On October 16, Minister of Information and Communications Nguyen Manh Hung, Vice Chairman of the National Committee on Digital Transformation and the working delegation of the Ministry of Information and Communications had a working session with the Standing Committee of Dien Bien Provincial Party Committee on information and communication work and digital transformation. Receiving and working with the delegation were Secretary of the Provincial Party Committee Tran Quoc Cuong; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Thanh Do; members of the Standing Committee of the Provincial Party Committee; representatives of leaders of a number of departments and branches.

Digital transformation becomes a resource for Dien Bien's development
Accordingly, at the meeting, the leaders of Dien Bien province informed about the socio-economic development situation in the first 9 months of 2024 and the results of state management of the information and communication sector of the province. At the same time, members of the working delegation of the Ministry of Information and Communications also exchanged some suggestions for the province in implementing digital transformation, developing the digital economy and digital society.

In the first 9 months of the year, Dien Bien's socio-economic development tasks achieved positive results. The total product in the province's GRDP is estimated to increase by 10.55% over the same period last year; the economic structure continues to shift in a positive direction. The total local budget revenue reached 74.56% of the yearly plan, of which the state budget revenue reached 53.65% of the yearly plan.
In the field of information and communication, the total revenue from postal activities in the first 9 months of 2024 is estimated at 105 billion VND, an increase of 1.78% over the same period in 2023. Telecommunications infrastructure is increasingly complete and synchronized, gradually fulfilling the role of digital infrastructure, important economic and technical infrastructure of the digital government to promote digital transformation, develop the digital economy and digital society.
The popularity of smartphones, the Internet and data usage is increasing. The total number of mobile subscribers is estimated at 567,666 (86.8 subscribers/100 people); the rate of Internet users is 72%; fixed broadband Internet subscribers are estimated at more than 73,000 subscribers; over 52% of households have Internet connection. Total revenue from telecommunications services in the first 9 months of 2024 is estimated at VND 465 billion, an increase of 0.13% over the same period in 2023.
Currently, the province has 5 enterprises providing telecommunications and internet services with a total of 920 mobile information transmission and reception stations (BTS), of which 811 locations have 3G coverage and 825 locations have 4G coverage. Mobile information waves (3G, 4G) have covered 100% of commune, ward and town centers and 95% of residential areas. The province has 510 fiber optic cable lines with a total length of 3,350 km, mainly concentrated in the infrastructure of Viettel Dien Bien and Dien Bien Telecommunications. Fiber optic transmission infrastructure has been extended to 100% of commune, ward and town centers and 88.7% of villages/hamlets.

Also at the meeting, delegates discussed and exchanged on the content of supporting the deployment of virtual assistants for provincial officials and civil servants; considering Dien Bien province's piloting of the Electronic Health Book; deploying the Electronic Party Member Handbook in the near future; supporting and transferring the Panorama of Dien Bien Phu Victory using 3D Mapping projection technology.
At the same time, delegates also discussed the operation of the fake news processing center; organized training and guidance on the process and methods of electronic publishing; deployed a modern commune-level loudspeaker and broadcasting system; developed telecommunications infrastructure; resolutely handled the situation of junk SIM cards; deployed public services for ethnic minorities...
At the meeting, Minister Nguyen Manh Hung discussed, shared and clarified more about digital transformation, emphasizing that digital transformation is a comprehensive and all-people revolution.
Minister Nguyen Manh Hung suggested that Dien Bien should have a new Resolution on digital transformation in the coming term, in which digital transformation should be included as a work content of Party committees at all levels, and the results of digital transformation should be included in the evaluation of Party committees and leaders. Dien Bien needs to increase the proportion of Party committees at all levels with expertise in digital transformation and leaders at all levels must directly do and direct digital transformation.

Accordingly, the Ministry of Information and Communications and the Dien Bien Provincial Party Committee agreed to cooperate and support to improve the effectiveness of leadership, direction, and organization of the implementation of assigned tasks within the functions and tasks of the Provincial Party Committee and the Party Committee of the Ministry of Information and Communications; enhance exchanges and effective coordination of work between state management agencies of information and communications at the central and local levels.
The two sides committed to working with leaders of Party committees, Party organizations, agencies and affiliated units to coordinate and support each other in implementing joint cooperation activities: Consulting, contributing ideas, sharing information; coordinating direction in implementing state management in Dien Bien province; organizing conferences, seminars, training and coaching for state management officials, professional staff on information and communication; implementing programs, projects and projects on information and communication in the locality.
