promptly provide the Social Insurance Agency with a list of newly established enterprises, units that have stopped, ceased operations or have signs of stopping production and business activities to review, develop and manage units and participants of social insurance and health insurance in accordance with regulations.
The Vice Chairman of the City People's Committee requested the Vietnam Fatherland Front of the city and its member organizations to widely deploy the program of monitoring the implementation of policies on social insurance and health insurance at agencies, units and organizations according to regulations. Mobilize union members and members to actively participate in social insurance and health insurance. Call on organizations, businesses and philanthropists to contribute funds to give social insurance and health insurance books to people. Research and consider allocating funds from the City's For the Poor Fund to support giving social insurance books and health insurance cards to people in difficult and disadvantaged circumstances in society.
The City Economic Zone Management Board coordinates with the Social Insurance Agency and relevant agencies to urge units that are late in paying social insurance and health insurance to collect and pay fully according to regulations; review and classify grassroots party organizations for units that are late in paying social insurance.
Propose that the City Labor Federation direct its affiliated Labor Federations to strengthen the dissemination and popularization of social insurance and health insurance policies; organize policy dialogue conferences for employers and employees on labor policies and social insurance and health insurance. Regularly monitor and inspect the implementation of labor policies, ensuring the salary level participating in social insurance at agencies, units and enterprises.
Propose that the Propaganda Department of the City Party Committee, the Mass Mobilization Department of the City Party Committee, the Department of Information and Communications and other sectors proactively coordinate with the Social Insurance Agency to promote propaganda work in implementing social insurance and health insurance policies. People's Committees of districts, and Steering Committees for the implementation of social insurance and health insurance policies at all levels shall fully and seriously implement the Regulations on the operation of Steering Committees at all levels; clearly assign tasks to people, work, responsibilities, time, and results of each member; review and consolidate Steering Committees at all levels, especially at communes, wards, and towns, ensuring that representatives of members are Secretaries/Heads of residential groups, villages, cultural and social officers, service organizations, social insurance officers, etc. Develop plans and advise People's Committees of districts and towns to assign targets for developing social insurance and health insurance participants in the annual socio-economic development plans of each district, commune, ward, and town, and submit them to the People's Councils of the same level for decision. Do not delay the payment of funds from the state budget to pay and support social insurance and health insurance participants quarterly and annually. Direct People's Committees of communes, wards, and towns to clearly define the responsibilities for organizing the implementation and completion of the targets on developing participants at the local Party Committees, authorities, and Steering Committees. Develop and assign targets for developing social insurance and health insurance participants for each residential group and village. Review people who have not participated in social insurance and health insurance in each household. Coordinate with social insurance agencies and service organizations to organize customer communication conferences to develop social insurance and health insurance participants. Review elderly people from 60 to 79 years old, make a timely list, and send it to social insurance agencies to issue health insurance cards according to regulations. Research the mechanism to support health insurance participation costs for some groups of subjects from local budgets or other funds, if any.
The Vice Chairman of the City People's Committee assigned the City Social Insurance to synchronously implement groups of solutions and scenarios to promote collection and reduce late payment, develop social insurance, health insurance and unemployment insurance participants; ensure the rights of beneficiaries of social insurance and health insurance policies. Specify the coordination regulations with departments and branches through a coordinated implementation program to ensure quality and efficiency.
Sectors, agencies and units, according to the functions and tasks assigned in Decision No. 744, coordinate with members of the Steering Committee to organize and implement tasks to achieve results./.
