On September 29, at Dien Hong Hall of the National Assembly Building, the Central Committee of the Ho Chi Minh Communist Youth Union, the Central Council of the Young Pioneers in coordination with the National Assembly's Committee on Culture and Education, and the National Assembly Office organized a question-and-answer session within the framework of the hypothetical meeting of the "Children's National Assembly" in 2024.
The mock session was attended by 306 child delegates from 63 provinces and cities across the country.
Here, students take on the roles of National Assembly deputies and key leaders of the National Assembly and Government to question, debate and answer questions on issues.
During the question and answer session, the hypothetical child National Assembly delegates participated in expressing their opinions, raising the wishes and aspirations of local child voters on two issues: "preventing and combating school violence" and "preventing the harmful effects of tobacco and stimulants, especially in the school environment".
Attending this meeting, the two ministers of the Ministry of Education and Training and the Ministry of Health discussed with child delegates about these two topics.
Minister of Education and Training Nguyen Kim Son said that he was more nervous attending this meeting than at the official meeting. “I felt the confidence and very encouraging signs from the students that they showed,” said Mr. Son.
Mr. Son said that the meeting was hypothetical but the issues that the students raised were real. The questions and answers touched on very core issues, including school violence.
Minister Nguyen Kim Son asked all the National Assembly delegates about children: "Among all the parties involved, who has the most important role in eliminating violence from schools?"
A “child” delegate said: “In my opinion, the most important person to solve the problem of school violence is the students themselves. Because if you do not dare to speak up, to speak up, no one will be able to help you.”
The head of the education sector said: “The people who need to do the most work are none other than the students. If they study well, live with ambition, have ideals, know how to care and share, they certainly will not practice violence against others. If they have enough skills to be able to solve their own problems and help their friends solve their problems, not participating in violence has no place in schools."
According to Mr. Son, if students know how to select information, use social networks, and express their opinions, then the negative influences of society will not have a chance to reach them.
Mr. Son hopes that after leaving this hypothetical session and returning to their role as implementers, students will need to do more to contribute to solving their own story - school violence.
Besides, teachers and principals need to fulfill their responsibilities to their schools, develop school culture, and together gradually push back violence and build a happy environment.
Minister of Health Dao Hong Lan also said that from the state management agency side, the Ministry of Health will receive your opinions to continue to improve, advise on mechanisms, policies and solutions to prevent e-cigarettes and heated tobacco products to submit to the Government and the National Assembly in the coming time.
Politburo member and National Assembly Chairman Tran Thanh Man shared: "Despite their young age, the children have been very diligent in researching, learning, speaking coherently, with a confident and mature demeanor. Many of their questions and proposed solutions are very accurate, coming from reality," said Mr. Man.
National Assembly Chairman Tran Thanh Man said that the National Assembly, the Government, ministries, branches and organizations will study these issues in the process of drafting and promulgating legal policies to address issues related to children.
The National Assembly Chairman requested the National Assembly, the Government, localities, the Central Committee of the Ho Chi Minh Communist Youth Union, the Central Council of the Young Pioneers and relevant ministries and branches to pay attention to implementing a number of contents to better protect, educate and care for children in the coming time.
"I also suggest that the Ministry of Education and Training further strengthen moral education in schools. First learn manners, then learn knowledge. Teachers should be teachers, students should be students, schools should be schools, and classes should be classes," he said.
