This 4th Vietnamese Language Festival is organized by the Vietnamese Embassy in the Russian Federation in collaboration with the Russia-Vietnam Cooperation Promotion Fund "Tradition and Friendship", the Vietnamese Association "Solidarity" in Ulyanovsk, and the "Reading with Children" Club.

This event marks a new milestone in the spread of the Vietnamese language and culture within the Vietnamese community in the Russian Federation, as well as promoting cultural and linguistic exchange between Vietnam and Russia. It is even more significant as it took place at High School No. 76 named after Ho Chi Minh in Ulyanovsk. The local authorities also showed great interest in this event. Evgeny Miller, Director of the Foreign Affairs Department of Ulyanovsk Province, along with representatives from the provincial and city governments and education authorities, attended and delivered congratulatory speeches.

In front of local dignitaries, organizers, and 50 Vietnamese and Russian students, the youngest being only 6-7 years old, along with parents interested in the Vietnamese language, Ms. Mai Nguyen Tuyet Hoa, head of the education department of the Vietnamese Embassy, ​​read a letter from the Vietnamese Ambassador to the Russian Federation, Dang Minh Khoi, welcoming the event. In the letter, Ambassador Dang Minh Khoi quoted beloved President Ho Chi Minh, emphasizing: "Language is an extremely ancient and precious asset of the nation. We must preserve it, cherish it, and make it more widely known."

To honor and promote the value of the Vietnamese language, and to create opportunities for the Vietnamese community abroad to preserve, conserve, and develop their mother tongue, the State Committee for Overseas Vietnamese has chosen September 8th each year as the Day of Honoring the Vietnamese Language in the Overseas Vietnamese Community, with many cultural and artistic activities, exchanges, and especially exciting experiences for young people from abroad and Vietnam.

Ambassador Dang Minh Khoi believes that the program will create positive emotions, spark interest in and encourage learning about Vietnamese language and culture among children born and raised far from their homeland, without the opportunity to practice their mother tongue. This will not only help them feel proud of their national heritage but also create a solid foundation for friendly and sustainable relations between Vietnam and the Russian Federation.

The Vietnamese language experience program, designed by Dr. Nguyen Thuy Anh, head of the "Reading with Children" club, is like a journey out to sea. Under the "helm" of Captain Thuy Anh, four young "crew members," including both Russian and Vietnamese children, competed to overcome the "waves" of spelling and recognizing Vietnamese letters through visual aids. They gradually felt the allure of the "ocean of the Vietnamese language," were encouraged and motivated with each challenge, and confidently took the helm to explore. The unique and distinctive aspects of the Vietnamese language and culture, from language and cuisine to clothing and customs, were introduced through games and received by all the children with laughter and bright eyes.

Nguyen Quoc Hung, Director of the "Tradition and Friendship" Foundation, speaking on behalf of the organizers, said that this was the first time the Vietnamese Language Festival had been held at a Russian high school. The aim was to focus on future generations, to sow the seeds of the language from a very young age, and to hope that even when growing up far from their homeland, the children would still feel their roots, be proud of their heritage, and always carry in their hearts the Vietnamese spirit, full of compassion and love for their country.

The Vietnamese community "Doan Ket" has long been officially recognized in Ulyanovsk. With a strong sense of integration and commitment to building their second homeland, the community has consistently received support and recognition from the local authorities. According to the Director of the Foreign Affairs Department, E. Miller, the "Doan Ket" community, led by Chairman Trinh Van Que, is officially registered as a legal entity in Ulyanovsk and enjoys considerable prestige with the provincial government due to its contributions and efforts in developing cooperation between Ulyanovsk and Vietnamese partners in various fields: economics, culture, and education. Mr. Miller also expressed strong confidence in the potential for cooperation between Ulyanovsk province and Nghe An province, the homelands of two outstanding proletarian leaders, VI Lenin and Ho Chi Minh, and affirmed his readiness to facilitate the establishment of cooperative relationships and the implementation of bilateral projects.  

The location for the Vietnamese Language Festival also holds significant symbolic meaning – High School No. 76 named after Ho Chi Minh, which houses his museum. For many years, along with the Ho Chi Minh monument on the avenue also named after him in Ulyanovsk, the museum has become a "Red Address" welcoming delegations from Vietnam. The school's student "junior guides" can provide very comprehensive and detailed introductions to the life and career of President Ho Chi Minh in both Russian and English, demonstrating the school's interest in and respect for the Vietnamese leader in general and Vietnamese culture in particular.

The principal of School 76, Ms. Lyudmila Grechko, said that the school was honored to be chosen to host the Vietnamese Language Day. From the Vietnamese side, the event was a promotion of culture and language, while from the Russian side, it was highly admirable and a valuable lesson in educating patriotism, including through respect for the beloved President Ho Chi Minh, as well as the concern of the Vietnamese Association and the Embassy for the younger generation. She also hoped to be able to teach Vietnamese as an official subject at the school.

The initial enthusiasm children have for the Vietnamese language and culture from the festival needs to be nurtured daily so that it can deeply permeate and spread, like waves crashing against the shore, in which the role of family and representative organizations is crucial.

Ho Chi Minh High School No. 76 in Ulyanovsk was chosen as the venue for the 4th Vietnamese Language Festival.

Immediately after the event, from Moscow, Ambassador Dang Minh Khoi called to congratulate the success and thank the local authorities for their support, acknowledging the efforts and contributions of the organizers and the community. The Ambassador affirmed that there will be more practical activities in the future to further strengthen the bonds among the community, reward their efforts in preserving traditions, integrating, and fostering a lasting friendship between Vietnam and the Russian Federation.
