The Minister of Industry and Trade must take full responsibility for ensuring electricity supply.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 49 on the drastic, synchronous and effective implementation of solutions to ensure electricity supply.

According to the Prime Minister , the electricity load is forecast to grow by 12.2% in 2025 (10.1% increase in 2024 compared to 2023) for the whole year, with the national maximum capacity reaching 54,510 MW (an increase of 11.3% compared to 48,950 MW in 2024).

Proactively develop power source projects, prioritize water for power generation

Therefore, to ensure electricity supply, the Prime Minister requested ministers of relevant ministries, chairmen of provincial and municipal People's Committees and energy corporations to ensure that the plan for electricity supply and operation of the national power system in 2025 is approved; strengthen management, promote inspection and supervision of management, urge and encourage the operation of power projects.

In particular, the Minister of Industry and Trade urgently organizes the implementation of the adjusted Power Plan 8, promptly issues a plan to implement the plan, and completes it before May 10. The Minister must take full responsibility before the Government and the Prime Minister for ensuring adequate electricity supply to serve production and business activities and people's lives.

Strengthen inspection and supervision of operations and urge the implementation of power source projects, best prepare for power generation during peak months.

Synchronously implement electricity saving solutions, effectively encourage direct electricity trading mechanism. Develop self-produced and self-consumed rooftop solar power sources.

The Minister of Agriculture and Environment directed owners of hydroelectric reservoirs to calculate and plan water intake. Prioritize maximum reserve water for power generation during peak times and enhance solutions for water saving.

The Minister of Finance directs and supervises EVN, TKV, and PVN to strengthen effective coordination and effectively implement contracts for electricity purchase, coal supply, and gas supply. Do not allow negativity, corruption, or waste to occur; take responsibility for leadership and direction of stable operations and promptly resolve incidents.

Absolutely no shortage of raw materials or electricity

The Head of Government also assigned the chairmen and general directors of the following corporations: Vietnam Electricity, Vietnam National Industry and Energy, Vietnam Coal and Mineral Industries Group and Dong Bac Corporation to quickly and decisively implement power source and grid projects.

Prepare for production, promptly fix problems, ensure operational efficiency and be able to mobilize maximum power generation capacity during peak months of 2025, absolutely must not let fuel shortages occur.

Previously, on April 22, Minister of Industry and Trade Nguyen Hong Dien also chaired a meeting with representatives of energy units on the electricity supply situation, requiring absolute assurance of safe electricity supply for the economy, especially during the dry months and important national holidays.

The parties need to strengthen close coordination in calculating, updating and announcing the demand for electricity mobilization to ensure close adherence to reality and enough time for power plant investors to prepare sufficient fuel sources to serve power generation.

Relevant units must make specific plans and assign shifts during holidays and peak hot weather to be ready to handle incidents. Proactively and strictly implement coal reserves to be ready for power generation.

Prepare extreme plans

According to Mr. Nguyen Duc Ninh, General Director of the National Electricity System and Market Operation Company (NSMO), the estimated cumulative load by the end of April 2025, the total electricity output produced and imported by the national electricity system is estimated to reach ~98.7 billion kWh.

The power system has encountered situations that affect its ability to ensure power supply. However, power supply in the first 4 months of the year is still guaranteed.

To ensure electricity supply, NSMO has developed many scenarios, taking into account extreme scenarios and favorable scenarios. These include assessing fuel demand if demand is not high and adjusting the mobilization of Son La hydropower plant to increase flood prevention capacity and improve safety during the construction of Hoa Binh hydropower expansion.

Regarding the overall electricity supply situation, the national and three-region power systems will ensure sufficient electricity supply during the dry season months and throughout 2025. Units have reported on the production situation serving electricity supply, coal and gas supply for electricity production and proposed coordination plans to ensure stable electricity supply in 2025, especially during the holidays of April 30, May 1 and peak hot months.
