Moving from poverty reduction to sustainable livelihoods

With high political determination and synchronous solutions, Dinh Hoa district has achieved important achievements in sustainable poverty reduction in the 2021-2025 period, creating a solid foundation for the future. From 2021 to present, the district has reduced the number of poor and near-poor households by over 6% per year on average (reducing the number of poor and near-poor households from over 32% to only 7.46%). This is the result of the district's efforts in recent times.

From "bottleneck" to "bright spot" in poverty reduction

In early 2022, according to the multidimensional poverty standard for the period 2022-2025, Dinh Hoa district still has 32.23% of poor and near-poor households, of which 4,596 households are poor (17.39%), and 3,922 households are near-poor (14.84%). This is a big challenge for local authorities and authorities. The main reasons for households falling into poverty and near-poverty in the district are lack of land for production, lack of capital for production and business, no labor in the household, or untrained labor...

With poverty reduction identified as a key and continuous task, the District Party Committee and People's Committee have quickly completed the steering apparatus, issued operating regulations, and assigned specific responsibilities to each agency and unit. A series of plans and directive documents have been issued, creating a legal corridor for the implementation of the program. In particular, each agency and unit in the political system is responsible for organizing the implementation of the poverty reduction program for each locality and each household in the poverty reduction category according to a specific roadmap and organizational form, suitable to the circumstances and conditions of production organization.

The highlight of the leadership work is that the district has launched the emulation movement "Dinh Hoa joins hands for the poor - No one is left behind", arousing the spirit of solidarity and responsibility of the whole community. Information and communication work on poverty reduction has been focused on, helping people raise awareness and proactively participate in programs and projects. The whole district has focused resources with a total career capital of over 21 billion VND on poverty reduction work and invested in each group of needs close to reality.

Specifically, for the Livelihood Diversification Project and Poverty Reduction Model Development, the district has allocated over 9 billion VND, of which the central budget supports nearly 8 billion VND and the local budget supports over 1.1 billion VND. These funds are allocated to 43 production plans each year for effectiveness assessment.

In 2022, the district allocated 10 production plans, in 2023 it allocated 17 plans and in 2024 it allocated 16 plans, of which 41 plans were invested in livestock farming; 2 plans were for crop farming. The total number of households benefiting from the project is 833, of which 227 are poor households; 256 are near-poor households; and 321 are newly escaped-poverty households.

To achieve the goal of sustainable poverty reduction, the district has implemented many synchronous solutions in areas that the lives and livelihoods of poor households need. Special attention is paid to solving the shortage of basic social services. In the field of employment, job fairs have attracted thousands of participants, connecting workers with businesses.

Vocational training is also focused on, gradually improving the quality of human resources, through vocational training activities each year from 300 to 500 subjects in poor households. In the health sector, investment in facilities and health insurance support has helped poor and near-poor people easily access health services. In particular, the District General Hospital project was funded to be built with modern equipment, contributing to improving the quality of medical examination and treatment for people.

The housing support program for poor and near-poor households has also achieved impressive results, with over 1,300 households supported to build new or repair houses, with a funding source of over 100 billion VND from the support of businesses, agencies, organizations, and philanthropists in the work of supporting the elimination of temporary and dilapidated houses for poor and near-poor households.

In addition, households building houses are also supported with 10 tons of cement and loans from the Social Policy Bank, contributing to stabilizing their lives and motivating them to escape poverty. Support for clean water and hygienic toilets is also being implemented, gradually improving living conditions for people in disadvantaged areas. Not only that, the district also focuses on narrowing the information gap, supporting 100% of poor and near-poor households in need to access telecommunications and internet services. Many poor students are also supported with computers for their studies.

Impressive numbers and lessons learned

After more than 4 years of implementation, poverty reduction work in Dinh Hoa has achieved impressive figures. By the end of 2024, the poverty rate in the district decreased to only 3.88% (1,021 households) and near-poor households to 3.58% (946 households), bringing the multidimensional poverty rate down to 7.46%. The average annual poverty reduction rate always exceeds the set target.

From the implementation, Dinh Hoa district has drawn valuable lessons, in which it especially emphasizes the role of strong leadership and direction of Party committees and authorities at all levels; propaganda work, raising awareness; focusing resources and mobilizing socialization; vocational training, job creation; and clearly identifying needs and developing specific support solutions for each poor and near-poor household.

Building on the achieved results, Dinh Hoa district continues to set higher goals in the next phase. The district will focus on mobilizing resources, synchronously implementing projects, models, and policies on poverty reduction, socio -economic development, creating conditions for the poor and near-poor to develop production, increase income, and fully access basic social services to improve the quality of the multidimensional poverty reduction program in a sustainable manner.
