Accordingly, Decision No. 435 of the Prime Minister issued on April 24, 2023, assigned Government members to preside over and urge working with localities on the situation of production and business, public investment, infrastructure construction and import and export in the area.

Attending the meeting were representatives of the following Ministries: Agriculture and Rural Development, Industry and Trade, Transport, Public Security, Finance, Planning and Investment, Natural Resources and Environment, and the State Bank of Vietnam.

At the working session, leaders of the People's Committees of Ca Mau, An Giang and Dong Thap provinces reported to the Working Group on the production and business situation, construction investment, import and export in the first 9 months of 2024 as well as proposals and recommendations to the Government and ministries and branches.

Proposal to build landslide prevention works over 26,000 billion

Accordingly, Vice Chairman of Ca Mau Provincial People's Committee Lam Van Bi said that, implementing the Prime Minister's conclusion at the working session with the Standing Committee of Ca Mau Provincial Party Committee (in Notice No. 19/TB-VPCP dated January 18, 2024 of the Government Office), Ca Mau province has completed the draft Project on coastal and riverbank erosion prevention and control for the period 2021 - 2030 and orientation to 2050, is collecting opinions from the Central Ministries and branches and is expected to submit to competent authorities for consideration and approval in the first half of September 2024. Total number of coastal and riverbank erosion prevention and control works: 234 works, with a funding requirement of over 35,000 billion VND.

With this Project, Ca Mau province proposed that the Ministry of Planning and Investment and the Ministry of Agriculture and Rural Development support about 30 projects to prevent coastal and riverbank erosion in the 2021-2025 period, with a total capital of about VND 5,246 billion; and 147 projects to prevent coastal and riverbank erosion in the 2026-2030 period, with a total capital of about VND 21,596 billion.

At the same time, it is recommended that the Ministry of Planning and Investment appraise and approve the assignment of Ca Mau province to develop a Project for the development of Ca Mau Cape, report to the Government and the Prime Minister for consideration, and submit to the National Assembly for promulgation of a Resolution to pilot a number of specific mechanisms and policies for the development of Ca Mau Cape in a number of sectors and fields.

Vice Chairwoman of An Giang Provincial People's Committee Nguyen Thi Minh Thuy said that recently, the Government is finalizing the draft of the National Assembly's pilot resolution on implementing commercial housing projects through agreements on receiving land use rights or having land use rights. Accordingly, Article 4 of the draft resolution stipulates that "The pilot implementation of commercial housing projects through agreements on receiving land use rights or having land use rights where the land is not residential land shall not exceed 30% of the number of projects and 20% of the total area of ​​housing project development needs approved by the housing development program and plan until 2030".

Ms. Thuy said that this regulation is not suitable for the reality in many localities. Controlling 30% of the number of projects and 20% of the total area of ​​housing project development needs approved by the housing development program and plan until 2030 will easily create a request-grant mechanism, the possibility of project ordering is very high. For example, the total area of ​​housing project development needs approved in a locality is 1,000 hectares, if controlling 20% ​​of the total area, only 2 large projects, each project of 100 hectares, will exceed the allowed limit, the remaining projects with smaller areas of about a few hectares to a few dozen hectares will have to be implemented through the bidding mechanism.

Therefore, Ms. Thuy proposed that the drafting agency study and adjust Article 4 of the draft National Assembly's pilot resolution on implementing commercial housing projects through agreements on receiving land use rights or having land use rights that are not residential land in the direction of only controlling the scale of each project allowed to receive transfers equal to or less than 10 hectares (NOT regulating the control of 30% of the number of projects and 20% of the total area of ​​housing project development needs approved by the housing development program and plan until 2030).

The Vice Chairman of the People's Committee of An Giang province gave the reason that in reality , in many localities, including An Giang province, with projects of less than 10 hectares, investors are able to negotiate the transfer of land use rights without the need for administrative intervention by state agencies through the land recovery mechanism according to Clause 27, Article 79 of the 2024 Land Law.

Proposal to soon implement My An - Cao Lanh expressway project

At the meeting, Dong Thap province proposed that the Ministry of Agriculture and Rural Development allocate funds for localities to invest in building infrastructure for concentrated pangasius seed production areas in Cao Lanh, Tan Hong, Lap Vo, Chau Thanh districts and Hong Ngu city with an area of ​​469 hectares and to dredge Thuong Phuoc - Ba Nguyen canal due to drought and lack of water for daily life and production.

Dong Thap province also proposed that the Ministry of Transport promptly submit to the Prime Minister for approval the adjustment of the My Thuan - Can Tho Expressway Project, including additional investment of 7.3 km of the feeder road system through Dong Thap province. At the same time, the My An - Cao Lanh Expressway Project should be implemented soon to ensure synchronous implementation and promote the effectiveness of the Cao Lanh - An Huu Expressway after the investment is completed in 2025.

In addition, it is recommended that the Ministry of Transport soon implement the investment project to upgrade the Muong Khai - Doc Phu Hien canal route through Dong Thap province, with a total investment of 3,500 billion VND.

In addition, it is also recommended that the Ministry of Transport prioritize the use of sea sand for highway projects and other investment projects with environmental conditions similar to the successful pilot area of ​​sea sand for landfill, in order to reduce the pressure on river sand supply, and move towards stabilizing the supply and demand of sand in the market.

Concluding the working session, Minister Le Minh Hoan - Head of the working delegation suggested and oriented the implementation of some tasks in the coming time with the three provinces of Ca Mau, An Giang, and Dong Thap.

Regarding Ca Mau, Minister Le Minh Hoan said that Ca Mau has a large coastal area, so it is necessary to take full advantage of its geographical and cultural advantages... thereby promoting the development of logistics, seaports...

Regarding Dong Thap province's proposal to build infrastructure for concentrated pangasius seed production areas, the Minister said he would immediately direct units of the Ministry of Agriculture and Rural Development to hold a working session to remove difficulties for the locality.

Regarding the project to combat landslides and salinity, Minister Le Minh Hoan said that the Ministry of Agriculture and Rural Development has also sought opinions from localities and related ministries and sectors and the project is being prepared to be submitted to the Prime Minister. After the project is approved, there will be fundamental solutions to overcome the above situation.
