The Ministry of Planning and Investment has just commented on the draft Project "Developing and forming a medicinal plant industry center in Quang Nam province with Ngoc Linh ginseng as the main crop".
According to the Ministry of Planning and Investment, the Draft Project has not clearly stated the legal basis, practical basis for developing the Project and proposed the use of the state budget to implement the Project.
The Ministry of Planning and Investment requested the People's Committee of Quang Nam province to supplement explanations to clarify the political and legal basis for directing and assigning tasks to develop the Project, ensuring consistency and feasibility when developing and implementing the Project.
The draft project includes two main contents, including developing raw material and medicinal material growing areas; attracting investment and forming a medicinal material industry center.
However, the Ministry of Planning and Investment commented that there is no connection between production facilities and raw material growing areas to ensure the consistency and feasibility of the Project. Medicinal material areas (including Ngoc Linh Ginseng) are scattered within Quang Nam province and some neighboring provinces such as Kon Tum, Gia Lai, Quang Ngai; the scale of purchasing is still small, fragmented and spontaneous by the people; there is no facility for processing medicinal materials with high technology content and high added value.
At the same time, the proposed solution does not have a mechanism to link the development of medicinal plant production industrial facilities with growing areas and scientific and technological research facilities to ensure the quality of plant varieties and increase the value of pharmaceutical industrial products.
The content of establishing the Medicinal Materials Industry Center (Center) with a scale of 50 hectares in Chu Lai Open Economic Zone, Quang Nam province has not clarified the operating model, role, function, investment mechanism, construction, operation and management of the Center.
The establishment of the Center in Chu Lai Open Economic Zone needs to be reviewed to ensure compliance with the general planning for the construction of Chu Lai Open Economic Zone, not overlapping with other investment projects and ensuring compliance with regulations on land recovery, land lease, and change of land use purpose according to the provisions of the 2024 Land Law.
According to the Ministry of Planning and Investment, Quang Nam province needs to clarify the basis for determining the area of raw materials and expected output; add indicators for exporting products from Ngoc Linh Ginseng to international markets; add indicators for determining the capacity of factories and production facilities under the Project (3 factories producing oriental medicine and functional foods meeting GMP-WHO standards; 2 factories producing products serving the agricultural sector; a number of other production facilities, etc.) as a basis for determining the appropriate number of factories/production facilities.
Regarding specific mechanisms and policies, the Ministry of Planning and Investment recommends that Quang Nam province review and analyze to clarify problems related to legal regulations (Laws, Decrees, Circulars, Resolutions, etc.) and in the implementation process that hinder the development of the pharmaceutical industry in the area. From there, Quang Nam province proposes solutions and measures that are appropriate to its authority, feasible and not contrary to the provisions of law. In case of needing to amend legal regulations, there must be a survey and impact assessment according to regulations...
The Ministry of Science and Technology said that the Project has many contents related to Ngoc Linh Ginseng. Meanwhile, the Prime Minister signed and issued Decision No. 611/QD-TTg dated June 1, 2023 approving the Vietnam Ginseng Development Program to 2030, with a vision to 2045.
Accordingly, the Prime Minister assigned the Ministry of Health and the People's Committees of the provinces (including the People's Committee of Quang Nam province) to implement. It is expected that the area for growing Vietnamese Ginseng (Ngoc Linh Ginseng) in Quang Nam province will be 8,400 hectares (including 7,740 hectares under the canopy of protective forests and 660 hectares under the canopy of production forests).
Therefore, the Ministry of Science and Technology requests Quang Nam province to clarify the relationship between this Project and the Program approved in Decision 611/QDTTg of the Prime Minister, and to consider the contents that may overlap between these two documents related to Ngoc Linh Ginseng. The Ministry of Science and Technology also requests Quang Nam province to analyze and clarify the expected effectiveness of the Project, especially in terms of economy and environment.
Recently, the People's Committee of Da Nang city basically agreed with the content of the draft Project "Developing and forming a medicinal plant industry center in Quang Nam province with Ngoc Linh ginseng as the main crop" prepared by the People's Committee of Quang Nam province.
However, the People's Committee of Da Nang City requested the drafting agency to research and add more content on "Solutions to enhance research and application of modern processing technology to create other products with high added value from Ngoc Linh Ginseng and local medicinal plants (functional foods, cosmetics, health care foods..." to contribute to building the brand and promoting tourism in the region.
