The Ministry of Culture, Sports and Tourism works with the People's Committee of Lam Dong province on the project of the Da Lat National Sports Training Center.

(LĐ online) - On the morning of April 22, the Inspection Delegation of the Ministry of Culture, Sports and Tourism had a working session with the People's Committee of Lam Dong province to discuss the progress and some problems and shortcomings in the implementation of the National Sports Training Center Project in Da Lat.

PROJECT IMPLEMENTATION STATUS

The National Sports Training Center project in Da Lat is planned in Ward 7, Da Lat City, with a total land area of ​​10.29 hectares, divided into three main areas: B1, B2 and B3. The detailed 1/500 planning of the land was approved by Lam Dong Provincial People's Committee on April 16, 2015.

Delegation of officials from the Ministry of Culture, Sports and Tourism attended the working session.

Of which, Area B1 has an area of ​​3.07 hectares, designed to build housing for coaches, experts and athletes, along with support facilities. Area B2 (3.77 hectares) and Area B3 (3.45 hectares) are in the medium-term implementation phase (2021 - 2025), with a total investment of VND 286 billion. To date, the project has disbursed VND 129,148 billion.

The main construction of Area B2 - 2,000-seat multi-purpose training facility has started since October 25, 2023 and is entering the completion stage, reaching 60% of the contract volume. However, the technical infrastructure items have not been able to be constructed due to site clearance problems. Area B2 is expected to be completed and handed over in October 2025.

SOME PROBLEMS IN PROJECT IMPLEMENTATION

One of the major obstacles of the project is related to the land area in Zone B2, which was previously approved by the Provincial People's Committee to plant pine trees according to forest standards in 2014. On January 9, 2025, Lam Dong Province issued Decision No. 38/QD-UBND on converting the purpose of forest use to serve the project. Currently, the Project Management Board is submitting a plan to exploit common forest plants to the Department of Agriculture and Environment of Lam Dong Province for approval.

Representatives of the Lam Dong Province Civil and Industrial Construction Investment Project Management Board reported on a number of issues and proposed solutions.

At the meeting, the Ministry of Culture, Sports and Tourism requested the provincial agencies and departments to promptly consider this plan, creating conditions for the site to be handed over to the contractor, ensuring construction progress. The Ministry also proposed to keep the planning of area B1 intact to carry out investment in the medium term 2026 - 2030. For some items, the Ministry aims to complete the project to organize the inauguration ceremony on September 2, 2025.

LAM DONG COMMITS TO CREATING FAVORABLE CONDITIONS FOR PROJECT IMPLEMENTATION

After listening to the opinions of the Ministry of Culture, Sports and Tourism and explanations and recommendations from the leaders of local departments and branches; the leaders of Lam Dong Provincial People's Committee expressed their support for the project and committed to creating favorable conditions for the project to be implemented on schedule. At the meeting, Vice Chairman of the Provincial People's Committee, Mr. Dinh Van Tuan directed relevant departments and branches to coordinate with the Ministry, guide and remove existing problems in the project and requested the investor to quickly complete the dossier to send to the province and departments and branches so that they can guide the settlement of related procedures, especially the handover of land as soon as possible.

Working scene.

The Vice Chairman of the Provincial People's Committee affirmed: "This is a project of the Ministry, but the main beneficiaries are the locality. Therefore, we are always ready to cooperate and create all conditions for the project to be implemented effectively, on schedule and in accordance with the approved planning."

The Deputy Director of the Investment and Construction Project Management Board of the Ministry of Culture, Sports and Tourism reported on a number of existing problems in the project and made a number of recommendations and proposals.
Representatives of the Department of Construction gave opinions on planning, density, height, and total investment of the project.

Regarding Area B1, the representative of the Ministry of Culture, Sports and Tourism emphasized the desire to maintain the original planning, as the investment budget has now been approved, to ensure the consistency of the project. Meanwhile, Area B3 - where a covered swimming pool and golf practice area are planned to be built - is being submitted by the Investment and Construction Project Management Board to the Lam Dong Provincial Department of Construction for design document appraisal.

The Director of Lam Dong Department of Culture, Sports and Tourism commented on the project and proposed investing in some institutions in this area so that this project area not only meets the needs of the Ministry, but also of the locality.

With a spirit of frankness, openness and determination, Lam Dong province and the Ministry of Culture, Sports and Tourism have agreed to continue to closely coordinate to resolve the problems. At the same time, the Ministry also informed that it will propose that the Government consider funding for the medium-term period of 2026 - 2030 to complete the entire project and will also receive some opinions from local departments and branches to invest in some additional suitable items in the upcoming implementation phase.

The working session ended with clear commitments from the leaders of Lam Dong province and the Ministry of Culture, Sports and Tourism, promising favorable conditions for the completion of the National Sports Training Center project in Da Lat on schedule, in accordance with requirements, contributing to improving the quality of sports training and developing professional sports not only in the country and region but also in local development.
