The Working Group for Investment in Railways Connecting with China and Laos (the Working Group) is an interdisciplinary coordination organization that assists the Prime Minister in researching, directing, and coordinating the resolution of important, interdisciplinary tasks related to the implementation of planning and investment in railways connecting with China and Laos.

The Head of the Working Group is the Minister of Transport. The Deputy Heads of the Working Group include: Deputy Minister of Planning and Investment; Deputy Minister of Foreign Affairs; Deputy Minister of Transport.
The members of the Working Group include leaders of the Ministries of Finance, Construction, Science and Technology, Natural Resources and Environment; representatives of the Ministries of Public Security, National Defense and leaders of the State Capital Management Committee at Enterprises; Chairman of the Board of Members of Vietnam Railway Corporation.
The working group is responsible for assisting the Prime Minister in directing and urging ministries and branches to resolve important tasks related to the implementation of planning and investment in railway routes connecting with China and Laos.
Research, advise, recommend, propose directions, solutions, mechanisms, and policies to remove obstacles, mobilize resources, speed up progress, and successfully organize the implementation of railway routes connecting with China and Laos (priority investment in the Lao Cai - Hanoi - Hai Phong route, striving to start construction in 2025).
Carry out other specific tasks assigned by the Prime Minister related to the construction and investment of railway lines connecting with China and Laos.
The Head of the Working Group has the authority and responsibility as prescribed in Clause 1 and Clause 2, Article 16 of Decision No. 23/2023/QD-TTg dated September 18, 2023 of the Prime Minister on the establishment, organization and operation of inter-sectoral coordination organizations; decides to consolidate the Working Group when there is a change in the members of the agencies.
The Head and Deputy Head of the Working Group use the seal of the ministry or agency where they work while performing assigned tasks.
The Minister of Transport uses his apparatus to perform the tasks of the standing body of the Working Group; develops the Working Group's Operating Regulations and submits them to the Working Group Leader for signature and promulgation; assists the Working Group Leader in developing the Working Group's work plan and program.
Prepare documents, reports and draft conclusions of regular or ad hoc meetings of the Working Group; summarize and report on the general activities of the Working Group and perform other tasks assigned by the Head of the Working Group.
Members of the Working Group work part-time and comply with the Working Group's Organization and Operation Regulations.
