Recently, Minister Nguyen Manh Hung has signed documents urging relevant ministries and branches to handle and remove difficulties and obstacles in Thua Thien Hue, Quang Binh and Quang Tri.
Pursuant to Decision No. 435/QD-TTg dated April 24, 2023 of the Prime Minister, on the morning of October 13, the Government's working delegation led by Minister of Information and Communications ( MIC ) Nguyen Manh Hung had a working session with the People's Committees of Quang Binh, Quang Tri and Thua Thien Hue provinces on the situation of production and business, public investment, infrastructure construction and import and export in the area.
This is the task of Government members assigned by the Prime Minister to remove difficulties for localities in production and business, public investment, infrastructure construction and import and export in provinces and centrally run cities.
Focus on removing many difficulties and obstacles
According to the report of the Standing Committee of the Working Group, recently, Minister of Information and Communications Nguyen Manh Hung has signed many documents urging relevant ministries and branches to handle and remove difficulties and obstacles of the above localities.
Relevant ministries and branches have urgently, actively, and made efforts to research, proactively discuss, resolve and respond to difficulties, problems, and make recommendations to support localities in operating, promoting production and business, disbursing public investment capital, increasing exports, and contributing to the overall growth of the country.
The total number of petitions and difficulties up to now is 84 petitions (of which Quang Binh province has 28 petitions, Quang Tri province has 36 petitions, Thua Thien Hue province has 20 petitions).

Ministries and sectors have completed resolving 37 petitions (44%). 48 petitions have not yet been completed or completely resolved (Quang Binh province: 14; Quang Tri province: 21; Thua Thien Hue province: 13).
Of the 84 petitions, 62 were from the second quarter (35 petitions completed, reaching 57%; 27 petitions were not yet resolved); 16 petitions from the third quarter (2 petitions completed); 6 petitions arose at the time of working.

According to the Standing Committee of the Working Group, under the centralized and unified leadership of the Party Central Committee, the close coordination and direction of the Government and the Prime Minister, the relevant ministries and branches have focused on removing many difficulties, obstacles and recommendations sent from the provinces of Quang Binh, Quang Tri and Thua Thien Hue.
Thanks to that, the situation of production and business, public investment, infrastructure construction, import and export in the provinces of Thua Thien Hue, Quang Tri, Quang Binh has improved. Production and business activities continue to change positively, the service sector increases; consumer revenue increases quite well.
Specifically, public investment disbursement has been promoted, with some provinces disbursing over 50% (Thua Thien Hue province ranked 10th out of 63 provinces). Industrial production increased quite well, higher than the national average (Quang Binh province increased by 6.7% over the same period; Quang Tri increased by 9.5% over the same period; Thua Thien Hue increased by 8.26% over the same period). Trade and services continued to recover, with a growth rate of over 10% over the same period (Quang Binh increased by 12.5%; Quang Tri increased by 16.1%; Thua Thien Hue ...).
Quickly resolve many complaints
Reporting at the working session, Mr. Vo Van Hung, Chairman of the People's Committee of Quang Tri province, assessed that the working delegation led by the Ministry of Information and Communications Nguyen Manh Hung had always been close to and concerned about the recommendations of the locality.
After the first working session of the Working Group with Quang Tri province, many recommendations of the province were resolved by the Government and central ministries.
“Previously, Quang Tri province had 34 petitions, but the central ministries and branches had written documents to resolve 16 of the province’s opinions and petitions. The resolution of the petitions in such a short time shows a new step forward in resolving local petitions. Up to now, 18 opinions and petitions from the province are being considered by ministries and branches. These petitions cannot be answered overnight because there are many issues related to different sets of laws,” Mr. Vo Van Hung expressed.
According to Mr. Vo Van Hung, Quang Tri's growth in the first 9 months of 2023 reached 6.29%, higher than the average of 2022. This is a great effort. If the institutional aspects or guiding documents on different interpretations in the legal documents continue to be resolved, there will certainly be more breakthroughs.
Mr. Nguyen Van Phuong, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Thua Thien Hue province, said that the province had 28 recommendations related to policies and 27 were accepted. After reviewing, one recommendation of the province was unreasonable because there was already a policy regime.
“Through the channel of the Minister of Information and Communications, we have reported 20 recommendations and they have been accepted. We propose a new issue arising related to Decree 35/2023 dated June 20 on a number of areas of state management of the Ministry of Construction. We propose to fall under Articles 1 and 2 of Decree 35.
Previously, for small areas of less than 2 hectares of residential land and the remaining 5 hectares of land, the general plan was approved. However, through the management process, we found that stricter management was needed. Decree 35 stipulates that for small plots of land, a shortened detailed plan must be approved, but detailed planning is a very difficult procedure. We suggest that we should follow the spirit of the previous regulation but also add that there must be a threshold to control, small plots of land do not need detailed planning approval", the Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Thua Thien Hue province suggested.
Sharing at the meeting, Minister of Information and Communications Nguyen Manh Hung said: When localities have a proposal, they expect ministries and branches to pay attention and respond. If localities find the response unsatisfactory, they will discuss further to clarify, there are issues that need to be discussed many times to find a direction.
“We try to resolve the problem after identifying it. The recommendations after being discussed need to have a direction for resolution, otherwise the same issue will be mentioned over and over again, wasting time and getting tired. Therefore, we need to thoroughly handle the opinions and recommendations that have been raised to save time for other issues,” the Minister noted.
Pursuant to Decision No. 435/QD-TTg dated April 24, 2023 of the Prime Minister; based on the results of working with Thua Thien Hue, Quang Tri, Quang Binh on the situation of production and business, public investment, infrastructure construction and import-export in the province, the Working Group has submitted Report No. 01/BC-DCT dated May 26, 2023 to the Prime Minister. In this report, the Working Group reported to the Prime Minister 5 groups of difficulties and problems; summarized the recommendations and the situation of solving difficulties and problems, and resolved the recommendations of the Ministries and branches for the provinces of Quang Binh, Quang Tri, and Thua Thien Hue. The Working Group also made recommendations on 6 groups of problems to the Prime Minister. |
