One of the many issues that National Assembly deputies were concerned about and questioned Minister Dao Ngoc Dung about was the increasing situation of one-time withdrawal of social insurance.

Questioning Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung, delegate Trang A Duong (Ha Giang delegation) raised the issue: In recent years, the widespread and complicated developments of the Covid-19 pandemic have caused many workers to lose their jobs and have no income. In that context, many workers have chosen to receive one-time insurance because they need a sum of money to cover their living expenses. This situation not only puts great pressure on the social security system but also affects the goal of universal social insurance.
Delegate Trang A Duong proposed considering the establishment of a support fund for workers to help them reduce difficulties and stabilize their lives; at the same time, considering adding the National Employment Fund to localities to have more sources of income to support workers.
Responding to delegate Trang A Duong, Minister Dao Ngoc Dung admitted that recently, the situation of one-time insurance withdrawal has tended to increase, especially after the Covid-19 pandemic, this situation has increased more, especially in 2022 and the first months of 2023. To solve this problem, Minister Dao Ngoc Dung emphasized that it is necessary to find the cause to have specific solutions.

Regarding the issue of whether or not to establish a support fund for workers, Minister Dao Ngoc Dung acknowledged the opinions of delegates but said that this is only one of many solutions. Because, to reduce and eventually eliminate the situation of withdrawing social insurance at one time requires many related solutions, especially creating jobs, income, and a better life for workers.
"We will think carefully about establishing a support fund for workers; because this requires a thorough assessment of the basis and impact, reporting to competent authorities, and even reporting to the National Assembly for consideration," said Minister Dao Ngoc Dung.
Strengthening propaganda about accumulating contributions for retirement benefits when retiring
Previously, reporting to the National Assembly, Minister Dao Ngoc Dung said that there are many reasons for receiving social insurance benefits at one time. That is, the majority of workers have low incomes and little ability to save, leading to huge immediate financial needs when they lose their jobs. Most young workers are more concerned with immediate needs than the need to receive a pension when they retire.
In addition, the production and business situation of enterprises has encountered difficulties, especially in the period from 2020 to present, leading to many enterprises ceasing operations, narrowing the scale of production and business, leading to labor cuts.

Minister Dao Ngoc Dung emphasized a number of solutions to limit the situation of receiving social insurance benefits at one time, such as: Supporting business development, developing the labor market to maintain jobs for workers. Amending unemployment insurance policies to make them truly more effective tools.
In addition, it is necessary to promote the effectiveness of policies to solve the immediate financial difficulties of workers such as policies to support loans from the Social Policy Bank... At the same time, strengthen propaganda and dissemination of laws to raise awareness of the meaning and importance of accumulating contributions for retirement benefits when retiring, thereby creating consensus among people in general and social insurance participants in particular.
In addition, strengthening the organization and implementation of social insurance policies, consolidating people's trust in the social insurance system through promoting reform of the streamlined implementation organization, and improving the effectiveness of policy implementation.
"In particular, amending policy regulations to be suitable, increasing benefits, and increasing attractiveness to encourage workers to participate in social insurance," the head of the Department of Labor, War Invalids and Social Affairs emphasized.
