Minister Nguyen Hong Dien chaired a meeting on the progress of the Lao Cai - Vinh Yen 500kV Transmission Line Project.

Attending the meeting were representatives of the leaders of the provinces: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc; representatives of the Ministries: Agriculture and Environment, National Defense, Finance; representatives of some units of the Ministry of Industry and Trade; leaders of Vietnam Electricity Group (EVN) and some related units.

After listening to the report of the Vietnam Electricity Group's leaders, the opinions of local representatives and delegates attending the meeting. The Minister of Industry and Trade, Deputy Head of the Steering Committee, highly appreciated the ministries, branches, provinces and Vietnam Electricity Group for promptly implementing the projects, resolutely removing difficulties and obstacles, thus achieving certain results.

Since the last meeting, thanks to the participation and strong direction of the leaders of local Party committees and authorities and the leaders of relevant ministries, branches and units, the project has achieved certain progress. Nearly 93% of the foundation positions have been handed over along the entire route, an increase of more than 90% compared to the previous meeting. The temporary road opening and approval of the plan to collect forest products have had remarkable changes. The project was officially started by the Prime Minister on March 16, 2025.

However, despite positive changes, there are still obstacles and difficulties that may affect the progress of the Project. Currently, there are still 34 column foundation positions that have not been handed over, scattered in localities; the entire corridor of the route through 4 provinces has not been handed over; the work of approving land prices and approving compensation plans has not been completed in many districts; the opening of temporary construction roads and material storage areas still faces many difficulties...

Therefore, in order to achieve progress and ensure the quality of the project, in the coming time, Minister of Industry and Trade Nguyen Hong Dien requested the People's Committees of Lao Cai, Yen Bai, Phu Tho and Vinh Phuc provinces to focus on mobilizing the entire political system to participate, resolutely direct and support the Investor in implementing site clearance and construction. Do a good job of propaganda and mobilization of people in the Project area to agree, support and create favorable conditions for site handover as well as construction. Implement the "4 on-site" motto to support the Investor and Contractor to speed up the construction progress of the Project.

The Minister requested localities to urgently approve specific land prices, issue compensation plans, and support resettlement for column foundation locations before March 31, 2025; Complete inventory, establish, and approve compensation plans, and support resettlement for the route corridor before April 15, 2025. Mobilize people to hand over all remaining foundation locations in March 2025; hand over the entire route corridor before April 30, 2025. Direct and request forest owners to complete the plan for exploiting and harvesting forest products, and submit it to competent authorities for approval before March 31, 2025. Direct relevant agencies and units to support the Investor and contractors in negotiating construction access roads, opening temporary construction roads, and material staging areas.

Propose that the People's Committee of Vinh Phuc province urgently coordinate with the Ministry of National Defense and the Armored Corps to carry out procedures for land recovery and handover of the site at position 462 under the management of the Armored Training Center in March 2025. At the same time, direct Tam Dao Irrigation One Member Co., Ltd. to coordinate and support the Investor and the construction contractor to complete the dossier for licensing the construction of column VT455 within the protection area of ​​the irrigation project (Ban Long dam) to submit to the competent authority for construction licensing before April 5, 2025.

Regarding the Ministries and branches, the Minister of Industry and Trade - Deputy Head of the Standing Committee of the Steering Committee requested the Ministry of National Defense and the Ministry of Finance to promptly give their opinions on issues related to the location of column 462 so that the People's Committees of the provinces have a basis to carry out procedures for land recovery, hand over the site and approve the Temporary Forest Use Plan for construction. At the same time, the Ministry of Agriculture and Environment is requested to give their opinions to direct Tam Dao National Park to urgently prepare and submit for approval a plan for exploiting and harvesting forest products before March 31, 2025, and consider allowing contractors to count and cut down trees within the scope of temporary roads, temporary yards, column foundation locations and gather them at the gathering place to have a construction site.

For Vietnam Electricity Group (EVN), the Minister directed to closely coordinate with localities to promptly complete, provide relevant documents and procedures and agree on compensation plans, site clearance, payment to people and mobilize people to hand over the site. In addition, contractors/construction units are required to increase human resources, materials and equipment to promptly implement construction as soon as the site is available and construction conditions are met. Try to take advantage of favorable weather conditions to speed up construction progress at the construction site. At the same time, continue to speed up the selection of contractors for the remaining packages, ensuring publicity, transparency and compliance with the law. Strictly implement the direction of Deputy Prime Minister Bui Thanh Son regarding the selection of contractors and promptly report to the Prime Minister and the Ministry of Industry and Trade on the implementation results.

The Minister also requested EVN to coordinate with localities to continue to strengthen propaganda and mobilize people in the project area to support the work of compensation, site clearance, temporary construction road opening and operation management after the project is completed. Along with that, request contractors/construction units to minimize the impact on the environment, living conditions and production activities of the people; do a good job of returning the site after construction.

Minister Nguyen Hong Dien requested relevant ministries, localities and units to coordinate in implementing the Prime Minister's direction, striving to complete the Project before August 31, 2025, in accordance with the set goals and tasks.
