Minister of Construction Tran Hong Minh inspects the implementation of two expressway projects through Lang Son - Lang Son Newspaper and Radio and Television Station

- On April 21, Comrade Tran Hong Minh, Member of the Party Central Committee, Minister of Construction inspected the implementation of the Huu Nghi-Chi Lang border gate expressway project and the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project.

Attending the event were Mr. Luong Trong Quynh, Vice Chairman of Lang Son Provincial People's Committee and leaders of departments, branches, People's Committees of districts and cities where the project passes.

Comrade Tran Hong Minh, Member of the Party Central Committee, Minister of Construction, directed to speed up the project progress at the site.

According to the report, the implementation of the two expressways is being actively and effectively implemented by units and investors.

Regarding site clearance, as of April 20, 2025, at the Huu Nghi - Chi Lang border gate expressway project, the People's Committees of districts and cities have handed over 568.74 ha/593.6 ha of site, equivalent to 95.8% of the area according to the technical design documents (an increase of 8 ha compared to the reporting period on April 9, 2025).

For construction and installation work, the project enterprise organized 87 construction teams, mobilized 1,955 engineers and workers; 900 pieces of equipment on the construction site. The value of construction output reached 975/6,580 billion VND, equivalent to 15% of the plan. The project enterprise signed a progress commitment with contractors on a weekly basis to speed up excavation and earthwork work, striving to complete the route according to the design in 2025.

Comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee, reported on the work of removing obstacles at the intersection of the expressway with National Highway 4B in Lang Son city.

Regarding project disbursement, up to now, it has reached 1,532/more than 11,000 billion VND of total project investment, of which, the disbursement value of state budget capital participating in the project reached 1,301/4,742 billion VND, equivalent to 27.44% of the allocated capital plan; investors have disbursed more than 231 billion VND.

At the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project, the province has handed over a site area of 405.5 hectares/458.4 hectares, reaching 88.47% of the approved technical design scope (an increase of 13.48 hectares compared to the reporting period on April 9, 2025).

Regarding construction and installation, the project enterprise and contractors mobilized more than 2,200 personnel and 1,141 machines and equipment, implementing construction with 216 projects, with construction output reaching 2,409/10,438 billion VND, equivalent to 23% of the contract value.

The Minister of Construction listened to the project enterprise's report and directed to speed up the construction progress of the Huu Nghi-Chi Lang border gate expressway project.

To speed up construction progress, the project enterprise representative requested that Lang Son and Cao Bang provinces focus on completing site clearance and moving technical infrastructure before April 30, 2025, and approve additional material gathering locations and dumping sites.

At the same time, the representative of the project enterprise requested the People's Committee of Lang Son province to speed up the completion of procedures and approve the adjustment of the investment policy of the Huu Nghi - Chi Lang border gate expressway project, increasing the state capital participation rate to 70% in April 2025; approve the project adjustment and sign the project contract appendix with the investor/project enterprise in May 2025.

At the test, Comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee, requested the Ministry of Construction to report to the Prime Minister and relevant ministries and branches to consider allocating an additional 800 billion VND from the excess central budget revenue to implement the Huu Nghi - Chi Lang border gate expressway project.

Concluding the on-site inspection of the projects, the Minister of Construction acknowledged the efforts of the two provinces of Lang Son and Cao Bang in leading and directing the implementation of site clearance and removing difficulties and obstacles during the project implementation process.

Regarding the upcoming tasks, the Minister of Construction emphasized: Currently, the available ground conditions and favorable weather are a golden opportunity to carry out road excavation and embankment construction according to the design.

He requested the project enterprise and contractors to continue to add machinery, equipment, and workers to speed up the construction and installation of underground works, cross-drainage culverts, and bridge locations on the route of the two expressway projects. During the construction process, contractors must do a good job of environmental sanitation, labor safety, and traffic safety in the construction and installation areas of the items.

Regarding site clearance, he requested the People's Committees of Lang Son and Cao Bang provinces to continue directing the People's Committees of districts and cities to completely resolve the non-contiguous locations, affecting the contractor's construction solutions.

Regarding the recommendations of Lang Son province, the Minister of Construction requested the Ministry's Office to receive and advise the Ministry's leaders to report to the Government and the Prime Minister for consideration and resolution. Regarding problems related to the responsibilities of the Ministry of Construction such as handling positions related to railways, he requested the departments to focus on resolving them immediately so that the construction of the items is not interrupted.
