Discussing the socio-economic situation, on the morning of May 23, Minister of Planning and Investment Nguyen Chi Dung said that although the socio-economic situation in the first quarter did not meet some targets, it was highly appreciated by the international community.
According to the Minister of Planning and Investment, we are not too optimistic, but listen, not subjective, but also not too pessimistic.
Minister Nguyen Chi Dung said that according to the World Economic Outlook Report of the International Monetary Fund (IMF), Vietnam is one of the developing countries predicted to have the highest growth rate until 2029. Therefore, Minister Nguyen Chi Dung said that we should not be too pessimistic about the results, but we should not be too pessimistic, and should focus on the tasks and solutions until the end of the year.
"The bright spot here is the leadership of the Party, the Politburo and the National Assembly's support of the Government. We have also issued many policy mechanisms for localities, speeding up the progress of many key national projects. The Government's resolute and relentless direction from operating fiscal and monetary policies, accelerating the disbursement of public investment, to resolving economic difficulties... These are factors that have supported our recovery and development in the recent period," the Minister emphasized.
According to the Minister, the planning work has been basically completed, from the national master plan to regional planning, local planning... helping the economy develop faster and more sustainably. Another bright spot is in exports and FDI, showing that the Vietnamese economy still has many opportunities and investors' confidence.
However, Minister Nguyen Chi Dung also frankly pointed out the limitations of the economy such as: Enterprises still face many difficulties, the real estate market has not recovered as expected, the gold market has many complicated developments, high airfares affect the tourism market...
Clarifying the cause of this phenomenon, Minister Nguyen Chi Dung said that Vietnam's economy is facing the same difficulties as the world. Besides, Vietnam's economy is very open. When the external economy changes, the impact on Vietnam is much greater.
In addition, Vietnam's economy is a transitional and restructuring economy, so it also has internal difficulties and delays, and cannot be changed in "one or two days".
Besides, there are challenges including population aging, climate change, science, technology, and innovation that are still changing slowly and are not yet the driving force to boost the economy.
Vietnam's economic forecast for 2024 is still very difficult, but Minister Nguyen Chi Dung also pointed out some positive points.
First, emerging as a macro-economy in general, the economic recovery and growth process is showing a relatively good foundation.
Second, many policies and innovations have been promoted and issued very quickly, removing many current obstacles.
Third, the industrial, agricultural and service sectors are showing signs of growth again, although slow, there are signs of positive growth.
Fourth, the directions of the Government, the Prime Minister, as well as of ministries, branches and localities are showing very high effectiveness.
Regarding solutions and tasks in the coming time, Minister Nguyen Chi Dung said that Vietnam will focus on short-term solutions, taking into account the long term.
At the same time, focus on promoting 3 driving forces: investment, consumption and export as well as promoting new driving forces: Economic transformation, especially digital economy, green economy, circular economy...
"We must also focus on new industries that we have the conditions to participate more deeply in, such as semiconductor chips," Mr. Dung noted. Along with that, we must promote resource training and accelerate important public investment projects.
Emphasizing the institutional issue, Minister Nguyen Chi Dung gave an example of applying the Land Law from July 1, 6 months earlier to remove bottlenecks in the real estate market. In addition, improving institutions also means resolving current bottlenecks and obstacles; supplementing and synchronously adjusting a number of necessary laws; creating conditions for officials to dare to think and dare to act.
In addition to the institution, there is an issue of further reforming administrative procedures and improving the investment environment. We must consider how administrative procedures are in certain areas, how the business investment environment is, how construction investment procedures are, etc.
"We need to promote decentralization, stop asking and giving, and encourage officials to dare to think and dare to do. If we do not speed up reforms, investors will likely look to other countries," Mr. Dung emphasized.
For specific mechanisms and policies for some localities that have been issued and applied, it is necessary to evaluate whether the policy is correct, accurate and effective and should be replicated in other localities.
In addition, it is necessary to remove obstacles for projects, help unblock resources, just need to quickly resolve the stuck projects, unblocking them will greatly boost the economy, create confidence and new resources.
