Attending the groundbreaking ceremony were comrades: Truong Quoc Huy, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation; Nguyen Van Sinh, Deputy Minister of Construction; members of the Provincial Party Standing Committee, members of the Provincial Party Executive Committee; Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee; leaders of the Party building committees, the Provincial Fatherland Front, departments, branches, sectors, and mass organizations of the province; leaders of the Provincial Party Committee Office, the Provincial People's Committee Office; districts, towns, and cities; representatives of investors and contractors of the projects.
The groundbreaking and inauguration ceremony was organized under the direction of Prime Minister Pham Minh Chinh, in the form of direct and online simultaneous in all 3 regions of North - Central - South, connecting online from the main bridge point of Ho Chi Minh City to all works and projects. There were 80 projects that were started and inaugurated on this occasion, with a total investment of about 445,000 billion VND. Of which, there were 40 projects in the field of transportation; 12 industrial and civil construction projects, 12 educational projects, 9 socio-cultural projects, 5 public health projects and 2 irrigation projects.

In Ha Nam, the projects organized by the People's Committee of Ha Nam province include: Investment project to build the connecting road from T3 road to DH03 and infrastructure connecting with the existing residential area under the 1/2,000 scale construction zoning plan of Tam Chuc Indigenous Culture and Community Tourism Area (area number 4); Infrastructure improvement project, creating urban landscape, landscape of Tam Chuc Tourist Area. These projects were approved by the People's Committee of Ha Nam province with a total investment of 765.6 billion VND; the project implementation period is from 2024 - 2026.
In order to promote the exploitation of potentials and advantages of the province, in recent years, Ha Nam province has always paid attention to investing in the construction of synchronous and inter-regional transport infrastructure. In particular, investing in the construction of the connecting route from T3 road to DH03 road and the infrastructure connecting with the existing residential area under the Tam Chuc Indigenous Culture and Community Tourism Zone Sub-Zone Planning (Zone No. 4) is a necessary requirement to create synchronous infrastructure connection of Tam Chuc Tourist Area with neighboring functional zones in the area of Kim Bang town; create connections to develop diverse types of tourism and services in the Zone; strengthen the connection to develop tourism between Tam Chuc Tourist Area, Ha Nam with Trang An - Bai Dinh Tourist Area, Ninh Binh and Huong Pagoda in the Tam Chuc - Huong Son - Van Long - Dong Tam Complex.
Along with that, facing the fierce competition of tourist destinations in the region, as well as the increasing demands of tourists, the project of infrastructure improvement, urban landscape creation, and landscape of Tam Chuc National Tourist Area will contribute to providing a variety of high-quality products and services, creating conditions for better exploitation of the potential and advantages of Tam Chuc Tourist Area.
These projects have strategic significance in developing tourism and urban landscape, inter-regional connectivity, gradually turning tourism into a spearhead economic sector of Ha Nam province. That not only meets the expectations of the people in the province but also opens up opportunities for sustainable and comprehensive development, contributing to enhancing the position of Ha Nam province on the economic and tourism map of Vietnam.
