In her opening speech, Party Secretary, Editor-in-Chief of the People's Representative Newspaper, Head of the Program Organizing Committee Pham Thi Thanh Huyen stated that, following the initiative of President Ho Chi Minh, on March 27, 1948, the 1st Party Central Committee issued a Directive launching a patriotic emulation movement to mobilize and call on all forces for resistance and nation building. From that decision, on June 11, 1948, President Ho Chi Minh solemnly issued a Call for Patriotic Emulation and he officially launched a patriotic emulation movement throughout our Nation.

The Editor-in-Chief of the People's Representative Newspaper emphasized that in 37 years of renovation, the spirit of "Emulation is patriotism, patriotism requires emulation. And those who emulate are the most patriotic" has become more and more brilliant. The emulation movement has become a driving force attracting the entire nation to overcome all challenges, for a rich people, strong country, democracy, fairness, and civilization.

General Secretary Nguyen Phu Trong affirmed that, with all modesty, we can still say that our country has never had such a foundation, potential, position and international prestige as it does today. On that solid foundation, the Vietnamese people are constantly striving towards the aspiration of a prosperous country and happy people.
