According to the conclusion of the inspection team of the Ministry of Construction, there are 9 projects in Phu Tho province that have violations.
In particular, the approved land area of the new urban area project in the Southwest of Viet Tri City is not consistent with the actual land area. Specifically, the approved land area of this project is more than 2 hectares different from the actual land area. The name of the project investor approved by the People's Committee of Phu Tho province in Decision 523 in 2013 is Toan Cau Petroleum Investment Joint Stock Company, but later in Decisions No. 117 and 3151 of the People's Committee of Phu Tho province, the name of the project investor is Toan Cau Real Estate Investment Joint Stock Company.
The new urban area of the Southwest of Viet Tri City has a scale of 58.5 hectares, with the commercial name of Palm Manor. The project was launched at the end of July 2024 and is being sold by a number of brokerage units in the third phase, but in the report sent to the inspection team of the Ministry of Construction, the investor affirmed that it has not yet conducted real estate business transactions, including real estate formed in the future.
In addition, in many projects, the approval and decision on investment policy have changed many times, the planning has been adjusted too much, leading to prolonged implementation progress, reducing the efficiency of land exploitation and socio -economic development. For example, the Vuon Vua tourist, eco-villa and resort area (Dong Trung commune, Thanh Thuy district, scale 82.89ha) invested by Thang Long Phu Tho Investment Joint Stock Company was adjusted for the 6th time on January 31, 2020, leading to the project progress being extended by about 11 years (from 2013 to 2021).
The project also conducted real estate business without fully ensuring the conditions under Article 55 of the Law on Real Estate Business 2014.

Similarly, the La Phu floating beach high-end eco-tourism project of Ao Vua Joint Stock Company has a construction scale of 65.3 hectares, of which 51.2 hectares are managed by Phu Tho province and 14.1 hectares are managed by Hanoi city. The Ministry of Construction concluded that the project was proposed in 2007, granted an investment certificate in 2008, but construction only started in 2011. The project was adjusted many times and went through many legal regulations, leading to delays in completion progress, reducing the effectiveness of socio-economic development in the province.
In addition, the Ministry of Construction also discovered many violations in other projects in Phu Tho province such as: the housing and urban area project south of Lac Ngan field (Tan Dan ward, Viet Tri city) did not carry out procedures for approving investment policies according to the Housing Law, transferring land use rights to people to build their own houses is not in accordance with investment policies.
The Viet Czech New Urban Area Project, invested by Viet Czech Real Estate Investment and Trading Company Limited, has not reported on the business of villas and individual houses; has not provided documents proving that there is a guarantee for future housing for the future housing units for sale; has not provided documents on the completion of land financial obligations.
To handle violations in projects, the Ministry of Construction requested the People's Committee of Phu Tho province to inspect and review projects for compliance with laws on land, planning, and investment. At the same time, inspect the preparation and approval of planning, land use plans, construction planning, and approval of investment policies for a number of projects.
