Ministry of Construction requests Hanoi to strictly handle violations in construction order and planning.

(CLO) The Ministry of Construction has just sent an urgent document to the People's Committees of provinces and centrally-run cities on strengthening the management of construction order and fire safety for houses and buildings.

Through the inspection of the scene of the fire that occurred at 258 Pham Van Dong, Co Nhue 2 Ward, Bac Tu Liem District, Hanoi, the Ministry of Construction requested the People's Committees of localities to continue to strictly implement the direction of the Government and the Prime Minister on fire prevention and fighting, especially Directive No. 19, dated June 24 of the Prime Minister on strengthening fire prevention and fighting in multi-storey houses, many apartments, and individual houses combined with production and business.

At the same time, strictly implement Document 4157 of the Ministry of Construction on strengthening the implementation of legal regulations on construction for individual houses, multi-storey and multi-apartment buildings. Strengthen propaganda, guidance and dissemination of laws on construction order, construction safety and fire prevention and fighting at constructions, facilities and crowded places.

The Ministry of Construction recommends that localities strictly control compliance with legal regulations on construction planning, construction licensing, construction quality, and construction order.

Pay special attention to managing the conversion of the function of a construction or part of a construction in accordance with the provisions of the law on construction and other relevant laws.

Control compliance with regulations in National Technical Regulations and Circular 09 of the Ministry of Construction on National Technical Regulations on fire safety for houses and constructions; regulations of law on fire prevention and fighting for individual houses combined with production and business, research and guide people to apply national standards for individual houses.

The Ministry of Construction also requested to direct competent authorities to strengthen inspection and examination work, promptly detect and strictly handle organizations and individuals that violate construction planning, construction order, fire prevention and fighting according to the provisions of law.
