On the morning of October 23, the National Assembly listened to Minister of Natural Resources and Environment Do Duc Duy present a decision on adjusting the National Land Use Planning for the 2021-2030 period, with a vision to 2050.

After 3 years of implementation, the national land use planning has brought about positive results, meeting the goals of socio-economic development and ensuring national defense and security.

However, due to the impact of the Covid-19 pandemic, natural disasters, combined with negative impacts from the world economic and political fluctuations, the development of industries and fields is still facing many difficulties, so the land conversion to implement development projects in some industries and fields has not met the requirements.

In addition, investment preparation and resource allocation to implement the plan are still limited.

According to the Minister of Natural Resources and Environment, at the time the National Assembly approved the national land use plan, the national master plan and many national sectoral plans, regional plans, and provincial plans had not been approved. Therefore, the land use needs in the national land use plan and planning had not been fully and accurately determined.

After these plans are approved, it is necessary to adjust the national land use plan to suit practical requirements and ensure consistency in the planning system.

Minister Do Duc Duy said that at the 10th Conference, the 13th Central Executive Committee agreed on the policy of implementing the North-South high-speed railway project before 2030 with a land use requirement of about 10,827 hectares. Currently, the Government is completing the dossier to submit to the National Assembly for consideration and decision on the investment policy at this session.

The Minister of Natural Resources and Environment also pointed out that many important national infrastructure projects have been and are being prepared for investment in the period from now to 2030. Therefore, it is necessary to soon identify and arrange additional land funds to implement the projects, ensuring the goal of developing a synchronous strategic infrastructure system, connecting inter-sectoral and inter-regional development spaces, economic corridors and dynamic development regions of the country.

Presenting the review report afterwards, Chairman of the National Assembly's Economic Committee Vu Hong Thanh said that the Government's proposal to adjust the national land use plan is in line with the National Assembly's requirements, especially in the context that our country is preparing to implement a number of important national projects (the North-South high-speed railway project).

The review body agreed with the need to adjust the national land use plan as proposed by the Government.

The Minister of Natural Resources and Environment said that the Government will submit to the National Assembly to adjust 8 land use indicators including agricultural land and non-agricultural land.

The calculation and determination of 8 land use indicators in the adjusted national land use planning this time requires a thorough review and balancing of land use indicators of sectors, fields and localities.

In particular, priority is given to allocating land for national defense and security purposes, stabilizing rice-growing land to ensure national food security, strictly managing forest land, maintaining forest cover to contribute to protecting the ecological environment, responding to climate change and achieving sustainable development goals.
