On the morning of April 17, the National Assembly Standing Committee gave opinions on the National Assembly's draft resolution on universalizing preschool education for preschool children from 3 to 5 years old.
Tuition support for private and public preschool students
Presenting the report, Minister of Education and Training Nguyen Kim Son said the draft resolution sets out two specific policies.
In particular, policy 1 gives preferential treatment to preschool children of universal age, ensuring that the proportion of preschool-age children is mobilized to preschool facilities for nurturing, care and education.
Accordingly, preschool children aged 3-5 years old studying at private preschools licensed by competent authorities to establish and operate in accordance with regulations, whose parents or legal caregivers are workers or employees working in industrial parks with enterprises signing labor contracts in accordance with regulations, are supported with study costs.
Increase the level of lunch allowance compared to current regulations for preschool children from 3 to 5 years old.
Policy 2 encourages and attracts preschool teachers, ensures preschool teachers to achieve the goal of universalizing preschool education...
According to Mr. Son, the budget requirement to implement policies for preschool children is 1,062 billion VND/year, of which 116.9 billion VND is for supporting learning costs and 945 billion VND/year for lunch.
Regarding funding to support the recruitment of kindergarten teachers, the amount of funding needed from the State to attract teachers is more than 2,827 billion VND, and the funding to support managers, teachers, and staff to carry out the universalization task is more than 3,296 billion VND/year.
Regarding the budget for consolidating schools and classrooms, the minister said that 24,228 preschool classrooms will be built, replacing temporary classrooms, temporary classrooms... with a capital need of about 26,651 billion VND.
At the same time, build enough additional classrooms and the number of students in each class must not exceed the regulations of each level of education, including building 25,412 preschool classrooms; with a capital need of about 27,953 billion VND...
Thus, the total budget needed to implement universal education for children aged 3-5 in terms of facilities to ensure minimum conditions according to regulations (minimum standards) is more than 91,872 billion VND (implementation period 2026-2030).
Huge human and financial resources: more than 116,314 billion VND
During the review, Chairman of the Committee for Culture and Society Nguyen Dac Vinh said that according to the Government's proposal, to implement universal preschool education for children from 3 to 5 years old, the State must ensure huge financial and human resources.
According to calculations, the total estimated budget for universalizing preschool education for 3-5 year olds (2026-2030 period) is more than 116,314 billion VND.
Of which, the total investment cost for building schools, classrooms, adding equipment, supplies, and toys to ensure minimum conditions according to regulations is more than 91,872 billion VND.
The Standing Committee of the Committee believes that it is necessary to determine a roadmap for each school year in the period 2026-2030. This roadmap needs to be stipulated in the resolution to have a basis for planning to prepare conditions to ensure such as building schools and classrooms; funding to build schools and classrooms according to the annual project...
Regarding the preschool teaching staff, according to the impact assessment, the total number of positions still lacking by 2030 is expected to be 47,949.
The number of positions that the Politburo has agreed to add for the 2022-2026 period is 26,522 positions/65,980 teacher positions. Thus, the number of positions that need to be added for the 2026-2030 period is 21,427.
The Standing Committee proposed to evaluate the number of preschool teachers, the ability to arrange staff; specifically determine the number of preschool teachers lacking and needing to be supplemented annually in accordance with the development roadmap of schools and classes.
Explaining further, Minister Nguyen Kim Son said that after the Politburo decided to exempt tuition fees for public school students nationwide from the 2025-2026 school year, the Standing Secretariat issued a document directing the Party Committee, Government, and the Ministry of Education and Training to consider expanding the scope to private schools.
Mr. Son said that the second draft resolution on tuition exemption has updated the Politburo's directive on this matter.
"Therefore, this resolution has a basis for expansion and is being implemented in conjunction with the National Assembly's resolution on tuition exemption that will be submitted to the National Assembly this session," Mr. Son stated.
Previously, according to the National Assembly's draft resolution on tuition exemption, along with tuition exemption for students at public schools, the Ministry of Education and Training proposed that the state budget will support tuition fees for preschool children and high school students studying at private schools, non-public schools, continuing education institutions, and other private educational institutions implementing general education programs.
The maximum tuition support level is equal to the tuition ceiling applicable to public educational institutions that have not yet covered their regular expenses, issued by the Provincial People's Council and applied locally for each school year.
