On November 10, 2023, Minister of Industry and Trade Nguyen Hong Dien chaired the Conference on promoting digital transformation at the Ministry of Industry and Trade to assess the implementation status and propose solutions to improve the quality and efficiency of digital transformation and e-government development at the Ministry of Industry and Trade.
Resolutely implement many synchronous solutions
Speaking at the opening of the Conference, Minister Nguyen Hong Dien emphasized the role and importance of Digital Transformation in the context of the fourth industrial revolution, digital transformation is an inevitable trend. In recent times, the Ministry of Industry and Trade has resolutely implemented it, aiming to create a foundation for a civilized, modern and effective digital environment in all fields.

The report at the Conference showed that, in recent times, implementing the direction of the Government and the Prime Minister, the Ministry of Industry and Trade has proactively deployed a series of solutions to promote e-government and digital transformation at the Ministry of Industry and Trade, focusing on propaganda and dissemination of digital transformation and e-government; perfecting institutions; upgrading information technology infrastructure; promoting administrative reform, providing public services and enhancing digital transformation in management and operation activities.
In 2023 alone, the Ministry issued a series of documents promoting digital transformation and e-government in the Ministry of Industry and Trade in particular and the entire industry and trade sector in general.
In particular, on July 13, 2023, the Party Executive Committee of the Ministry of Industry and Trade issued Resolution No. 111-NQ/BCSĐ on the Ministry's digital transformation as well as perfecting the Ministry's Digital Transformation Steering Committee.
On July 21, 2023, the Minister of Industry and Trade signed Decision No. 1876/QD-BCT promulgating the Digital Transformation Plan of the Ministry of Industry and Trade in 2023, which sets out 12 major goals to be achieved in implementing e-government at the Ministry.
To date, the Ministry of Industry and Trade's Public Service Portal is providing 236 online public services (PPS), with nearly 49,000 enterprises participating in declarations. The total number of PPS records by the end of the third quarter of 2023 is nearly 1.2 million, equivalent to more than 99% of the total number of records sent to the Ministry.
Implementing the National Single Window and ASEAN Single Window, the Ministry of Industry and Trade has connected 16 public service groups to the National Single Window. The total number of dossiers processed on the National Single Window in the first 9 months of 2023 is nearly 250,000 dossier sets. Particularly for the procedure of Issuing Certificate of Origin Form D, the Ministry of Industry and Trade has coordinated with the Ministry of Finance (General Department of Customs) to exchange nearly 190,000 dossier sets with all ASEAN countries since the beginning of the year.

In addition, the Ministry of Industry and Trade currently has 129 level 3 and 4 public services posted on the National Public Service Portal. By the end of the third quarter of 2023, the Ministry of Industry and Trade's Public Service Portal had synchronized nearly 1 million electronic records with the National Public Service Portal.
With positive reviews on the quality of good and stable service to people and businesses, the Ministry of Industry and Trade's Public Service Portal has been recognized as one of the top 3 Public Service Portals among the ministries and branches with good results in both quality and quantity of submitted online records.
Notably, by September 30, 2023, the rate of digitized records of the Ministry of Industry and Trade on the National Public Service Portal reached 79.75%, with 354,473 records digitized and data sent to the National Public Service Portal out of a total of 444,486 administrative procedure records.
If calculated from the beginning of 2023 until now, the rate of digitalized records of the Ministry of Industry and Trade on the National Public Service Portal has increased to 49.25%, while before July 13, this figure only reached 0.69%.
“With this growth momentum, from now until the end of 2023, the digitization rate of the Ministry of Industry and Trade's records will have remarkable growth,” said the Department of E-commerce and Digital Economy.
Effective application of digital transformation in state management in each field
The determination of digital transformation of the leaders of the Ministry of Industry and Trade has been thoroughly implemented in all units under the Ministry, thereby improving the effectiveness of state management in each field in the industry and trade sector.
At the General Department of Market Management, Director General Tran Huu Linh said that the application of information technology is always a key task and top priority of the General Department of Market Management.
Since 2022, the General Department has put into operation the Administrative Violation Handling System - INS in the process of market inspection, control and handling of violations. Since the INS system came into operation, all public operations of the market management force have been performed on computers. In parallel with the inspection process, information is updated directly according to each process with interconnected and linked forms, thereby minimizing errors.

In the coming time, the General Department will deploy digital signatures; all documents and papers will be deployed on a digital platform, using information technology, minimizing paper documents...” - General Director Tran Huu Linh emphasized.

Meanwhile, for the industrial sector, the Ministry of Industry and Trade has identified one of the priority tasks in the coming period as implementing activities to support businesses in applying new technologies of the 4.0 Industrial Revolution.
Director of the Department of Industry Truong Thanh Hoai said that under the direction and leadership of the Ministry of Industry and Trade and the support of international organizations, the Department of Industry has deployed the construction of database systems for industries including mechanical engineering, electronics, textiles, footwear, etc. Along with that, the construction of a database system for industrial zones and clusters; a data system for consulting experts; a portal on VSI supporting industries (vsi.gov.vn), etc. These database systems are regularly shared with Associations, enterprises and local Departments of Industry and Trade to promptly grasp information about the industry.
As for the VSI portal, up to now, there has been information from more than 6,200 enterprises on over 120 information fields such as: scale, products, capacity, standards, customers, markets... and is continuing to be updated regularly. In 2022, the total number of visits to the Supporting Industry Information Portal reached more than 11.3 million. By October 2023, this number had increased dramatically, reaching 17 million visits.

At the Trade Promotion Agency, Director Vu Ba Phu affirmed that digital transformation has been recognized and implemented early. To date, 4/4 administrative procedures have been thoroughly understood and implemented 100% of the entire process. In the first 10 months of 2023, the Trade Promotion Agency received 1,500 administrative procedure dossiers, of which 1,000 dossiers were processed through the Online Public Service Portal, accounting for 66.67% of the number of administrative procedures received by the Agency.
In addition, based on practical needs, the Trade Promotion Agency has prioritized the construction of the Digital Trade Promotion Ecosystem (Decobiz - Digital Ecosystem for Businesses). This is a soft infrastructure in trade invested, managed and developed by the Government and the Ministry of Industry and Trade, including basic shared platforms such as (i) Digital fairs and exhibitions; (ii) smart trade connection (B2B); (iii) specialized trade promotion database, online consulting and training, etc., thereby establishing domestic and international consumption channels; connecting the system of Trade Offices and Counselors abroad with the domestic business community to promote trade connection and export promotion; at the same time, perfecting mechanisms and policies to create a legal corridor to promote trade promotion activities in the digital environment.

Putting digital transformation into practice
Speaking at the conference, Minister Nguyen Hong Dien praised and acknowledged the efforts of the units in the process of implementing digital transformation. He emphasized that the awareness of digital transformation in the Ministry of Industry and Trade has changed positively; digital transformation infrastructure has received more attention and is increasingly being improved; databases have also been focused on; online public services have been enhanced, etc.
However, in addition to the results, the Minister also frankly pointed out the remaining limitations, such as the failure to promptly complete the legal framework, regulations on management, exploitation and use of software or the exploitation still has many obstacles; awareness and determination for digital transformation in some civil servants and public employees are not high; the habit of applying information technology in professional activities of some civil servants is still slow to change; the database serving management and operation is still lacking, not updated promptly and lacking in sharing connectivity; the infrastructure serving digital transformation has not met the requirements and tasks of the job.
In order to promptly overcome the limitations and at the same time improve the quality and efficiency of digital transformation at the Ministry of Industry and Trade in the coming time, Minister Nguyen Hong Dien directed the units in the Ministry to focus on synchronously and drastically implementing the directions of the Personnel Committee and the Ministry's leaders in promoting the application of information technology to serve the development of e-Government at the Ministry of Industry and Trade in the period from now to 2025.
Accordingly, the units focus on updating the database; proposing needs, equipment, and technology to serve the Digital Transformation work; urgently implementing items of the Electronic Service Development Project at the units under the Ministry according to plan.
The Minister requested all units under the Ministry to actively and proactively provide information to synthesize and report to the Ministry's leaders to serve the implementation of e-Government. Units must submit their management requests to the Department of E-Commerce and Digital Economy before November 30, 2023 to synthesize and propose to the Ministry's leaders to develop a comprehensive program before December 15.
"This is an extremely urgent task, so units in the Ministry must be determined to carry it out," the Commander of the Industry and Trade sector emphasized.
In addition, units with databases need to update regularly and continuously, ensuring that the data is always "Correct - Sufficient - Clean - Alive". At the same time, digitize 100% of administrative procedure records submitted directly by organizations and individuals or by post and enter them into the Ministry's One-Stop System in accordance with regulations. Digitize 100% of the results of handling valid administrative procedures, to be completed by December 15, 2023 at the latest.
Minister Nguyen Hong Dien requested that, periodically in the last week of each month, the Department of E-commerce and Digital Economy compile statistics on the situation and results of digitalization as well as administrative procedures of units under the Ministry to report to the Ministry's leaders. Advise the Ministry's leaders to issue a new list of databases and online public services in November 2023 to replace the list issued by the Ministry of Industry and Trade in Decision No. 1573/QD-BCT dated June 15, 2021 on approving the list of online public services of the Ministry of Industry and Trade. Advise on developing criteria for evaluating digital transformation at units under the Ministry, using that as a basis for evaluating the emulation of organizations and individual leaders.
At the same time, units urgently plan to amend legal documents regulating related administrative procedures, promote post-inspection work; minimize on-site inspections or require organizations and individuals to be present at state agencies, thereby creating conditions for implementing online public service procedures. For some units, continue to promote socialization in some areas to successfully implement the digital transformation goal at the Ministry of Industry and Trade in accordance with regulations.
Regarding the recommendations and proposals of the units, Minister Nguyen Hong Dien assigned the Department of E-commerce and Digital Economy to preside over and coordinate with the Ministry's Office to synthesize and propose solutions.
The Minister also expressed hope that after today's working session, digital transformation work at the Ministry of Industry and Trade will become more substantial, achieving more positive results to improve the quality of operations of the entire industry.
Goals of e-government implementation at the Ministry of Industry and Trade according to Decision No. 1876/QD-BCT dated July 21, 2023 of the Minister of Industry and Trade on promulgating the Digital Transformation Plan of the Ministry of Industry and Trade in 2023:
- 100% of transactions on the Ministry of Industry and Trade's Public Service Portal are electronically authenticated, except for services requiring mandatory presence as prescribed by law;
- The Public Service Portal and the Ministry of Industry and Trade's electronic one-stop information system are connected and share data with the National Public Service Portal;
- 100% of administrative procedures are eligible to deploy full-process online public services;
- Integrate 100% of qualified online public services, related to many people and businesses, into the National Public Service Portal;
- Ensure that the rate of administrative procedure settlement records carried out through the Ministry of Industry and Trade's Public Service Portal reaches 90%; the Ministry of Industry and Trade's information systems related to people and businesses that have been put into operation and exploited are connected and communicated through the data integration and sharing platform; information of people and businesses that has been digitized and stored in national databases does not need to be re-provided;
- At least 90% of people and businesses are satisfied with the handling of administrative procedures by the Ministry of Industry and Trade;
- 100% of documents exchanged between units under the Ministry of Industry and Trade and between the Ministry of Industry and Trade and other state agencies are done in electronic form, signed by specialized digital signatures, except for confidential documents as prescribed by law;
- 90% of work records at the Ministry of Industry and Trade are processed online (except for work records within the scope of state secrets);
- 100% of records of cadres, civil servants and public employees under the Ministry of Industry and Trade according to the management hierarchy are stored and managed in the form of electronic records;
- 100% of information systems are level determined and information security assurance plans are implemented according to level;
- 100% of cadres, civil servants and public employees of the Ministry of Industry and Trade are disseminated basic digital knowledge and skills; 80% of cadres, civil servants and public employees of the Ministry of Industry and Trade are disseminated/trained on information security and digital transformation;
- At least 90% of terminals are installed with protection solutions.
