At the Ceremony to announce and present decisions on personnel work, representatives of the Department of Personnel Organization announced the following decisions:
Minister Nguyen Manh Hung presented the decision on retirement with social insurance benefits to Mr. Luu Vu Hai.
Decision No. 935/QD-BTTTT dated June 7, 2024 of the Minister of Information and Communications on retirement to enjoy social insurance benefits for Mr. Luu Vu Hai, Director of the National Institute of Digital Technology and Digital Transformation (CNS&CĐS).
Minister Nguyen Manh Hung handed over the Decision to assign tasks to Mr. Ha Hai Nam, Deputy Director of the National Institute of Information Technology and Communications, to be in charge of and operate the Institute until further decision.
Decision No. 1465/QD-BTTTT dated August 30, 2024 of the Ministry of Information and Communications on assigning tasks to Mr. Ha Hai Nam, Deputy Director of the National Institute of Information Technology and Digital Transformation, to be in charge of and operate the Institute until further decision.
At the Conference, Mr. Luu Vu Hai expressed his emotions and sincerely thanked the Party Executive Committee and the Ministry's leaders for their attention, facilitation, and support throughout the working process to successfully complete all assigned tasks; thanked the efforts of colleagues from various units who have always supported and accompanied him on his working journey.

"My job has given me the opportunity to work continuously for 39 years in the field of Information and Communications, of which the longest was 22 years with VTC Corporation, nearly 5 years with the Department of Radio, Television and Electronic Information, and now retired at the National Institute of Information Technology and Communications."

According to Mr. Luu Vu Hai, 39 years is not a short journey, long enough for the results achieved, the difficulties overcome and the failures experienced to all be valuable memories that he will carry with him.
Regarding the National Institute of Information Technology and Communications, Mr. Luu Vu Hai asked the Institute to continue its efforts and hoped that the Ministry's leaders would support the Institute to stabilize and continue to develop.
Conference Overview
Taking on the task of running the Institute, Mr. Ha Hai Nam, Deputy Director of the National Institute of Information Technology and Communications, expressed his gratitude to the Party Committee and the Ministry's leaders for entrusting him with the task of taking charge of and running the Institute.
Mr. Ha Hai Nam affirmed that he will continue to strive to fulfill assigned tasks, lead the unit, and inherit the results of the Institute in recent times.
At the ceremony, the Deputy Ministers of the Ministry of Information and Communications congratulated Mr. Luu Vu Hai on his excellent performance in his duties and receiving the decision to retire with social insurance benefits, and acknowledged his contributions throughout his career.
Expressing confidence in the capacity of the Deputy Director of the Institute of Information Technology and Communications, the Deputy Ministers emphasized: Being assigned to be in charge of and running the Institute is an honor but also a great and heavy responsibility. Accordingly, the Institute needs to research and apply digital technology in digital transformation so that Vietnam can become a powerhouse in digital technology application.
Speaking at the Conference, on behalf of the Party Executive Committee and the leaders of the Ministry of Information and Communications, Minister Nguyen Manh Hung expressed gratitude and highly appreciated Mr. Luu Vu Hai's contributions to the development of the Information and Communications sector. Mr. Luu Vu Hai has devoted almost his entire working life to the sector and the Ministry. He is always "present" when the unit encounters difficulties, solving problems and developing the unit, creating many remarkable achievements.
The Party Committee and the leaders of the Ministry of Information and Communications appreciate Mr. Luu Vu Hai's achievements and hope that he will continue to "work" as he enters a new chapter in his life.
At the ceremony, Minister Nguyen Manh Hung assigned Mr. Ha Hai Nam to be in charge of and operate the Institute to focus on research and propose digital transformation theories to create a "new chapter" in the development history of the National Institute of Information Technology and Digital Transformation./.
