The Ministry of Culture, Sports and Tourism (MOCST) recently received a petition from voters of An Giang province sent by the People's Petition Committee.

Voters suggested researching, developing and promulgating regulations on the content of Vietnamese television and film shows that must be historical and educate about national traditions in order to propagate and spread the good values ​​of our country to the majority of people in the country and international friends.

Responding to voters, Minister Nguyen Van Hung said that every year the Ministry proactively orients writing, organizes script contests, writing camps, invests in depth, focuses on young talented screenwriters, writers, directors, and artists, and launches nationwide.

There have been many good quality feature films, documentaries, scientific films, and animations, meeting the spiritual needs of the people during the celebrations of major national and ethnic holidays. Many films commissioned by the State with artistic quality and ideological content have been disseminated to audiences nationwide through film weeks and film campaigns carrying out political tasks and celebrating major national holidays.

These are the feature films: The Legend of Quan Tien, Red Dawn, Soldiers, Peach, Pho and Piano, Road Through the Forest, Those Who Write Legends ... (theme of fighting America to save the country, praising revolutionary heroism); Thau Chin in Siam, Childhood Moon (about leader Ho Chi Minh); the films Thach Thao, Co Be Toc Xanh, Phuong Chay (theme of youth, family); The Children of the Village, The Storm (theme of building a new life, eliminating hatred); Hong Ha Nu Si (about poet, female poet Doan Thi Diem)...

Documentaries show many issues of life, protecting the sea and islands, reflecting the history of fighting, building and defending the Fatherland. Animations are also oriented to contribute to educating the historical traditions of the nation.

The artistic quality and technology of Vietnam's animation production have made great strides, with many good films on historical topics and the protection of national cultural traditions.

The Cinema Law and sub-law documents all have provisions to mobilize and facilitate organizations, businesses, and units to participate in film production using socialized funding sources. Content, themes, and topics are decided by investors and production units.

The Ministry of Culture, Sports and Tourism is responsible for classifying films to issue licenses according to regulations. Most Vietnamese films are granted film classification licenses.

The production process shows that feature films are diverse in subject matter, meeting the needs of the audience. The rich subject groups, with elements of adventure, investigation, fantasy, suspense, fantasy, comedy, and reflections of social life are conveyed in many attractive forms, modern technology, attracting a large audience with issues of public interest.

Minister Nguyen Van Hung assessed that it is a positive contribution to social life, an effective impact of Vietnamese cinema, and a common contribution to the cause of building a film industry rich in national identity, modernity and humanity.

Voters in Dong Nai province also proposed to review the movement to build cultural families. Currently, a lot of money is still spent on this movement.

Meanwhile, floods, school facilities, especially in remote areas, are deteriorating, people's lives are extremely difficult due to the impact of the Covid-19 pandemic, some localities spend a lot of money to build welcome gates, monuments, and large reliefs.

Building monuments without planning

Responding to voters' petitions, Minister of Culture, Sports and Tourism Nguyen Van Hung said that the emulation and building of cultural families across the country aims to motivate, attract and encourage all individuals, groups and households to promote the tradition of patriotism, solidarity, innovation, dynamism and creativity to strive to fulfill their tasks well and achieve the best results in building and defending the Fatherland.

The budget for emulation activities has been specifically regulated in legal documents on emulation and rewards and is balanced and guaranteed by the People's Committees of provinces and centrally-run cities according to the actual situation in the locality.

According to the Minister, the construction of fine art works (monuments, large-scale paintings) to mark historical events, political and cultural events, actively contributing to traditional cultural education and serving the spiritual life of the people is well-founded. This is also the need to beautify urban architectural spaces with fine art works in the process of urbanization, which is an inherent need of a developing society.

On October 2, 2013, the Government issued Decree No. 113 on fine arts activities, which clearly stipulates the fine arts management agency; fine arts funding in cultural, sports and tourism projects... is the responsibility of local authorities.

The Minister of Culture, Sports and Tourism said that after the Decree was issued, very few provinces/cities implemented planning for monuments and large-scale paintings at the provincial level, leading to the construction of monuments without planning, placed in the wrong location, and not suitable for the environmental landscape....

Based on legal regulations, practical situations, reports from localities on the results of 10 years of implementing Decree No. 113 and synthesizing and reviewing the contents of detailed instructions on outdoor art works, the Ministry of Culture, Sports and Tourism has completed the proposal dossier to amend Decree No. 113.

The Ministry is currently seeking public comments and is expected to submit it to the Government in the third quarter of 2024.
