(TN&MT) - On the afternoon of December 23, Minister of Natural Resources and Environment Do Duc Duy chaired a meeting to listen to reports on criteria for identifying green projects, circular economy implementation plans, national green criteria, and green economic sectors integrated into the Vietnamese economic sector system, in order to encourage and promote green transformation.
Attending the meeting were Deputy Minister Tran Quy Kien; leaders of specialized units under the Ministry of Natural Resources and Environment.
At the meeting, Minister Do Duc Duy and Deputy Minister Tran Quy Kien discussed and clarified the contents of criteria for determining green projects, circular economy implementation plan, national green criteria, green economic sectors integrated into the Vietnamese economic sector system, in order to encourage and promote green transformation.
Regarding the content on environmental criteria and confirmation for investment projects granted green credit and issued green bonds, leaders of units discussed together the contents on the scope and subjects of regulation; explanation of terms; environmental criteria for projects granted green credit and issued green bonds; confirmation of investment projects belonging to the Green Classification List; requirements for independent organizations to confirm investment projects belonging to the Green Classification List...
Through constructive comments, Minister Do Duc Duy assessed that the drafting agency has made many efforts to complete the draft to basically meet the required quality. The Minister requested the Institute of Strategy and Policy on Natural Resources and Environment to continue to supplement and complete some more contents before submitting to the Prime Minister for consideration.
Regarding environmental criteria for investment projects granted green credit and green bond issuance, Minister Do Duc Duy suggested that the drafting agency should consult and rely on domestic and international regulations and standards to ensure consistency in investment laws. Regulations need to be clearly and explicitly stated to facilitate the implementation process. If additional regulations are added, they need to be proven on scientific grounds. Minister Do Duc Duy noted that it is necessary to strictly control projects that have the risk of causing environmental pollution; in particular, it is necessary to have assessments and preventive regulations for projects that unfortunately cause incidents affecting the environment during operation...
Regarding the content of confirming investment projects in the green classification list, Minister Do Duc Duy proposed that there must be specific regulations for organizations providing green credit and green bonds to meet and comply with the law, but avoid regulations that create administrative procedures...
Minister Do Duc Duy said that the issuance of environmental criteria for projects and project categories granted green credit and the issuance of green bonds aims to create a complete legal and technical corridor for the formation, operation and regulation of the green credit and green bond markets in a transparent, clear and effective manner.
At the same time, mobilize potential domestic and international green financial resources to finance the process of restructuring Vietnam's economy towards a green economy, circular economy, and low-carbon economy; contributing to the successful implementation of Vietnam's commitment to net zero emissions by 2050 at COP 26.
Regarding the national action plan for implementing the circular economy, Minister Do Duc Duy requested units to seriously develop plans and lists of conditions, in which priority is given to implementing the circular economy to create new growth drivers, enhance resilience and recovery for the economy, create breakthroughs in development, promote innovation of growth models, improve quality, efficiency and competitiveness, create new value-added chains, harmonize the relationship between the economy and the environment, and contribute to implementing international commitments on nature conservation and biodiversity.
In addition, it is necessary to ensure the harmony of interests of relevant entities, taking people as the center, focusing on improving social welfare and quality of life of the people; in accordance with the viewpoints, guidelines, policies, and laws of the Party and State on the country's economic and social development and international trends in implementing circular economy.
