This Circular stipulates the framework program for training and fostering knowledge of real estate brokerage practice and real estate trading floor management as prescribed in Clause 3, Article 69 of the Law on Real Estate Business No. 29/2023/QH15 dated November 28, 2023 (Law on Real Estate Business); applicable to training and fostering facilities for real estate brokerage practice and real estate trading floor management as prescribed in the Law on Real Estate Business.

The framework program for training and fostering knowledge about real estate brokerage includes: Basic knowledge; specialized knowledge; practice and final exam.
Basic knowledge
Basic knowledge of real estate brokerage has a total duration of 32 lessons, including the following topics:
Topic 1: Legal regulations on real estate business.
Topic 2: Legal regulations on housing related to real estate business.
Topic 3: Land law regulations related to real estate business.
Topic 4: Legal regulations on investment related to real estate business.
Topic 5: Civil law regulations related to real estate business.
Topic 6: Legal regulations on notarization related to real estate business.
Topic 7: Legal regulations on enterprises related to real estate business.
Topic 8: Legal regulations on taxes, fees and charges related to real estate business.
Topic 9: Legal regulations on anti-money laundering related to real estate business.
Topic 10: Legal regulations on handling administrative violations related to real estate business.
Topic 11: General overview of the real estate market.
Topic 12: Principles of real estate pricing and real estate pricing consulting.
Professional knowledge
Real estate brokerage professional knowledge has a total duration of 24 lessons, including the following topics and contents:
Topic 1: Overview of real estate brokerage services, including some main contents such as: Introduction to real estate brokerage services; the role of real estate brokers in the real estate market; principles of real estate brokerage activities; conditions for real estate brokerage business and professional requirements of real estate brokers...
Topic 2: Real estate brokerage process and skills, including some main contents such as: Collecting information on real estate supply and demand; identifying subjects and parties involved in real estate brokerage transactions; preparing brokerage transaction documents; real estate mortgage documents; time limit and steps to carry out brokerage transactions; real estate marketing...
Practice and final examThe practice content has a total duration of 16 periods, including the following topics: Researching the actual real estate brokerage activities at a real estate brokerage organization and writing a harvest report.
The final exam has a total duration of 02 periods, including basic knowledge and specialized knowledge.
Test duration: 120 minutes. Test format: Essay, multiple choice or combination.
