- In recent years, the work of developing socio -political organizations (CTXH) in non-state enterprises (NOEs) in the province has received special attention from relevant levels and sectors, been widely implemented and achieved positive results.
Social work organizations in enterprises play an important role and position. These organizations can stand up to resolve issues related to rights, obligations and working conditions, contributing to building harmonious and stable labor relations in enterprises; are an important information channel to help enterprises grasp the thoughts and aspirations of employees, build corporate culture and enhance prestige, contributing to common development; are a place to create an environment for employees to have the opportunity to exchange, learn and participate in collective activities to strive and improve themselves.
Impressive numbers
From 2020 to present, on average, each year, the whole province has developed about 15 or more new social work organizations with nearly 1,500 union members in state-owned enterprises. Up to now, the whole province has nearly 5,200 state-owned enterprises, of which 167 state-owned enterprises have social work organizations (137 grassroots unions, 24 youth union organizations, 3 veteran associations, 3 women's associations) with over 10,000 union members. In addition, the whole province also has 19 professional farmer associations and 69 professional farmer associations in cooperatives and cooperative groups. Social work organizations are established in state-owned enterprises of all economic sectors, from limited liability companies, joint stock companies to collective economic models...
To achieve that result, in recent years, all levels and sectors in the province have paid attention to leading, directing and implementing the work of building social work organizations in state-owned enterprises with specific and practical actions. Every year, Party committees at all levels pay attention to leading and directing the dissemination and implementation of the establishment of social work organizations in state-owned enterprises; perfecting the steering committee for building party organizations and social work organizations in private economic units; issuing policies and solutions to implement the central government's instructions on establishing, building and developing each type of social work organization in state-owned enterprises...
Every year, the Provincial Federation of Labor (FFL), Provincial Youth Union, Veterans Association, Women's Union, Farmers' Association and grassroots unions and associations have proactively developed plans to coordinate, organize propaganda and mobilization activities, and guide enterprises on the establishment and operation of social work organizations. At the same time, they advise the Party Committee at the same level or coordinate with relevant agencies to organize surveys and statistics on the number of workers, production and business situations, and proactively coordinate propaganda, mobilization to develop union members and establish union organizations and associations at qualified state-owned enterprises.
Some youth organizations and associations also have creative and innovative ways of organizing programs, seminars, and festivals to attract workers and laborers to participate, such as: the Provincial Federation of Labor organizes seminars related to the establishment of trade unions; the Provincial Youth Union organizes the annual "Youth Workers' Festival" program; veteran, farmer, and women's associations coordinate with enterprises to organize conferences to disseminate the Party's policies and resolutions, the State's policies and laws, and movements for excellent workers and creative workers, etc.
Ms. Be Thi Hoa, Chairwoman of the Provincial Federation of Labor, said: In recent years, the Provincial Federation of Labor has made innovations in organizing and implementing the work of developing trade union organizations in state-owned enterprises. Accordingly, in the past 5 years, each year the province has 7-12 grassroots trade unions established. In 2024 alone, the Standing Committee of the Provincial Federation of Labor organized a workshop on "Some solutions to implement the work of developing union members, establishing and improving the quality of grassroots trade union activities in the enterprise sector". The Provincial Federation of Labor also organized delegations to visit and learn from experiences in building grassroots trade union organizations in state-owned enterprises in some neighboring provinces; Coordinate with relevant levels and sectors directly related to enterprises without trade unions to survey, propagate, mobilize union members, establish grassroots unions, provide guidance on procedures for admitting union members, establishing grassroots unions, etc. As a result, in 2024, the whole province has developed 9 new grassroots unions and admitted over 1,300 new union members in state-owned enterprises.
Affirming the important role in the business
Along with the increase in quantity, in recent years, the quality of activities of social work organizations in state-owned enterprises in the province has also had positive changes and is increasingly going into depth, contributing to affirming their important position and role in enterprises.
In recent years, trade unions have been more innovative in organizing activities in enterprises, such as, along with propaganda through documents and conferences, organizing dialogues and collective bargaining to build collective labor agreements with more favorable terms for workers in terms of wages, bonuses, working hours, rest, social insurance, health insurance, unemployment insurance and other welfare regimes. Trade unions also actively participate in monitoring the implementation of the State's regimes and policies on labor, occupational safety and hygiene, fire prevention and fighting, contributing to building a safe, friendly and effective working environment; organizing emulation movements in production and labor, promoting initiatives and technical improvements; organizing activities to care for, reward and encourage workers on the occasion of Workers' Month (May) and Tet holiday.
Youth Union branches in State-owned enterprises also promote the pioneering and volunteering role of young people in enterprises and in production and business activities; organize and coordinate cultural, artistic and sports activities to attract a large number of union members and young workers to participate; actively mobilize young people to apply science and technology and participate in social, charitable and volunteer activities for the community...
The Youth Union of The Pride Trading and Service Company Limited (Lang Son City) is an example. In 2023, the Youth Union was established and now has 23 members. Since the establishment of the Youth Union, many youth movements and activities have been actively and enthusiastically implemented. Mr. Hoang Van Nghiep, Secretary of the Company's Youth Union, said: In the past two years, the Youth Union has regularly organized thematic meetings, thoroughly grasping the resolutions of the Party, the higher-level Youth Union, the company's rules and regulations to 100% of the Youth Union members. In particular, the Youth Union has responded to and actively implemented emulation movements, cultural activities, sports, social security, and volunteer activities for the community launched by the higher-level Youth Union, Youth Union clusters of some enterprises, or by the company. In 2024 alone, the Youth Union coordinated to visit and present 65 gifts to disadvantaged students in Cao Loc and Trang Dinh districts. Every year, the Youth Union introduces 1-2 outstanding young union members to the Party for consideration of admission, through which 3 young union members have been admitted to the Party.
Together with trade unions, youth unions, farmers' associations, especially farmers' associations in enterprises with production and business activities in the fields of agriculture and agricultural processing, they have coordinated to support farmers in linking production, product consumption, and applying scientific and technological advances in production. At the same time, veteran associations in enterprises have promoted the tradition of "Uncle Ho's soldiers", set an example in all areas of work, actively participated in the work of protecting security and order, and built a disciplined and responsible working environment. The association is also a place for veterans to share experiences, help each other in life and work, contributing to building increasingly strong enterprises. In particular, in recent times, social work organizations have actively created resources and introduced union members for the Party to consider and recruit. Over the past 5 years, organizations have introduced more than 100 union members for the Party to consider and train, thereby 78 union members have been admitted to the Party.
Mr. Dao Trong Tam, Permanent Vice Chairman of the Provincial Business Association, said: In recent years, social work organizations in state-owned enterprises have performed their functions, tasks and regulations correctly; strengthened supervision and criticism activities in enterprises, ensuring the legitimate rights and interests of employees. In particular, social work organizations have promptly detected and coordinated to effectively handle problems arising in enterprises; taken good care of the material and spiritual lives of employees, union members and members; actively launched and organized many emulation movements to improve labor productivity, thereby many union members and members have affirmed their roles and positions, actively innovated and created in labor, production, improved the quality and efficiency of business activities. Thanks to that, in recent years, state-owned enterprises in Lang Son with social work organizations have developed sustainably, increased labor productivity, improved working conditions, enhanced the material and spiritual life of workers, and contributed positively to the overall socio-economic development of the province.
To continue to develop both the quantity and quality of social work organizations in state-owned enterprises, in the coming time, Party committees and youth unions at all levels will continue to synchronously implement solutions such as: strengthening propaganda and mobilization work to establish social work organizations in state-owned enterprises, especially in newly established state-owned enterprises; continuing to innovate the content and methods of operation, directing the activities of social work organizations towards solving practical problems of workers and enterprises to increasingly attract union members to participate; deploying and replicating effective operating models of social work organizations in enterprises.
