The timetable of a first grade class has many voluntary subjects interspersed between compulsory subjects. Up to now, this timetable has been adjusted and changed after consulting with parents.
First of all, we can mention the problem that has occurred in many provinces and cities across the country, causing many parents to send their feedback to the press in the past year: inserting voluntary subjects into the main curriculum.
The pain is not personal
According to parents' feedback, many schools in many localities across the country have not widely, publicly, and transparently conducted surveys to collect parents' opinions on the need for their children to register for many voluntary - non-compulsory - subjects in the program.
Subjects such as life skills, STEM, English with native speakers, learning English through math - science, Ismart English... - are subjects that require additional fees, at least a few tens of thousands of VND per subject/month, some subjects cost up to a few hundred thousand VND/month...
Without the consent of 100% of the parents in the class, schools in many localities still schedule these voluntary subjects in the regular curriculum. Some parents have raised the question of where the students will go if they do not register their children for these voluntary subjects, and cannot arrange to pick them up during breaks...
A representative of the Ministry of Education and Training confirmed to Thanh Nien Newspaper reporters that the above method is completely against regulations.
Many localities review and adjust
After receiving feedback from parents, Thanh Nien Newspaper and many other press agencies spoke up and reported, localities across the country urgently reviewed and rectified the "insertion" of voluntary subjects into the main curriculum.
At the end of September 2023, the Hai Phong Department of Education and Training issued a document directing the strengthening of management of foreign language, information technology, life skills centers, and extracurricular educational activities.

Nam Dinh Department of Education and Training also sent a document to high schools and affiliated Departments of Education and Training to rectify extra teaching and learning in the 2023-2024 school year. Accordingly, the Department requires schools to strictly comply with regulations on time, duration, and general requirements for extra teaching and learning in schools. Absolutely do not give extra teaching and learning to students who have been organized by the school to teach 2 sessions/day; do not give extra teaching to primary school students.
Nghe An Department of Education and Training has directed the Departments of Education and Training and schools in the area to temporarily suspend cooperation with life skills centers; at the same time, review human resources, facilities, evaluate teaching programs and other organizational conditions before bringing them to schools.
The An Giang Department of Education and Training also soon sent a document to educational institutions, instructing them not to organize extra teaching or learning in any form at facilities that raise, keep and care for students. Schools and teachers absolutely must not use direct or indirect measures to suggest or force students to participate.
Notably, on September 29, 2023, the Ministry of Education and Training issued an official dispatch requesting localities to review and report to the Ministry of Education and Training on joint programs in schools.
Then, in early October 2023, the Department of Education and Training of Soc Son, Hanoi issued an official dispatch requesting schools to temporarily suspend all joint activities in schools in the area, including (teaching digital skills, English supplementary, art clubs, etc.) until all documents (report, teaching plan, teaching program, list of teachers, project to use public assets for joint venture) are available and approved by the Department of Education and Training.
Then, at the conference to deploy tasks at the beginning of the 2023-2024 school year organized by the Hanoi Department of Education and Training in October 2023, Mr. Dao Tan Ly, Head of the Department of Primary Education of this department, also spoke, requesting that schools absolutely not insert joint teaching hours into the main curriculum if not 100% of students voluntarily register to participate.
The school's regular classes must not be cut or reduced. The school must assign teachers to fulfill the teaching quota. When the program and teacher quota have been fully implemented, there is still free time to organize extracurricular activities.
The timetables of many primary schools have been changed after requests for correction from the Department of Education and Training and the Ministry of Education and Training. The elective subjects of each student will be different and will be placed in the last period.
Also in early October 2023, at the primary school meeting, the Ho Chi Minh City Department of Education and Training also required schools to strictly conduct the survey. If any class does not have 100% of parents agreeing, they will not be allowed to teach voluntary subjects in the official timetable. Many primary schools have re-taken the survey of parents and adjusted the timetable according to the voluntary subjects that students registered for.
Ministry of Education and Training directed
Most recently, in early December 2023, the Ministry of Education and Training issued a document requesting that the Departments of Education and Training nationwide strictly manage life skills education and extracurricular activities; if implemented, the principle of voluntariness must be ensured; no study time must be arranged between regular classes. The document was signed by Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training.
The Ministry of Education and Training stated: "In recent times, the organization and implementation of life skills education and extracurricular education activities carried out at the Departments of Education and Training have achieved positive results, mobilizing resources from organizations and individuals to participate in improving the quality of comprehensive education. However, the implementation process still has limitations and shortcomings."
The Ministry of Education and Training requires the Departments of Education and Training to strictly manage the conditions to ensure life skills education and extracurricular activities in terms of venue, quality of teachers, reporters, and trainers. At the same time, ensure that teaching is organized in accordance with the curriculum and documents approved by competent authorities.
The Ministry also requires localities when inspecting and examining to pay attention to the suitability and meeting the urgent needs of local learners in educational content; not violating regulations on extra teaching and learning; learners participating voluntarily, not being forced; arranging study time not between lessons in the main curriculum...
