MINISTER OF TRANSPORT: PUTTING ALL EFFORT TO COMPLETE LONG THANH AIRPORT BY THE END OF 2025

"Now is just the time to discuss work, not to discuss difficulties. Everyone must focus on completing the project according to plan," Minister Tran Hong Minh emphasized while checking the progress of the Long Thanh airport project on the afternoon of December 10.

In July 2025, planes can take off/land at Long Thanh.

On the afternoon of December 10, Minister Tran Hong Minh and the Ministry of Transport delegation worked with relevant units on the progress of the Long Thanh airport project.

According to the Prime Minister's direction at the inspection on December 3, the project needs to speed up progress and be completed before December 31, 2025.

Reporting to the Minister, Mr. Nguyen Bach Tung, Deputy Director of the Department of Construction Investment Management (Ministry of Transport) said that the Long Thanh airport project has 4 component projects.

Regarding Component Project 1 - the headquarters of agencies and units, currently 3 headquarters (Airport Authority, Immigration Department and local police) are scheduled to be completed before December 31, 2025. The Customs headquarters is scheduled to be completed in June 2026. The animal and plant quarantine station has not been allocated capital so it cannot be implemented as planned.

Component project 2 - air traffic management works has one completed construction package, two construction and installation packages are being implemented, meeting the schedule, expected to be completed in September 2025; 5 specialized equipment packages are selecting contractors, expected to be completed by December 31, 2025.

Component 3 project - construction of terminal, taxiway, runway, and take-off/landing area is scheduled to be completed by April 30, 2025. After that, it will take a few more months to organize flights to calibrate and complete the remaining items.

"Thus, by July 2025, planes can take off and land at Long Thanh airport," Mr. Tung reported.

Just work, no problems

Also in the Component 3 project, Mr. Tung said, the most difficult part is still the station. The construction item can be ahead of schedule, but the equipment must be ordered from abroad, so negotiating to shorten the progress to December 2025 is very difficult, requiring huge costs.

Other packages (some newly started, some not yet started) need time to be implemented and will basically be completed before August 2026.

However, upon hearing this, Minister Tran Hong Minh immediately said: "We cannot report like that. Now is the time to only discuss work, not difficulties.

The Ministry will set up a permanent team at the project, reporting daily and weekly progress to the Ministry's leaders. The Deputy Minister in charge will visit regularly. I will visit every month to check the detailed progress."

Regarding component project 4 (other works, the Ministry of Transport is in charge of selecting investors), according to Mr. Tung, up to now the Ministry of Transport has approved 6/6 investment projects. The Civil Aviation Authority of Vietnam has negotiated with 3/6 investors.

In particular, the investment project for construction and business of repair and maintenance services for aviation vehicles, equipment and ground technical services can be exploited in June 2026. The investment project for construction and business of providing airline catering services, investors must focus on construction to be able to complete in June 2026. The investment project for construction and business of aircraft maintenance services is difficult to complete in June 2026.


According to the report, the critical path in the project is package 5.10 - station construction, when specialized equipment must be imported from abroad.

At the meeting, the leader of the Department of Construction Investment Management commented: For projects that have selected investors, the Civil Aviation Authority of Vietnam must urgently start construction in early 2025.

Adjust the implementation schedule of component project 4, ensuring synchronous exploitation with component projects 3 before December 31, 2025, fully meeting the standards of ICAO, IATA and other international standards as directed by the Prime Minister.

In case there is a need for mechanisms and policies to shorten procedural processes, investors must report to the Ministry of Transport before December 15, 2025 for synthesis and reporting to the Prime Minister.

According to the Department of Construction Investment Management, Vietnam Airlines and Vietjet currently have over 100 aircrafts each. To ensure absolute flight safety starting from Long Thanh International Airport, these two airlines need hangars to serve aircraft maintenance and repair. The Civil Aviation Authority of Vietnam needs to review regulations to propose solutions for hangar investment and start construction as soon as possible.

For the remaining items, the Civil Aviation Authority of Vietnam is required to urgently work with ACV and Vietnam Airlines to agree on a plan to hand over the remaining projects so that the units can proactively implement them according to practical exploitation needs, ensuring investment efficiency. A report is required for the Ministry of Transport to report to the Government in December 2024.

For component project 4, Minister Tran Hong Minh requested relevant units to coordinate and speed up progress to complete it synchronously, without delay.

At the meeting, Mr. Le Hoang Minh, Chairman of the Board of Directors of Air Traffic Management Corporation, the investor of component 2 project, reported that the progress of the bidding packages is going well. In which, the air traffic control tower has completed the rough part, about 2 months ahead of schedule. The equipment system has also been contracted with contractors, all of which are scheduled to be completed before December 31, 2025.

Minister Tran Hong Minh praised the proactive spirit of the Air Traffic Management Corporation, but he also requested maximum initiative, not setting a fixed completion date but shortening it as soon as possible.

Reschedule according to new plan

Meanwhile, Mr. Vu The Phiet, Chairman of the Board of Directors of Vietnam Airports Corporation - ACV reported that the progress of component 3 project is currently following the plan. ACV has borrowed 1.8 billion USD to implement the project, so the investor is also eager to complete it as soon as possible to put it into operation.

Regarding the change in completion schedule to December 31, 2025 (instead of September 2026), Mr. Phiet said that the investor and contractors must adjust the plan, along with the budget.

Mr. Phiet said that after bidding for package 5.10 - station construction, the investor and contractor agreed to shorten the progress by 3 months compared to the contract, however, the contractor requested support of 1,800 billion VND to increase equipment and human resources.

"Regarding progress, it is possible to rebuild according to the new plan, but it requires a larger source of funding to support the contractor," said Mr. Phiet.


Long Thanh airport passenger terminal is the main item of the project.

After listening to the report, Minister Tran Hong Minh requested ACV and contractors to focus maximum human and material resources to speed up progress; negotiate with contractors to purchase equipment to bring it back as soon as possible, to complete before December 31, 2025.

"This is not just a normal airport, but also the prestige and honor of the transport sector, ACV, the contractor and the pride of the country and the people," the Minister emphasized, and requested that any difficulties must be reported immediately. The Ministry will set up a permanent team at the project and report progress weekly.

Regarding the second runway, the National Assembly has just approved the investment policy, the Minister requested the investor and relevant units to promptly implement the procedures, and if necessary, appoint contractors with experience in constructing runway No. 1 to shorten the progress and must complete it before December 31, 2025.

"Do not let the situation happen when the airport is put into operation while the other runway is still under construction," the Minister noted and requested Truong Son Construction Corporation to focus maximum human resources on constructing the connecting road from the outside and in front of the airport terminal.

This route has only been under construction for 1 month, and is scheduled to be completed by December 2025. However, the Minister requested Truong Son Corporation to promote the spirit of soldiers, organize construction in many directions, and complete it by August 2025 at the latest to serve the airport's exploitation at the end of the year.


Deputy Minister of Transport Le Anh Tuan reported the progress of some items at Long Thanh airport to Minister Tran Hong Minh.

The Minister also requested the leaders of Dong Nai province to support the licensing of material mines to construct roads to the airport. At the same time, carry out site clearance work to construct a fuel pipeline from Go Dau port to Long Thanh airport.
