On the morning of September 13, the Standing Committee of the Provincial People's Council coordinated with the Center for Training Elected Representatives and the Delegation Work Committee under the National Assembly Standing Committee to organize a conference to train operational skills for delegates of the People's Councils at all levels of Vinh Phuc province in 2023.
Attending and directing the conference were comrades: Hoang Thi Thuy Lan, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Trung Hai, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council; Pham Quang Nguyen, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council.

Speaking at the opening of the conference, Provincial Party Secretary Hoang Thi Thuy Lan emphasized that organizing a vote of confidence and a vote of no confidence is one of the forms of supervisory activities of the National Assembly and People's Councils stipulated in the Law on Organization of the National Assembly, the Law on Organization of Local Government, and the Law on Supervisory Activities of the National Assembly and People's Councils.
People's Councils at all levels last held a vote of confidence in 2018. According to the law, People's Councils at provincial and district levels will hold a vote of confidence at the end of 2023.
In order for the organization of the vote of confidence for the People's Councils at all levels in the province to be effectively implemented in accordance with regulations, in today's program to foster operational skills for delegates, in addition to communicating and discussing the above two topics, the Standing Committee of the Provincial People's Council will disseminate and thoroughly understand Resolution No. 46 and implement instructions for Resolution No. 96 on taking a vote of confidence and voting for people holding positions elected or approved by the National Assembly and People's Councils.

Also in the program, the Standing Committee of the Provincial People's Council will spend time for delegates to exchange and discuss the difficulties and problems they are facing from the current activities of People's Councils at all levels in the province.
In order for the conference to achieve its goals, Provincial Party Secretary Hoang Thi Thuy Lan requested that the reporters, with the highest sense of responsibility, convey the most basic and practical knowledge directly related to the activities of the People's Council and People's Council delegates at all levels.
He requested that delegates attend the conference in full; focus on following, absorbing, actively exchanging and discussing with a truly open-minded spirit; grasp the issues firmly in order to be able to apply the knowledge and understanding that has been exchanged and learned at this conference into practical activities, contributing to gradually improving the quality, effectiveness and efficiency of the activities of People's Councils at all levels.
During the 2 days, delegates listened to Central lecturers who are leaders and former leaders of agencies of the National Assembly and the Ho Chi Minh National Academy of Politics present and discuss the following topics: Skills in reviewing and deciding on state budget estimates; state budget revenue and expenditure estimates and budget allocation at the local level; People's Councils and labor and employment issues.
At the same time, listen to the representative of the Standing Committee of the Provincial People's Council deploy the instructions on Resolution No. 96 dated June 23, 2023 on taking a vote of confidence and voting for people holding positions elected or approved by the National Assembly and People's Council.
