In a report sent to the National Assembly delegates on receiving and explaining the opinions of the discussion group, Minister of Education and Training Nguyen Kim Son said that the Party and the State identify teachers as the most important, fundamental, and core factor determining the quality of education. Therefore, developing a force with sufficient quantity, good quality, and synchronous structure is vital for the education sector.
"If developing education and training to provide high-quality human resources is a strategic breakthrough for national development, then developing the teaching staff is a breakthrough in that strategic breakthrough," said Minister Nguyen Kim Son.

Increase teacher allowance
Regarding the salary and allowance policy for teachers in the draft law, Minister of Education and Training Nguyen Kim Son emphasized that the viewpoint that "teachers' salaries are ranked highest in the administrative career salary scale system and have additional allowances depending on the nature of the job and the region" has been affirmed through many resolutions and conclusions of the Party.
To institutionalize into specific policies, the drafting agency plans to stipulate: Teachers are ranked according to the administrative career salary scale and receive additional basic salary allowances corresponding to their positions from level 1 to 1.8.
Teachers' salaries are rearranged to ensure correlation with civil servants and with officials in other sectors.
Teachers' preferential allowances are expected to be adjusted for preschool (increased by 10%) and primary (increased by 5%).
Teachers recruited and assigned salaries for the first time will be increased by 1 salary level in the administrative career salary scale system; additional beneficiaries of mobile allowances include teachers teaching in multiple schools. These contents are shown in the draft decree regulating salary policies, allowances, attraction and support policies for teachers and have been assessed for impact.
Minister Nguyen Kim Son stated that the drafting agency did not propose a separate salary scale for teachers but used the current general "administrative and career salary scale". At the same time, allowances and salary regulations were adjusted to ensure proper implementation of the Party's policies and in full accordance with the comments of National Assembly deputies.
Minister Nguyen Kim Son stated: "The regulations on salaries and allowances in the draft Law on Teachers are consistent with the spirit of the resolutions and conclusions and need to be specified according to the latest direction of the Politburo in Conclusion 91."
The drafting agency compared general education teachers of grades III - II - I, applying the salary table of civil servants of grades A1 (2.34) - A2.2 (4.0) - A3.2 (5.75); while civil servants of grades A1 (2.34) - A2.1 (4.4) - A3.1 (6.2).
Or public health positions of grade III - II - I are applied to the salary scale of civil servants of type A1 (2.34) - A2.1 (4.4) - A3.1 (6.2).
Delegating the right to recruit and mobilize teachers to the Education sector
One of the important contents in this Teachers' Law is the issue of delegating the right to recruit and mobilize teachers to the Education sector.
According to the proposal of the Ministry of Education and Training, the Ministry of Labor, War Invalids and Social Affairs (in charge of vocational training) is the agency in charge of developing strategies, projects, development plans and total staffing of teachers under its management authority.
These two ministries will also issue recruitment criteria and standards; and coordinate teacher staffing in public schools.
Education management agencies preside over, or delegate to schools, the recruitment, transfer, placement, evaluation, and appointment. Recruitment methods include selection or examination, with mandatory pedagogical practice.
Preschool teachers get early retirement
Minister Nguyen Kim Son's report also stated that since the retirement age was increased to 62 for men and 60 for women according to the Labor Code, preschool teachers have had many concerns.
Reducing the retirement age of preschool teachers has also received attention and opinions from many National Assembly deputies at the parliament, and has received high consensus from society.
The Law on Teachers stipulates that teachers in preschools, if they wish, can retire at a younger age, but not more than 5 years older than the prescribed age, and their pension will not be deducted due to early retirement. Other categories of teachers will continue to be considered, studied and proposed if there is sufficient basis.
