At the same time, units coordinate with local news agencies and newspapers to organize communication, dissemination, and guidance on preventive measures for health care in the cold season for people in many appropriate and effective forms.

Medical facilities in the city are required to review and ensure adequate provision of emergency medicines, adequate hospital beds, and ready means to promptly handle common emergency cases. In addition, medical facilities are required to provide medical examination and treatment for people, and ensure cold protection for patients and their families during the examination and treatment process.

The Hanoi Department of Health assigned the City Center for Disease Control to be the focal point to guide, inspect, supervise and urge units during the implementation process.

According to the Ministry of Health's Guide to Cold Season Health Care for the Community and Workers, some common health problems people encounter during the cold season include colds, asthma, sore throat, pneumonia, chronic obstructive pulmonary disease, flu, stroke, coal gas poisoning from heating, cooking, etc. The main causes of these problems are people being exposed to too much heat or working in cold environments or due to sudden changes in environmental temperature.

People at high risk of the disease include the elderly, children, pregnant women; people with chronic diseases (high blood pressure, asthma, cardiovascular, musculoskeletal...).

The Ministry of Health's guide to cold-season health care for the community and workers also provides preventive measures for each specific subject. That is, preventing CO (carbon monoxide) poisoning in the home and ensuring safety when using electric heating devices as well as some attention to the body's manifestations.
