Any country that wants to prosper must prosper in cyberspace. If Vietnam wants to become a developed country with high income, it must undergodigital transformation .
Digital transformation is developing rapidly because it creates a digital economy with a growth rate 3-4 times higher than GDP growth. Digital transformation is sustainable development because it consumes fewer resources and creates new resources, which are data.
Digital transformation increases the resilience of the economy because the digital environment has no distance and no contact.
Digital transformation is inclusive development because anyone, anywhere, with mobile signal and smartphone can access all digital services, leaving no one behind.
We have entered the 4th year of digital transformation.
2020 is the year of launching national digital transformation, the year of digital transformation awareness. 2021 is the year of national digital transformation rehearsal in the context of the pandemic. 2022 is the year of action, the year we define digital transformation as a new development method, the year we bring all people's activities to the digital environment using Vietnamese digital platforms.
2023 is the year of national digital data, creating new values from data. 2023 is also the year of creating practical results. 2023 is the year of using new technology, high technology, especially artificial intelligence, to solve specific problems of Vietnam.

Digital transformation in Vietnam has truly become universal and comprehensive. The goal of digital universalization has always been identified as the focus. We have nearly 100,000 community digital technology teams in each village to guide people in digital transformation.
If we want to achieve rapid and sustainable digital transformation, we must go both ways: first, quickly popularize the basics through nationwide shared digital platforms; second, quickly move toward new things through experimentation.
From the new things that have been successfully tested by the locomotives, they quickly become the basics for popularization. The locomotive must lead to popularization. A locomotive that does not lead to popularization will not create change, will not create transformation, and there will be no industrialization.
2023 is also the year of the explosion of artificial intelligence applications.
The dream of each citizen, each civil servant (CBCVC) having a personal assistant, the dream of giving more knowledge power to people, to nearly 3 million civil servants, to hundreds of millions of people has become a reality.
The IT&T industry is deploying 4 important virtual assistants.
One is a virtual assistant that supports the legislative field, through detecting conflicts and overlaps between legal documents, which are now so numerous that they are beyond human detection.
Second is the virtual assistant supporting law enforcement. This assistant supports civil servants in performing their work according to regulations. Civil servants ask questions about the work and the virtual assistant will find the answer from the relevant legal regulations. The virtual assistant will be like the knowledge base of civil servants. Working with a virtual assistant is like standing on a knowledge system, the quality of civil servants is therefore significantly improved.
Third is the virtual assistant in the judicial sector. It is a virtual assistant that supports judges, specifically supporting legal research (such as searching for precedents, related judgments, answering legal situations), supporting the work of judges. This virtual assistant has been put into operation and has helped reduce the processing time of judges by up to 30%.
Fourth is a virtual assistant that provides legal support to the people. This assistant will answer people's questions related to the law and state regulations. Raising the level of knowledge of the people is also a way to promote the quality of the staff.
If a country wants to grow faster and higher, it needs new space, new productive forces, new productive resources, new production factors, and new driving forces. The new space is the digital economy. The new productive force is digital technology. The new productive resources are digital human resources. The new productive factor is digital data. The new driving force is digital innovation.
