According to the discussion, delegate Nguyen Van Huy - Doan Thai Binh said that he highly agreed with the Government's report and the Inspection Report of the National Assembly Committees on the additional assessment of the results of the implementation of the socio-economic development plan in 2023, the implementation situation in the first months of 2024, delegate Nguyen Van Huy emphasized that in the difficult situation of 2023, the GDP growth rate was 5.05% while the target was 6.5% and the growth rate in the first quarter of 2024 was estimated at 5.66% over the same period, although the highest in the years from 2020 to the present, it was still not enough to create breakthroughs for sustainable development.
According to delegate Nguyen Van Huy, one of the remarkable highlights is that the agricultural sector continues to affirm its role as a pillar of the economy, ensuring social security and national food security. Agriculture, farmers and rural areas are transforming in the process of building new rural areas and making positive contributions to the growth rate.
In the process of implementing new rural construction, along with economic growth and development, step by step construction of infrastructure, cultural life in rural areas has had many positive changes; traditional culture continues to be exploited in the direction of promoting good values associated with the cultural needs of the people.
However, according to delegate Nguyen Van Huy, looking at the overall picture of rural culture today, there are still "dark patches", leaving many concerns.
“Somewhere there are still signs of cultural “deviation”. The situation of underestimating culture, placing culture below the economy. As a result, while achieving many economic growth targets, life is superior to before, but in some places, in some cases, morality, social culture show signs of degradation, individualism has the opportunity to develop. The extreme pragmatic lifestyle is like an epidemic that risks spreading in society, especially among the young generation”, delegate Nguyen Van Huy clearly stated.
Mr. Huy also pointed out the changes in rural culture in terms of the changing appearance of space, village landscape, many heritage spaces, historical and cultural relics, and community living spaces have been narrowed; toxic ideologies have been and are affecting and influencing the lifestyle of people in rural areas... Delegate Nguyen Van Huy said that these images make the picture of the countryside less bright.
To contribute to further promoting the process of building new rural areas in general, perfecting cultural criteria in building new rural areas in particular; concretizing the viewpoint: Building rural areas with "healthy, rich cultural life, imbued with national identity", delegate Nguyen Van Huy proposed that the National Assembly assign competent agencies to focus on researching, consulting, proposing amendments, supplements, and developing draft laws directly related to culture as well as other related specialized draft laws.
Regarding cultural development, delegate Nguyen Van Huy said that difficulties in investment resources have greatly affected the cause of cultural development; many cultural and historical heritages and relics have been lost, degraded, and seriously damaged.
The delegate recommended: "The Government should pay attention to directing and guiding the review to provide more specific regulations; standardize more clearly the new rural areas, especially the criteria related to culture in the direction of harmonizing the requirements of real life with preserving the beauty of traditional culture."
Also concerned about this issue, delegate Doan Thi Le An - Cao Bang Delegation proposed investing more in developing the power grid in rural areas, islands, mountainous areas, border areas, and especially difficult areas...
To achieve the set goals, delegate Doan Thi Le suggested that the Government and ministries, branches and localities need to speed up the disbursement of public investment capital to implement national target programs and key national projects and works.
At the same time, review and have effective solutions to implement infrastructure projects under the public-private partnership model; thoroughly resolve difficulties and obstacles in key national projects.
In particular, based on the practical work at the grassroots level and accepting the recommendations of voters in the constituency, delegate Doan Thi Le An suggested that attention should be paid to the issue of investing resources for the power grid development program in rural and island areas, especially in mountainous, border, remote, and extremely disadvantaged areas.
“I earnestly request the Government, ministries and branches to continue to pay attention, mobilize maximum resources, arrange and balance capital sources from public investment and national target programs to continue investing in providing electricity to people in ethnic minority and mountainous areas,” said delegate Doan Thi Le An.
