At the Conference to evaluate the results of the implementation of the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas, Phase I (from 2021 to 2025), Minister and Chairman of the Ethnic Committee Hau A Lenh suggested that localities should pay attention to the poor, ethnic minorities, and prestigious people.
On December 18, in Thai Nguyen, a conference was held to evaluate the implementation results of the National Target Program (NTP) on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030, phase I (from 2021 to 2025) and propose the content of the Program phase II (from 2026 to 2030) in the Northern region.
The National Target Program for Ethnic Minorities and Mountainous Areas has brought about many important milestones.
Reporting on the assessment of the implementation results of the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas, Phase I (2021 - 2025), Mr. Y Vinh Tor - Deputy Minister, Vice Chairman of the Ethnic Minorities Committee emphasized that although the National Target Program on Ethnic Minorities and Mountainous Areas was officially implemented from the second half of 2022, thanks to the efforts and proactiveness of many localities in the area in organizing implementation and integrating resources from other programs and projects in the province, some targets are estimated to have been completed by December 31, 2024, exceeding the assigned plan targets.
According to the plan, for the entire period of 2021 - 2025, the resources to implement the Program of 19 provinces are 47,157,367 billion VND, of which the central budget capital for investment support is 37,890,499 billion VND, the local budget capital is 9,274,140 billion VND. The results of disbursement of capital to implement the National Target Program for Ethnic Minorities and Mountainous Areas from the allocated capital for the period of 2021-2024 up to September 30, 2024 are: Central budget capital reaches 58.3%; Local budget capital reaches 75.7%.
The program has 9 basic target groups with a total of 24 basic targets assigned by the National Assembly until the end of 2025. Of the 8 target groups that have been and are being reviewed, initial results show the completion of most of the targets. Of which, 5/8 basic target groups have been achieved. For example: The target on poverty reduction rate among ethnic minorities...
From the achieved results, the Ethnic Committee continues to set out the goals of the program phase II as follows: Continuing to maintain the goals of the Program in exploiting the potential and advantages of localities in the region, innovating, promoting economic development, ensuring social security; reducing poverty quickly and sustainably, gradually narrowing the gap in living standards and income compared to the national average; gradually reducing the number of communes and villages with special difficulties...
Some specific targets include: The average income of ethnic minorities is half of the national average; The number of poor households is reduced to below 10%. There are basically no more extremely disadvantaged communes and villages; 70% of communes in ethnic minority and mountainous areas meet new rural standards...
"It can be seen that some localities in the ethnic minority and mountainous provinces in the Northern region have achieved relatively good results in completing the specific goals and targets of the program according to the annual progress. Some provinces have achieved and will achieve the goals set by the Program such as: Vinh Phuc, Quang Ninh, Hanoi, Thai Nguyen....", Mr. Y Vinh Tor emphasized.
The Deputy Minister, Vice Chairman of the Ethnic Committee added that it is expected that by the end of 2025, the target for poverty reduction among ethnic minorities in localities will be (striving to reach 3%/year), in which some provinces have high poverty reduction rates such as: Lao Cai 6.4%, Dien Bien 5.1%, Yen Bai 5%, the remaining provinces all achieved and exceeded the set target. The number of communes out of extremely difficult areas is expected to reach 424 communes (94.2%) by the end of 2025; The number of villages out of extremely difficult areas is expected to reach 3,322 villages (75.2%) by the end of 2025.
Up to now, according to local reports, the average income of 19 provinces in ethnic minority and mountainous areas in the North has reached 52.7 million VND/person/year, estimated to reach 57.8 million VND/person/year by the end of the period (4.2 times higher than the average income of ethnic minority areas in 2019). In particular, the average income per capita of some provinces is quite high such as: Lao Cai 104 million VND/person/year, Quang Ninh 100 million VND/person/year, Ninh Binh 68 million VND/person/year, Hanoi 80 million VND/person/year.
"In general, up to the reporting time, provinces/cities in ethnic minority and mountainous areas have made great efforts in implementing the goals and targets of the Program. Some localities have achieved relatively good results in completing the goals and targets according to the annual progress; it is expected that by the end of the period, 5 provinces and cities will complete 100% of the assigned goals and targets, namely Hanoi, Quang Ninh, Vinh Phuc, Lang Son, Thai Nguyen", Mr. Y Vinh Tor assessed.
Arrange the organizational structure reasonably, synchronously, and consistently from the focal point to the people.
In his concluding remarks at the conference, Mr. Hau A Lenh - Minister, Chairman of the Ethnic Committee emphasized three key tasks that need to be done in the coming time.
Firstly, regarding the results of the conference with recommendations from localities, it is recommended that members of the Central Steering Committee take note and promptly respond if within their authority. For issues that are not within their authority, they need to be responsible for recommending to competent authorities for amendments and supplements.
Second, the presiding agency, the coordinating office, departments, units, and committees are requested to seriously absorb and clearly classify. Localities are requested to continue reviewing and paying attention to the system of legal documents and procedures.
Third, regarding program content, scope of subjects, policy content, and implementation resources. It is necessary to carry out assignment associated with decentralization and delegation of authority.
Based on lessons learned, difficulties, and recommendations, it is necessary to focus on the key directions of each locality to discuss, agree, and clearly define specific content for a final solution.
At the same time, the Minister and Chairman of the Ethnic Committee requested the People's Committees of the provinces to direct, review and evaluate according to a unified viewpoint, the provincial steering committees to have strong direction, and requested the departments, branches and members to coordinate with the Ethnic Committees of the provinces to focus on careful evaluation.
"We hope that the provinces will pay attention to arranging the organizational structure to be reasonable, synchronous, and unified from the focal point to the people," said Mr. Hau A Lenh.
The Ethnic Minority Committees of the provinces are requested to proactively coordinate with departments and branches to advise the Provincial People's Committee and provincial steering committees to do a better job of evaluating and implementing ethnic policies with the three mottos "firm, sharp and effective".
Along with that, localities need to pay attention to policies for people with merit, prestigious people, poor and near-poor households, ethnic minorities, especially in areas affected by natural disasters and floods, with the motto "no one is left behind".
