1 million social housing units is still a small part
On the afternoon of October 28, continuing the program of the 8th Session, the National Assembly discussed in the hall the Report of the Supervisory Delegation and the draft Resolution of the National Assembly on the results of the thematic supervision of "implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023".

Speaking at the meeting, Deputy Prime Minister Tran Hong Ha agreed with the opinions raised about the shortcomings in the management of the real estate and social housing market, with an imbalance between supply and demand.
The number of social housing is still low, some places have been built but not put into use, many resettlement houses are being wasted, commercial housing is being invested more.
The Deputy Prime Minister stated that according to the Constitution, not only policy beneficiaries, but all people have the right to use housing; civil servants, public employees, workers, armed forces, etc. all need to benefit from the policy, so 1 million social housing units is still a small part.
It is necessary to complete the investigation and assessment of social housing needs and expand the beneficiaries so that all people can access social housing. Along with that, it is necessary to specifically implement in each locality the work related to housing strategies and planning, including social housing, urban housing, and commercial housing.
The Deputy Prime Minister emphasized that the Government will expand and create land funds for social housing construction, review the entire resettlement housing fund to convert to social housing. Promote reform, shorten and streamline administrative procedures, expand beneficiaries, and increase access to social housing.
At the same time, using a combination of measures to keep social housing prices at a reasonable level to ensure improved efficiency in social housing development in the coming time.

Reporting on the implementation of the Land Law in 2024, Minister of Natural Resources and Environment Do Duc Duy said that the Government and ministries have focused all resources to develop detailed regulations and guidelines for the implementation of the Land Law, which will be promptly issued and take effect at the same time.

However, many localities have not yet issued full documents under their authority, which has affected the effectiveness of the implementation of the Law and the rights and obligations of people and businesses who are land users.
Regarding the auction of land use rights, the Minister of Natural Resources and Environment said that in some localities, there is a huge difference between the starting price and the winning auction price, showing signs of speculation and price inflation.
The reasons include that land use planning and plans have not been made public and transparent. Some auction participants are mainly for speculative purposes, not for real needs. In addition, some localities have not proactively created land funds for auction; land prices in the land price list have not been adjusted promptly.
From the above content, Mr. Duy said, the Ministry of Natural Resources and Environment has also proposed solutions such as: Publicizing land use planning and plans; reasonably adjusting land prices in the land price list; shortening the time to pay for winning auctions.
At the same time, publicize cases of winning high bids but not paying deposits; Strengthen measures to ensure the supply of real estate and residential land at reasonable prices. Strengthen inspection, examination, and strictly handle violations.
Developing social housing is one of the key tasks that need priority.

In the project to invest in building at least 1 million social housing apartments in the 2021-2030 period, the implementation results have not met the needs of workers, laborers and low-income people; many localities have not completed the social housing development targets.
In the coming time, the Minister of Construction said that, taking into account the opinions of the Supervisory Delegation and National Assembly deputies, the Ministry of Construction together with ministries, branches and localities will focus on leading and directing the development of social housing. Determining that social housing development is a political determination, an important task of the entire political system, is one of the key tasks that need to be prioritized in the socio-economic development of localities.
Include social housing development targets in the system of 5-year and annual socio-economic development targets of each locality. Develop diverse types of social housing to be able to buy, rent, or rent-to-own accommodation, increasing the rate of social housing for rent.
Fully issue guiding documents and recently approved legal regulations related to social housing development; at the same time continue to review and perfect legal regulations related to social housing development; promote the implementation of social housing projects in localities.
