The breakthrough point in the Provincial Plan is to set out 12 key tasks, requiring each department, branch and locality to be proactive, not waiting for instructions from above, to act immediately from the grassroots level to achieve the goal of exceeding the socio-economic development targets for the period 2021-2025. The focus is on promoting digital transformation, accelerating administrative reform, developing enterprises and perfecting the criteria for advanced and exemplary new rural areas. At the same time, focusing on effectively exploiting investment resources to create a strong driving force for economic development. Along with that, the province persists in the goal of sustainable development, not only economic growth but also improving the quality of life of the people, protecting the environment, ensuring national defense - security, preventing corruption and waste.
To achieve the growth target of 10.5%, the province has developed detailed scenarios for each quarter, for each economic sector. Specifically: Quarter I increased by 8.9%, Quarter II increased by 10%, 6 months increased by 9.5%, Quarter III increased by 11.6%, 9 months increased by 10.2%, Quarter IV increased by 11.1%, the whole year increased by 10.5%. In which, the province identified the main growth pillars from industry - construction - services: Industry - the main driving force, must increase by over 15%, contributing 3.87 percentage points to GRDP; construction - an important support, must increase by 15.2%, contributing 1.08 percentage points; services - the pillar of sustainable development, must increase by 9%, contributing 3.69 percentage points. Thus, the industrial sector continues to play a leading role, especially in the field of production, processing and manufacturing, with the participation of large projects such as supporting industrial clusters and high-tech industrial parks (IPs).
Right in the first 3 months of the year, authorities at all levels, along with the implementation of the arrangement of agencies, organizational apparatus, and functional branches, have strongly and resolutely joined hands and unanimously implemented the growth scenario effectively. The province's gross regional domestic product (GRDP) in the first quarter of 2025 at 2010 comparative prices is estimated at 14,632 billion VND, an increase of 11.86% over the same period in 2024, this is the highest growth rate in the first quarter ever; ranked 1st in the Red River Delta and 3rd in the country.
Of which: the agriculture, forestry and fishery sector increased by 3.88%, contributing 0.64 percentage points to the overall growth rate; the industry and construction sector increased by 17.44%, contributing 7.31 percentage points; the service sector increased by 9.59%, contributing 3.65 percentage points; product taxes minus product subsidies increased by 7.32%, contributing 0.26 percentage points. The results achieved in industrial production, investment attraction, capital disbursement and infrastructure development continue to create important premises for the province to achieve the target of GRDP increasing by 10.5% in 2025. Specifically: The industrial production index in the first quarter of 2025 is estimated to increase by 23.25% over the same period last year; of which the processing and manufacturing industry alone increased by 23.50%. Export turnover in the first 3 months of the year reached 939 million USD, up 56.2% over the same period in 2024; import turnover reached 781 million USD, up 125.5% over the same period in 2024. In particular, investment attraction continues to flourish. As of March 25, 2025, the province has granted new investment registration certificates and adjusted capital increases for 11 FDI projects with a total registered capital of 227 million USD, of which 7 new FDI projects were granted with a total registered capital of 121 million USD, creating an important driving force for industrial growth. These figures not only reflect the dynamism of the economy but also show the efficiency in management, the close coordination of authorities at all levels and functional sectors in supporting businesses and promoting production and business.
With the total state budget investment plan in 2025 reaching VND 12,141 billion - 51% higher than the level assigned by the Prime Minister, the Provincial People's Committee proactively issued a detailed assignment decision right from the beginning of the year. Thanks to that, in just the first 3 months of the year, the investment capital implemented from the state budget managed by the locality is estimated at VND 1,854 billion, reaching 15.3% of the yearly plan and increasing by 16.5% over the same period in 2024. The rapid disbursement progress right from the beginning of the year is a clear demonstration of the determination of the local government in promoting public investment, creating a spillover effect to other economic sectors.
Along with industrial development, the province continues to focus on developing infrastructure of industrial parks and industrial clusters (ICs): Approving investment in Hai Long Industrial Park (VSIP Nam Dinh) phase I - one of the key projects in Giao Thuy district. At the same time, completing the approval of the planning of the IPs: Nam Hong (Nam Truc), Xuan Kien (Xuan Truong), Minh Chau (Nghia Hung). In addition, the province has also decided to establish 9 new ICs, contributing to expanding production space and attracting more domestic and FDI investors. These steps not only increase the advantage of attracting investment but also serve as an important foundation to help Nam Dinh shift its economic structure towards industrialization and modernization.
In addition, the authorities and people of relevant localities in the province unanimously accelerated the progress of site clearance (GPMB) for the Ninh Binh - Nam Dinh - Thai Binh expressway project. This expressway project has a total length of 60.9km, of which the section through Nam Dinh is 27.6km long, passing through 21 communes and towns in 4 districts. The total GPMB area is 194.11ha, affecting 4,219 households. By the end of March, the province had completed the relocation of graves; approved the GPMB plan for 2,587 households of agricultural land, paid compensation to 1,642 households (about 180 billion VND); is implementing the measurement and counting of residential land of 515 households and arranging resettlement for 448 households. The province is expected to hand over agricultural land in April 2025 and hand over the entire residential area in September 2025. Ensuring this progress will help the project to be implemented quickly, creating an important driving force to promote regional connectivity and economic development.
In addition to economic development, Nam Dinh has also actively implemented the restructuring and streamlining of the apparatus according to the Central Government's policy. On February 20, 2025, the Provincial People's Committee held a conference to implement the Resolution of the Provincial People's Council, announcing decisions on the organization of the apparatus and staff. The reorganized units have been operating stably since March 1, 2025, ensuring that there are no gaps in management and service to the people and businesses. This is a testament to the province's determination to improve the effectiveness and efficiency of the administrative apparatus, creating more favorable conditions for the investment environment and socio-economic development.
Accelerate, act decisively to reach the finish line
To strive to complete and exceed all set targets, including GRDP growth of 10.5% or more, the whole province continues to act with a proactive spirit, resolutely implementing the 2025 growth scenario; resolutely and effectively carry out all tasks in parallel with the implementation of administrative apparatus arrangement, ensuring the completion of the double-digit GRDP growth target when merging provinces. Continue to closely follow Conclusion No. 123-KL/TW dated January 24, 2025 of the Party Central Committee, Resolution No. 25/NQ-CP dated February 5, 2025 of the Government, Resolution No. 22-NQ/TU dated November 26, 2024 of the Provincial Party Committee, Resolution No. 177/NQ-HDND dated December 10, 2024 of the Provincial People's Council, put each content into practice with specific actions and substantial results. Focus on maximizing the growth momentum from regional linkages, planning and investment. In which, four growth poles are identified as the driving force for development: Nam Dinh City is the administrative, industrial, service, educational, scientific and technological center; Cao Bo area, Y Yen district is the gateway connecting with the northern provinces, promoting the development of manufacturing industry; Ninh Co Economic Zone is the key to developing industry, seaports, logistics; The coastal area of Giao Thuy district is the center for tourism development, renewable energy and marine economy. Completing and implementing the Nam Dinh Provincial Planning for the period 2021-2030, with a vision to 2050, the province will promote regional connectivity, exploiting geo-economic advantages to create breakthroughs in attracting investment and development. A key task is to establish the Nam Dinh Provincial Economic Zone and Industrial Zone Management Board, helping to increase proactiveness, professionalize management and support for investors, and at the same time speed up the progress of the Ninh Co Economic Zone Master Plan for submission to the Prime Minister for approval.
Continue to maintain the viewpoint that public investment must come first, creating a spillover momentum; require 100% disbursement of public investment capital in 2025, ensuring no "stagnant" capital, no "suspended" projects. Large projects with spillover effects will be prioritized, including: Completing and putting into operation: New Nam Dinh - Lac Quan - Coastal road, phase II of the marine economic development axis connecting Cau Gie - Ninh Binh expressway. Commencement of: Project to upgrade irrigation systems to adapt to climate change with ADB loans. Completing site clearance for Ninh Binh - Hai Phong expressway section through Nam Dinh. Resolutely not to let the situation of scattered and ineffective investment happen; each project must be completed on schedule, maximizing socio-economic efficiency immediately after being put into operation.
Actively promote the industry as a breakthrough pillar with the target of increasing the industrial production index (IIP) by at least 15% by the following solutions: Create the most favorable conditions for large-scale industrial projects to produce and do business smoothly after investment, contributing strongly to growth such as Toray's Top Textiles Factory (Rang Dong Textile Industrial Park); Quanta Computer Factory; Sunrise Material High-Tech Polymer Film Factory (My Thuan Industrial Park); GDT High-Tech Packaging Paper Factory (Bao Minh Industrial Park Expansion). At the same time, accelerate the progress to strive to start construction of Trung Thanh Industrial Park, Hai Long Industrial Park, complete investment procedures for Nam Hong, Xuan Kien, Minh Chau Industrial Parks and especially focus on supporting the early start of the Green Steel Project Complex of Xuan Thien Group in Nghia Hung - a project that has a great impact on the value chain of metallurgy and mechanical engineering industries. In addition, continue to selectively attract investment, anticipate new-generation industries, prioritize the selection of large-scale, high-tech FDI projects, focusing on: Processing, manufacturing, electronics, semiconductors, AI, hydrogen; Develop supporting industries, create close links between FDI enterprises and domestic enterprises. Promote the development of a sustainable labor market, connect with the national and international labor market; shift the labor structure towards modernization and productivity improvement. Continue to effectively implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo with the goal that science, technology, and innovation must become the driving force for socio-economic development; strengthen digital transformation, develop e-government, promote the application of high technology in production, management and public services, all sectors and fields must proactively innovate, creating a launching pad for the digital economy.
With a spirit of high determination and drastic actions, Nam Dinh is creating a strong growth momentum, not only aiming for double-digit growth but also determined to realize it with substantial actions, towards sustainable and breakthrough development.
