(TN&MT) - On the morning of February 17, under the chairmanship of Minister of Natural Resources and Environment Do Duc Duy, the Conference on Appraising the Task of "Adjusting the National Land Use Planning for the period 2021 - 2030, with a vision to 2050" took place in Hanoi. The conference was held with the participation of leaders, experts, scientists and representatives from relevant ministries, branches and organizations. This is an important step in implementing the adjustment of the National Land Use Planning to meet the requirements of sustainable and effective development in the new period.
Attending the Conference, on behalf of the Ministries and branches, there were Deputy Minister of Natural Resources and Environment Le Minh Ngan - Member of the Appraisal Council; Deputy Minister of Planning and Investment Tran Quoc Phuong; representatives of the Ministries: Public Security, National Defense, Agriculture and Rural Development, Industry and Trade, Construction, Science and Technology, Transport, Justice, Education and Training, Finance, Natural Resources and Environment...

Adjusting the Planning to meet practical requirements
Speaking at the opening of the Conference, Minister Do Duc Duy informed that after more than 3 years of implementing the National Land Use Planning approved by the National Assembly in Resolution No. 39 dated November 13, 2021, a number of issues have arisen that need to be adjusted and supplemented due to changes in the country's socio-economic development strategy and plan; changes in legal regulations related to national land use planning and plans; changes in land use needs due to newly approved sectoral, sectoral and national key project plans...
Therefore, to meet the above practical requirements, the Ministry of Natural Resources and Environment has advised the Government to submit to the National Assembly for approval the policy of adjusting the National Land Use Plan in Resolution No. 17 dated November 30, 2024.
On that basis, the Ministry of Natural Resources and Environment has developed the task of "Adjusting the National Land Use Planning for the 2021-2030 period, with a vision to 2050" and submitted it to the Government to establish an Appraisal Council.
The appraisal council, chaired by the Minister of Natural Resources and Environment, Minister Do Duc Duy suggested that the delegates will focus on appraising and giving opinions on the following contents: Political basis and legal basis; Suitability, scientific nature and reliability of the content and method of planning establishment and adjustment; Suitability between the content of tasks and cost estimates, capital sources; Feasibility of the plan for planning establishment and adjustment; Selection of planning consulting organizations; Capital sources for implementation...
Based on the opinions of the Appraisal Council, the agency in charge of establishing the task will absorb, supplement and complete it for submission to the Prime Minister for consideration and approval.
Ensuring a long-term, holistic vision
Reporting on the tasks of implementing the task of "Adjusting the national land use planning for the period 2021-2030, with a vision to 2050", Director of the Department of Planning and Land Resources Development Dao Trung Chinh, on behalf of the unit, drafted information and tasks of preparing and adjusting the national land use planning in accordance with the provisions of the Law on Planning, the Law on Land and guiding documents for implementation to ensure a long-term, comprehensive vision, meeting the objectives of the draft 10-year Socio-Economic Development Strategy 2021 - 2030; as a basis for planning sectors and fields using land; ensuring inter-regional, inter-provincial, traffic connectivity, coastal, key and international economic corridors; organically linking urban and rural areas; between industrialization requirements and urbanization needs nationwide and in each locality; creating momentum for socio-economic and cultural development, strengthening national defense and security; ensure food security, water security, forest coverage rate; protect the environment.
The implementation task will closely follow the goal of ensuring land use needs to implement the 10-year Socio-Economic Development Strategy 2021 - 2030, the 5-year Socio-Economic Development Plan 2026 - 2030. Land fund arrangement meets the requirements of developing a synchronous infrastructure system, ensuring connectivity of inter-sectoral and inter-regional development spaces, economic corridors and dynamic development regions of the country.
The appraisal report on the task of "Adjusting the national land use planning for the period 2021-2030, with a vision to 2050" received comments from ministries, branches, experts and scientists, all of whom assessed that the task of adjusting the national land use planning was elaborately, detailedly and practically developed, meeting the requirements of the task of adjusting the national land use planning according to the provisions of the law on land and the law on planning...
The task of preparing and adjusting the National Land Use Plan has reflected the contents according to the provisions of the Law on Planning, the Law on Land and the guiding documents for implementation, ensuring legality, scientificity and practicality. The Ministry of Natural Resources and Environment - the Standing Body of the Council, received comments from the members of the Appraisal Council, promptly edited, supplemented and completed according to the opinions of the Appraisal Council before submitting to the Government for consideration and decision.

At the Conference, under the direction of Minister Do Duc Duy, delegates attending the Conference contributed additional comments to the content of the task "Adjusting the national land use planning for the period 2021-2030, with a vision to 2050", focusing on the following contents: Investigation, collection of information and documents; Analysis and assessment of additional factors, natural conditions, resources, direct impact context and current status of land use of sectors and fields; Forecasting trends of land use changes during the period of adjusting the national land use planning; Determining viewpoints and land use goals during the planning adjustment period; Land use orientation during the adjustment period; Developing a plan to adjust the national land use planning...
Speaking at the Conference, former Minister of Natural Resources and Environment Pham Khoi Nguyen - member of the Task Appraisal Council, in the current context when the country is aiming for double-digit growth, all local and regional socio-economic development plans must change accordingly; the high-speed railway line is formed with 21 stations in localities, urban areas and industrial clusters will appear, leading to a huge demand for land use; in addition, there are Netzero targets by 2050... therefore, it is necessary to carry out the task of "Adjusting the national land use planning for the period 2021-2030, with a vision to 2050" in a certain and methodical manner; specialized agencies need to inspect and check more to avoid waste and misuse of land resources...
According to Deputy Minister of Planning and Investment Tran Quoc Phuong, in the context of the domestic and international situation, especially the socio-economic development target reaching double digits, focusing resources on science and technology development, therefore, land use indicators need to closely follow these major orientations to act as a driving force for development, avoiding becoming obstacles. In addition, it is necessary to develop plans with land reserves to serve major orientations, and have strict regulations on land transfer terms...

Concluding the Conference, on the basis of receiving 14 comments, Minister Do Duc Duy agreed with the views of the Ministries, branches, experts and scientists who all assessed that the task of preparing and adjusting the national land use plan was elaborately, detailedly and practically constructed, meeting the requirements of the task of preparing and adjusting the national land use plan according to the provisions of the law on land and the law on planning...
Regarding the appraisal contents, regarding the suitability of the legal bases, Minister Do Duc Duy agreed with the opinions that the legal bases stated in the Mission Explanation were complete, appropriate and in accordance with current regulations.
Regarding the suitability, scientific nature, reliability of the content and method of planning adjustment, traditional methods have been combined with modern methods in the implementation process, so the results will ensure scientific nature and high reliability. In which, it is ensured that the planning does not miss any tasks, maintains the goals of agricultural land for food security, forest land to ensure forest cover... while still having enough land to serve industry, infrastructure and socio-economy. The Minister suggested that it is necessary to review and update some contents in the Resolution to handle transitional conditions, locally adjust land use...
Regarding the consistency between the content of the Task of preparing and adjusting the planning with the cost estimate and capital source for planning, the opinions of the delegates said that it has been built appropriately and in accordance with the provisions of the law. However, to ensure more strictness, the Minister suggested that the drafting agency should coordinate with specialized agencies to review further to ensure compliance with the regulations.
Minister Do Duc Duy and delegates also agreed on the feasibility of the plan to adjust the planning, however, it is possible to implement shortened procedures to ensure the proposed progress.
Regarding the contents of Selection of consulting organizations for planning; Content of submitted tasks; Use of capital sources..., the delegates also highly agreed... On that basis, Minister Do Duc Duy suggested that the drafting agency absorb the opinions of the delegates on the content of adjusting the strategy to closely follow the double-digit growth targets, closely follow the major orientations to make land the driving force for the development of industries.
