On the morning of November 20, Minister of Education and Training Nguyen Kim Son explained a number of issues at the discussion session on the draft Law on Teachers.
Willing to accept differences if they bring good
Minister Nguyen Kim Son shared that November 20 this year is special, the happiness of teachers is multiplied a lot, because this is the right time for the National Assembly to discuss the Law on Teachers.
"Not to mention the content, just the fact that the Government and the National Assembly agreed to build the law is a great recognition and encouragement for teachers," Mr. Son stated.
The Minister thanked the National Assembly Standing Committee for arranging November 20 for the National Assembly to discuss this law.
According to Minister Nguyen Kim Son, before today, a few teachers texted to express their concerns and asked the minister to recommend the National Assembly Chairman to move the discussion to another day.
The reason given by the teachers was "today there are millions of us watching, if someone says something offensive, we probably won't be able to stand it."
The Minister emphasized: "It's okay, this is a spirit of expression and great concern of the National Assembly for teachers. At the beginning of the discussion, the Vice Chairman of the National Assembly gave a congratulatory speech on November 20 and we were very touched.
Maybe many people are happy but today I am the happiest person in the world," Mr. Son said.
Minister Son clearly stated that this law must also accept that some provisions will be different from other laws, if the provisions of other laws are not favorable for the development of the teaching staff.
He cited the example of the regulations on retirement age which will be different from the Labor Code or the regulations on inter-school teachers, transfer - a teacher working for more than one facility will be different from the regulations of the Civil Servants Law.
"Here, the delegates see some differences, but if it serves the goal of developing the teaching staff, and we also hope that some laws have been revised, and that any content that hinders development, even if it is different, but if that difference brings good things, we are ready to accept the differences," said Mr. Son.
Teachers do not accept living a happy life next to poorer people.
Regarding the content of ensuring that teachers' salaries are ranked highest in the administrative career salary scale system, Minister Son stated that when drafting legal documents and following the direction of the General Secretary, it is also necessary to look at other sectors.
"We also do not want our industry to have any special privileges, benefits or any unusual favors. Teachers are inherently responsible, tolerant and altruistic people.
It is impossible to live happily while next to you, there are others poorer than you. Teachers do not accept that.
Here, only a very large part of the 1.6 million teachers are still not making enough to live on. If they are not making enough to live on, they cannot wholeheartedly devote themselves to teaching," Mr. Son stated clearly.
In addition, he pointed out that for a country that has just escaped poverty, is not yet a rich country, and when priorities need to be given, it is certainly impossible to "lay out priorities for everything".
Therefore, he believes that when considering a strategic breakthrough, the top national policy must definitely have priority.
Regarding the specific determination of salaries to ensure a minimum living standard for teachers, Minister Son said that the bill sets out a number of principles and the Government will provide specific regulations.
Regarding the issue of extra teaching by teachers, which was raised by many delegates, Minister Son stated that the ministry is not in favor of banning extra teaching, but prohibiting extra teaching behaviors that violate teachers' ethics and professional principles. That is, prohibiting some coercive behaviors by teachers in this issue.
Minister Nguyen Kim Son also stated that during the discussion, some delegates said that because teachers are facing difficulties, this law must be made.
However, he explained that the difficulties of teachers are only part of the reason. The main reason for making this law is to develop the teaching staff.
