Major events were organized in a concentrated, focused, key direction, of national and inter-regional scope, with highlights and influence, cultural and artistic activities, festivals, sports and tourism to celebrate spring and Tet took place vibrantly, were actively received by people and tourists, both meeting the people's need to enjoy art and contributing to socio-economic development.
Many tourism events are organized on a national scale, initially promoting the use of cultural fields such as: Cinema - Exhibition - Performing Arts to build tourism brands. Many localities have begun to organize promotions, introduce, and build tourism product brands towards unique products, professional services, highly competitive in quality and price to attract tourists.
Participating in the 32nd SEA Games, the Vietnamese Sports Delegation performed excellently, exceeding the set target, winning the first place overall for the first time at a SEA Games held in a foreign country, affirming the image and position of Vietnam in the region and internationally. Speaking at the conference, Chairman of the Provincial People's Committee Pham Quang Ngoc presented the content "Preserving and promoting the value of cultural - historical and natural heritage associated with socio-economic development in Ninh Binh province".

However, this is a difficult task, requiring determination and unified awareness of issues that often have different viewpoints, hindering the direction and implementation of the work, especially the development of cultural products to meet the needs of high-level cultural enjoyment with the needs of popular entertainment; between the restoration and preservation of heritage and the historical transformation to serve the development of the cultural industry; between maintaining and preserving the original state of heritage and resource-making and asset-making of heritage for development, especially in the service and tourism sectors.
In particular, breakthroughs in mechanisms to promote brand economic development, protect intangible asset values, perfect appropriate credit mechanisms, and remove bottlenecks for investors who need to borrow capital to invest in developing cultural industries; it is necessary to study and expand the scope of investment portfolios in the form of public-private partnerships in the cultural industry sector (PPP).
Regarding the development of Heritage Urban, it is a component part of the heritage system, and at a higher level, it becomes a national and human asset, contributing to promoting and enhancing the value of national brands and local brands. The ancient capital of Hoa Lu is a thousand-year-old heritage urban area, which the laws of other countries call a millennium heritage urban area or a historical city.
Along with Hue, Hoa Lu is one of two ancient capital heritage cities in Vietnam that need specific mechanisms and regulations to meet the requirements of restoration, preservation and promotion. Along with that, it is necessary to create and promote specific mechanisms for restoration, preservation and promotion of heritage cities, so that heritage cities can retain their own identity without being swept away by compact urbanization and "concretization" that causes conflicts with heritage values.
To ensure the restoration and preservation of millennium heritage cities, it is necessary to promote decentralization, delegation of authority, and allocation of resources in conjunction with increased inspection and supervision, especially in areas such as archaeology, restoration, and construction of cultural institutions. At the same time, these new cultural institutions will become new cultural architectural works and symbols such as museums, theaters, restoration of works of the imperial city, and development of cultural industrial infrastructure that cannot be subject to economic and technical standards like normal works.
In particular, it is necessary to stipulate specific criteria for Heritage Cities, as a basis for localities with Heritage Cities holding UNESCO titles to plan and rearrange administrative units, and properly resolve the relationship between modernization and conservation of urban heritage in the urbanization process.
Special attention should be paid to intra-regional and inter-regional linkages in the management and exploitation, promotion of cultural heritages with tourism development, and the organization of cultural spaces. This is a content that needs to be especially emphasized in regional development planning in general, especially in the Red River Delta region, which is dense with heritages, including heritage roads associated with the Ancient Capital and the Capital. From planning to determine each heritage road that needs to be connected by appropriate means of transport, strengthening the construction of shared data for cultural tourism development, organizing investment in developing service infrastructure, and unique and distinctive tourism products.
