Effort to reach the finish line

By 2025, two poor districts, Bac Tra My and Phuoc Son, aim to escape poverty. Over the past years, these two localities have made efforts to achieve multidimensional poverty reduction criteria with the hope of bringing sustainability to each poor household that has escaped poverty and limiting re-poverty.

Notably, Sub-project 2 (under Project 1) on implementing the Project to support a number of poor districts to escape poverty and extreme difficulties in the period 2022 - 2025, has allocated more than 91.9 billion VND to these two districts.

From this source of capital, the two districts have invested in eight inter-commune traffic projects in the area, with an implementation cost of nearly VND77 billion. At the same time, they have maintained and repaired four inter-commune traffic projects, with a cost of more than VND14.9 billion.

Mr. Le Van Tuan - Vice Chairman of Bac Tra My District People's Committee said that the district has promoted resources in the period of 2021-2025 with a total capital of more than 1,511.5 billion VND to invest in supporting poor households both directly and indirectly, contributing to creating a positive change in sustainable poverty reduction.

The total capital plan for the implementation of the National Target Program (NTP) for sustainable poverty reduction in the 2021-2024 period is more than 396.6 billion VND, including investment capital of nearly 310 billion VND and career capital of more than 86.6 billion VND. To date, Bac Tra My has disbursed more than 228/396.6 billion VND.

“The district has focused on supporting production development, diversifying livelihoods, replicating poverty reduction models and other ethnic and poverty reduction policies; increasing the mobilization of capital from socialization to support the state budget to implement highly effective programs. At the same time, prioritizing investment for poor and near-poor households to reduce the lack of basic social services for households, increasing access to social needs,” said Mr. Tuan.

With a determined and flexible spirit, synchronously implementing the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025, the poverty rate in Bac Tra My decreased from 50.44% in 2021 to 26.68% by the end of 2024.

Notably, in 2023, the district decreased by 9.34%, in 2024 it decreased by 8.17%. Thus, according to Decision No. 36 dated December 13, 2021 of the Prime Minister on criteria for determining poor districts and extremely disadvantaged communes in coastal and island areas for the period 2021 - 2025, Bac Tra My district scored 23 points.

With this score, Bac Tra My has met the conditions to prepare a profile, report to the competent authority for consideration and decision to recognize it as escaping the status of a poor district. This is the motivation for Bac Tra My to continue to strive to reduce the poverty rate in 2025 to 18.65%, a decrease of 7.35% compared to 2024, equivalent to a reduction of 865 poor households.

For Phuoc Son, the goal for the entire 2021 - 2025 period is to reduce the multidimensional poverty rate to below 22.06%; of which the poverty rate is 16.98%, the near-poor household rate is 5.08%, thereby escaping the poor district.

Mr. Le Quang Trung - Chairman of Phuoc Son District People's Committee said that it is fortunate that by the end of 2024, the district will have 1,446 households, equivalent to a rate of 20.47%. Thus, in terms of the poverty rate criterion, Phuoc Son has completed it, but to escape poverty sustainably, there are still many other criteria to strive for and make efforts, especially speeding up the implementation of projects; creating opportunities for the poor to access basic social services, especially in health, education, housing, and information.

According to the proposal of the Department of Agriculture and Environment, in addition to assessing the results of poverty reduction, Bac Tra My and Phuoc Son need to ensure that by 2025, the income of poor and near-poor households increases 1.8 times compared to 2020 to complete the goal of escaping poverty. At the same time, complete the application for recognition of the district escaping poverty before May 30 so that the Provincial People's Committee can submit it to the Prime Minister for recognition before dissolving the district-level administrative unit.

The foundation for a new journey

With a total mobilized resource to implement the multidimensional poverty standard from 2021 - 2024 of more than 9,109 billion VND, Quang Nam has made a breakthrough in sustainable poverty reduction.

The multidimensional poverty rate of the whole province at the end of 2024 will be 6.35% (equivalent to 28,227 households), down 1.12% compared to 2023. Of which, the multidimensional poverty rate is 4.56% (equivalent to 20,272 households), down 1.01% compared to 2023, which means reaching the average reduction target of 0.3 - 0.4% according to Decision 652 dated May 28, 2022 of the Prime Minister; and the multidimensional near-poor household rate is 1.79% (equivalent to 7,955 households), down 0.11% compared to 2023.

Notably, 7 projects of the National Target Program on sustainable poverty reduction have contributed to promoting socio-economic development in the area, especially infrastructure, production development, access to basic social services, improving people's quality of life, ensuring social security and sustainable poverty reduction.

Of which, poor districts have invested in new construction and completed payment for 168 works/projects, including 74 traffic works, 39 educational projects, 24 irrigation projects, 10 domestic water projects, 3 health projects, 5 electricity projects and 23 projects related to cultural works and residential arrangement.

In addition, departments, branches and localities have implemented 216 projects to support the development of value chain-linked production and projects to support the development of community production, with the participation of 4,961 households; supported 163 workers living in poor districts, ethnic minority and mountainous areas to work abroad under contracts; supported 6 poor districts to build new houses and repair 3,284 poor and near-poor households, etc.

Vice Chairman of the Provincial People's Committee Tran Anh Tuan said that the system of policy mechanisms and documents regulating and guiding the implementation of the National Target Program on Sustainable Poverty Reduction has been basically complete and relatively complete, most difficulties and obstacles have been resolved, creating favorable conditions for localities to implement.

Fortunately, people have been proactive in making efforts to escape poverty, proactively organizing production, livestock and crop farming activities, creating livelihoods and incomes suitable to the practical conditions of each family and locality. This is a premise for the province to complete the goal of continuing to reduce 3,000 poor households, of which the number of poor households that need to be reduced in mountainous areas is 2,959 households.

The capital to implement the poverty reduction program for the period 2026 - 2030 is expected to be more than 2,613.8 billion VND.

According to the proposal of the Provincial People's Committee, the total capital to implement the National Target Program on Poverty Reduction for the period 2026 - 2030 is expected to be over VND 2,613.8 billion. Of which, the central budget is over VND 2,276.3 billion, the local budget is nearly VND 337.5 billion. In addition, the locality will increase the mobilization of legal resources from organizations, individuals, businesses, and communities to create more resources to effectively implement the plan.

Regarding Project 5 on housing support for poor and near-poor households, Quang Nam proposed to consider increasing the support level for households building new houses from 60 million VND/house to 100 million VND/house; households repairing houses from 30 million VND/house to 60 million VND/house to suit the socio-economic development conditions in the coming period. Of which, the budget and mobilized resources support 50%, preferential loans from the Social Policy Bank 50%.

At the same time, support households that have escaped poverty or near-poverty according to Decision No. 24/2021 of the Prime Minister, but are still on the list of approved housing support by competent authorities.

Thereby, helping these cases not lack social services on housing, ensuring sustainable poverty reduction, meeting multidimensional poverty standards and social justice in implementing social policies, affecting the propaganda and mobilization work of local poverty reduction.
