On behalf of the leaders of the Ministry of Natural Resources and Environment, Minister Dang Quoc Khanh commended and acknowledged the contributions and achievements of the Department in 2023, especially in proactively advising the Ministry's leaders in a timely manner. The Minister highly appreciated the quality of the Department's advisory documents with a methodical, scientific and effective presentation. This was demonstrated at the COP 28 Conference, where the Prime Minister acknowledged the Ministry of Natural Resources and Environment's careful preparation, especially in advising on the development and promulgation of the Resource Mobilization Plan to implement the Political Declaration on a Just Energy Transition (JETP).
Regarding the 2024 tasks, the Minister requested the Department of Climate Change to continue advising on the implementation of the Resource Mobilization Plan for the implementation of JETP in the coming time. In particular, it is necessary to review and evaluate the progress after 1 year of implementation; clearly analyze the results of resource mobilization, the participation of the state sector, the private sector, the results of resource mobilization... On this basis, continue to proactively advise the Ministry's leaders to perform well the role of Head of the JETP Secretariat.
Along with the task of continuing to develop legal documents, the Department needs to do a good job of inter-sectoral and local coordination, promote international cooperation, and become a focal point for mobilizing ODA resources for the natural resources and environment sector. The Minister directed the Department of Climate Change to strengthen the implementation of greenhouse gas inventory guidance, based on the inventory results and overall assessment of greenhouse gas emission reduction progress to be able to assess the quality and effectiveness of Vietnam's emission reduction work.
In addition, the Minister requested the Department to focus on research, consulting and developing the carbon market. Currently, the Ministry has submitted to the Prime Minister a Directive on strengthening the management of carbon credits to implement the Nationally Determined Contribution (NDC). In 2024, the Department of Climate Change needs to urgently coordinate with units to disseminate, train and exchange related contents, especially to disseminate information to businesses and people about legal regulations and policies.
The Minister also requested the Department of Climate Change to continue to advise on more robust implementation of climate change adaptation solutions in the Mekong Delta; proactively study international experience, assess and identify the domestic situation as a basis for developing appropriate policies to manage climate change response activities. State management of climate change needs to be considered in conjunction with socio-economic development and ensuring people's livelihoods, helping the country increase its proactiveness in responding to climate change in conjunction with sustainable economic development of the country.
In the spirit of promoting the achieved results, the Minister requested the Department's leadership to continue focusing on political and ideological work, creating solidarity and unity among all cadres and party members to strive to overcome difficulties and challenges, and successfully complete assigned tasks.
Reporting on the implementation of tasks in 2023, Mr. Tang The Cuong, Director of the Department of Climate Change, said: In the past year, the Department has completed the task of developing and promulgating legal documents according to the Ministry's Work Program. In particular, advising the Ministry to submit 7 documents and projects to the Prime Minister; submitting 8 guiding documents, decisions, and circulars to the Minister to serve the state management of climate change. The Department also advised the Ministry to issue documents to ministries, branches, and localities to guide the implementation of the Nationally Determined Contribution (NDC) in 2022, as well as integrating climate change response content into strategies and planning. Completing periodic inspections of compliance with climate change laws and current regulations in some localities.
Regarding the implementation of tasks assigned by the Government and the Prime Minister, the Department of Climate Change has advised the Ministry to submit to the Prime Minister a Decision to establish a Secretariat to implement the Political Declaration on the Establishment of the Just Energy Transition Partnership (JETP); Project to implement the Political Declaration on the Establishment of the Just Energy Transition Partnership (JETP). The Department has completed the development of the Resource Mobilization Plan to implement JETP and submitted it to the Prime Minister and the Announcement Ceremony was held at COP28 on December 1, 2023. This is the basis for attracting support from international partners and international institutions for the implementation of equitable energy transition projects.
“In the period from 2020 to present, the Department has presided over and participated in advising competent authorities to issue 26 legal documents and directives on climate change and ozone layer protection. Up to now, legal regulations on responding to climate change have been established quite fully, from legal regulations to decrees and circulars providing detailed instructions for state management of climate change to come into life,” Mr. Tang The Cuong emphasized.
Last year, the Department completed the Project to submit to the Ministry and the Government and participated in the Vietnamese Delegation to attend the COP28 Conference in the United Arab Emirates. At the COP28 Conference, the Vietnamese Delegation participated substantially and had many activities that contributed significantly to the success of the Conference, which were highly appreciated by the international community.
In particular, the Department has organized the development of contents and reports summarizing and evaluating the implementation of climate change response contents in Resolution 24-NQ/TW; at the same time, chaired and coordinated with relevant agencies and units to develop a proposal for the "National target program on environmental protection and climate change response for the period 2026-2030" with many important goals.
The Department has coordinated with the Ministry of Finance to complete the Project on developing the carbon market in Vietnam; coordinated with relevant agencies to propose the development of regulations on carbon credit management. Continue to coordinate with ministries, branches and localities to carry out assigned tasks in action programs and plans on responding to climate change; implement projects and strategies on climate change. Other specialized tasks of the Department are also focused on implementation according to the plan set out in 2023.
In particular, over the past year, the Department has ensured the responsibility of the Focal Point to help the Ministry perform the tasks of the Standing Agency of the COP26 Steering Committee and the JETP Secretariat. Specifically, the Department has done a good job of urging ministries, local branches, enterprises, and relevant parties to implement the 2023 work of the Steering Committee to implement Vietnam's commitments at the COP26 Conference. At the same time, it has actively coordinated with agencies, groups of partners, and international financial institutions to advise the Ministry on implementing the JETP Political Declaration.
Regarding international cooperation, the Department has been cooperating with many international partners, including 13 countries and 35 international organizations. The content and results of international cooperation activities have provided resources, knowledge and experience to effectively support the work of building policies and laws to serve state management of climate change.
Regarding the key tasks in 2024, Director Tang The Cuong said that the Department will continue to implement the issued legal documents; continue to coordinate with ministries, branches and localities to implement legal documents; carry out assigned tasks in the Action Programs and plans on responding to climate change; continue to advise the Ministry and the National Steering Committee to implement Vietnam's commitments at the COP26 Conference, focusing on implementing the Resource Mobilization Plan to implement JETP; advise, organize negotiations and implement agreements with international partners to exchange carbon credits and greenhouse gas emission reduction results...
The Department will also continue to complete the database on climate change; proactively study international experience, assess and identify the domestic situation to serve as a basis for developing appropriate policies to manage climate change response activities.
At the Conference, representatives of the leaders of the units under the Ministry of Natural Resources and Environment expressed their agreement and appreciation for the results of the work in 2023 and the direction and tasks in 2024 of the Department of Climate Change. Many delegates said that in 2023, this was the result of efforts in the direction and operation, along with a team of dedicated and professional staff. In particular, the preparation work for the COP 28 Conference has created a good reputation and image of Vietnam. The Department is also facing a great opportunity to attract international financial resources and needs to make good use of these resources in the coming time.
On this occasion, Minister Dang Quoc Khanh and Deputy Minister Le Cong Thanh awarded Certificates of Merit from the Minister of Natural Resources and Environment to collectives and individuals with outstanding achievements in preparing and participating in the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 28).
