The Ministry of Construction said that, implementing the direction on restructuring and streamlining the apparatus, over the past 2 weeks, the Ministry has urgently worked with the Ministry of Transport (MOT) to basically develop a project to merge the 2 ministries, and submit it to the Government's Steering Committee.
Accordingly, the name of the Ministry after the reorganization is expected to be "Ministry of Construction and Transport". The number of focal points in the structure of the two ministries before the merger is 42 units; of which, the Ministry of Construction has 19 units, the Ministry of Transport has 23 units. It is expected that after the reorganization, merger, and consolidation, there will be 25 - 27 units, a reduction of 35 - 40% of the total number of focal points. Of which, the general staff block includes 6 units; the specialized block has about 14 - 16 units; the public service block has 5 units.

Regarding the structure of the Public Service Unit Block according to the Prime Minister's Decision as follows:
The number of public service units of the two ministries before the merger was 32 units (Ministry of Construction 11 units; Ministry of Transport 19 units). It is expected that after the arrangement, merger, and consolidation, the number will decrease to only 23 units (a decrease of 9 units, equivalent to 28%).
Regarding the group of corporations, state-owned enterprises, and enterprises with state capital contributed by ministries as owners, of which, the number of enterprises represented by the two ministries as owners before the merger was 14 enterprises (6 enterprises by the Ministry of Construction; 8 enterprises by the Ministry of Transport). It is expected that after the arrangement and merger, the Ministry of Construction and Transport will be the owners of 19 enterprises.
After 7 years of implementing Resolution 18, the organizational structure of the Ministry of Construction now has only 15 administrative units; the number of departments in administrative units has been reduced from 54 to 46 (equivalent to 28%); 74/532 focal points have been reduced, equivalent to 14% in public service units.
The Ministry of Construction has also transferred 5 enterprises to the State Capital Investment Corporation (SCIC), divesting all state capital in 5 enterprises.
Up to now, the Ministry of Construction only represents the owner in 6 enterprises, a decrease of 10 enterprises, equivalent to 62.5% of the total number of state-owned enterprises previously.
After 7 years of implementing Resolution 18, the number of staff assigned to the Ministry of Construction has decreased by 7.5%, to only 357 staff; a decrease of 565 people, equivalent to 14% of the total number of people working and receiving salaries from career revenue at public career units of the Ministry of Construction.
By 2024, the Ministry will have about 3,500 people working and receiving salaries from the state budget and 380 people working and receiving salaries from career revenue sources.
