The Decision consists of 5 articles, of which article 1 states: Establishing a Government Negotiation Team on trade issues with the United States (referred to as the negotiation team) including the following members:

1. Head of delegation: Comrade Nguyen Hong Dien, Minister of Industry and Trade.

2. Deputy Head of Delegation: Comrade Nguyen Sinh Nhat Tan, Deputy Minister of Industry and Trade.

3. Comrade Cao Anh Tuan, Deputy Minister of Finance, member.

4. Comrade Hoang Trung, Deputy Minister of Agriculture and Environment, member.

5. Comrade Pham Duc Long, Deputy Minister of Science and Technology, member.

6. Comrade Do Hung Viet, Deputy Minister of Foreign Affairs, member.

7. Comrade Pham Quang Dung, Deputy Governor of the State Bank of Vietnam, member.

8. Comrade Nguyen Ba Hoan, Deputy Minister of Home Affairs, member.

9. Comrade Nguyen Quoc Dung, Ambassador of Vietnam to the United States, member.

The Ministry of Industry and Trade is the standing body of the Negotiation Delegation. The Negotiation Delegation has a Working Group consisting of Department-level civil servants of the Ministry of Industry and Trade and relevant ministries and agencies. The Minister of Industry and Trade, Head of the Negotiation Delegation, proposes to the Prime Minister to promulgate the Working Regulations of the Negotiation Delegation and members of the Working Group.

The decision clearly states that the Negotiation Delegation has three tasks, including:

Preside over and coordinate with relevant ministries and branches to develop scenarios and plans for negotiations with the United States on bilateral trade agreements, in the spirit of ensuring maximum national and ethnic interests and harmonious benefits and shared risks.

Conduct negotiations with the United States to reach a stable, sustainable and mutually beneficial bilateral trade agreement.

Report to the Prime Minister on the progress and results of negotiations; propose necessary measures and policies to implement the agreement after it is signed.

The operating budget of the Negotiation Delegation is provided from the operating budget of the Government Negotiation Delegation on international economy and trade managed by the Ministry of Industry and Trade and the Ministry of Finance is responsible for providing additional budget to ensure the activities of the Negotiation Delegation.

This Decision comes into force from the date of signing and promulgation.

The Minister of Industry and Trade, Ministers and heads of ministerial-level agencies, and members named in Article 1 are responsible for implementing this Decision.
