(TN&MT) - On the morning of February 17th, under the chairmanship of Minister of Natural Resources and Environment Do Duc Duy, the Conference to appraise the task of "Adjusting the National Land Use Planning for the period 2021-2030, with a vision to 2050" took place in Hanoi. The conference was attended by leaders, experts, scientists, and representatives from relevant ministries, sectors, and organizations. This is an important step in implementing the adjustment of the National Land Use Planning to meet the requirements of sustainable and efficient development in the new era.

Attending the Conference, on behalf of the Ministries and sectors were Deputy Minister of Natural Resources and Environment Le Minh Ngan - Member of the Appraisal Council; Deputy Minister of Planning and Investment Tran Quoc Phuong; representatives from the Ministries of: Public Security, National Defense, Agriculture and Rural Development, Industry and Trade, Construction, Science and Technology, Transport, Justice, Education and Training, Finance, and Natural Resources and Environment…

The conference was also attended by Assoc. Prof. Dr. Vu Nang Dung - President of the Vietnam Soil Science Association - Reviewer; Dr. Pham Khoi Nguyen - former Minister of Natural Resources and Environment - Member; and Dr. Nguyen Dinh Bong - Vice President of the Vietnam Soil Science Association - Member.

Adjusting the plan to meet practical requirements.

In his opening remarks at the conference, Minister Do Duc Duy informed that, after more than three years of implementing the National Land Use Plan approved by the National Assembly in Resolution No. 39 dated November 13, 2021, several issues have arisen that require adjustments and additions due to changes in the country's socio-economic development strategy and plan; changes in legal regulations related to national land use planning and plans; and changes in land use needs due to newly approved national key projects and sectoral plans…

Therefore, to meet the above practical requirements, the Ministry of Natural Resources and Environment advised the Government to submit to the National Assembly for approval the policy of adjusting the National Land Use Planning in Resolution No. 17 dated November 30, 2024.

Based on that, the Ministry of Natural Resources and Environment developed the task of "Adjusting the National Land Use Planning for the period 2021-2030, with a vision to 2050" and submitted it to the Government for the establishment of an appraisal council.

The appraisal council, chaired by the Minister of Natural Resources and Environment, Minister Do Duc Duy, requested that the participating delegates focus on appraising and providing feedback on the following contents: Political basis and legal grounds; Appropriateness, scientific validity, and reliability of the content and methods of planning and adjusting the plan; Appropriateness between the task content and estimated costs and funding sources; Feasibility of the planning and adjustment plan; Selection of consulting organizations for planning; Funding sources for implementation…

Based on the opinions of the Appraisal Council, the agency in charge of developing the task will incorporate, supplement, and refine it before submitting it to the Prime Minister for consideration and approval.

Reporting on the implementation of the task "Adjusting the National Land Use Planning for the period 2021-2030, with a vision to 2050," Director of the Department of Land Resources Planning and Development, Dao Trung Chinh, on behalf of the drafting unit, stated that the task of adjusting the national land use planning was carried out in accordance with the provisions of the Planning Law, the Land Law, and guiding documents to ensure a long-term, comprehensive vision, meeting the objectives of the draft 10-year Socio-Economic Development Strategy 2021-2030; serving as a basis for planning sectors and fields using land; ensuring inter-regional and inter-provincial connectivity, transportation links, coastal economic corridors, key areas, and international areas; organically linking urban and rural areas; and linking the requirements of industrialization with the needs of urbanization nationwide and in each locality; creating momentum for socio-economic and cultural development, and strengthening national defense and security. Ensuring food security, water security, forest cover rate; protecting the environment.

The implementation tasks will closely adhere to the objective of ensuring land use needs are met to implement the 10-year Socio-Economic Development Strategy 2021-2030 and the 5-year Socio-Economic Development Plan 2026-2030. Land allocation will meet the requirements for developing a synchronous infrastructure system, ensuring spatial connectivity between sectors and regions, economic corridors, and key national development zones.

The task of preparing and adjusting the National Land Use Plan has reflected the contents as stipulated in the Planning Law, the Land Law, and guiding documents, ensuring legality, scientific validity, and practicality. The Ministry of Natural Resources and Environment - the Standing Agency of the Council - will incorporate the comments of the Council members and promptly revise, supplement, and finalize the plan according to the Council's feedback before submitting it to the Government for consideration and decision.

At the Conference, under the chairmanship of Minister Do Duc Duy, delegates contributed additional opinions to the content of the task "Adjusting the National Land Use Planning for the period 2021-2030, with a vision to 2050," focusing on the following aspects: Investigating and collecting information and documents; Analyzing and evaluating additional factors, natural conditions, resources, the context directly impacting and the current state of land use in various sectors and fields; Forecasting trends in land use changes during the period of adjusting the national land use plan; Identifying viewpoints and objectives for land use during the adjustment period; Guiding land use during the adjustment period; Developing a plan for adjusting the national land use plan…

Speaking at the conference, former Minister of Natural Resources and Environment Pham Khoi Nguyen - a member of the task appraisal council - stated that in the current context, as the country aims for double-digit growth, all socio-economic development plans of localities and regions must change accordingly; the high-speed railway line with 21 stations in various localities will lead to the emergence of urban areas and industrial clusters, resulting in a huge demand for land; in addition, there are the Netzero targets by 2050… therefore, the task of “Adjusting the national land use plan for the period 2021-2030, with a vision to 2050” needs to be implemented in a solid and systematic manner; specialized agencies need to conduct more inspections and audits to avoid waste and misuse of land resources…

According to Deputy Minister of Planning and Investment Tran Quoc Phuong, in the context of domestic and international situations, especially the goal of achieving double-digit socio-economic development and focusing resources on science and technology development, land use indicators need to closely adhere to these major orientations to serve as a driving force for development and avoid becoming obstacles. Concluding the conference, based on the 14 contributions received, Minister Do Duc Duy agreed with the views of the ministries, sectors, experts, and scientists that the task of preparing and adjusting the national land use plan was meticulously and comprehensively developed, practical, and met the requirements of the task of preparing and adjusting the national land use plan as stipulated by land law and planning law…

Regarding the assessment of the legal basis, Minister Do Duc Duy agreed with the opinions that the legal basis presented in the Project Proposal was complete, appropriate, and in accordance with current regulations.

Regarding the appropriateness, scientific validity, and reliability of the content and methodology of the planning adjustments, traditional methods were applied in combination with modern methods during implementation, thus ensuring high scientific validity and reliability. This includes ensuring that the plan does not overlook any tasks, maintaining the objectives of agricultural land for food security, forest land to ensure forest cover… while still providing sufficient land for industry, infrastructure, and socio-economic development. The Minister suggested reviewing and updating some aspects of the Resolution to address transitional conditions and make localized adjustments to land use…

Minister Do Duc Duy requested the drafting agency to incorporate the delegates' opinions on the strategic adjustments to closely adhere to double-digit growth targets and major orientations, making land a driving force for the development of various sectors.

Regarding the consistency between the content of the planning adjustment task and the estimated costs and funding sources for planning, delegates commented that the current plan is appropriate and in accordance with the law. However, to ensure greater rigor, the Minister suggested that the drafting agency should coordinate with relevant specialized agencies to conduct further review to ensure compliance with regulations.

Minister Do Duc Duy and the delegates also agreed on the feasibility of the plan to revise the planning, but suggested that streamlined procedures could be implemented to ensure the set deadlines are met.

Regarding the contents of the plan, such as the selection of a consulting organization for planning; the tasks to be presented; and the use of capital, the delegates also reached a high level of consensus. Based on this, Minister Do Duc Duy requested the drafting agency to incorporate the delegates' opinions on the adjustments to the strategy to closely adhere to double-digit growth targets and major orientations, making land a driving force for the development of various sectors.
