According to Mr. Nguyen Van Thang - Minister of Finance, streamlining the apparatus is to operate effectively and efficiently. After streamlining, the apparatus will cut down on how many units, people, and reduce budget expenditures.
Countries spend only 48-50% of total budget revenue on regular expenditure.
Speaking at the conference summarizing tax work in 2024 and deploying tasks for 2025 held by the General Department of Taxation on December 19, Minister of Finance Nguyen Van Thang affirmed that in 2024, the tax sector had successfully completed many tasks. Of which, the annual budget revenue for the first time reached more than 1.73 million billion VND.
Regarding the arrangement and streamlining of the apparatus, Mr. Thang emphasized that this is a policy that has been put forward by the Politburo and the Party Central Committee, and General Secretary To Lam has had many extremely important messages.
For the country to enter a new era, there is no other way, the entire political system must get involved, focusing on three strategic breakthroughs, economic development, and national defense and security, ensuring that we complete our tasks on the occasion of the 100th anniversary of the founding of the Communist Party of Vietnam (1930 - 2030) and the 100th anniversary of the founding of the country (1945 - 2045).
In the coming term, we must strive for GDP growth to reach double digits or more and implement three strategic breakthroughs. Streamlining the apparatus is a timely decision of the Party.
"If a country wants to develop, development investment spending must be large, must be more and must be higher than regular spending.
But currently our regular expenditure accounts for 70% of the budget, leaving only 30% for development investment, security and defense. So where is the money left for development investment?" Mr. Thang emphasized.
Meanwhile, according to Mr. Thang, in developed countries, regular expenditure only accounts for 48-50% of budget expenditure. Thus, it is clear that our apparatus is having problems.
"Streamlining the apparatus to achieve the goal: One job is done by one agency, one agency does many jobs. Not one job is divided into many agencies, stepping on each other's toes, causing difficulties and slowing down progress," said Mr. Thang.
Vietnam's tax model will have three levels, similar to China, Korea, Japan, Thailand.
Regarding the Ministry of Finance, Mr. Thang said that the Ministry of Finance is the agency that has been most reorganized and streamlined when merging with the Ministry of Planning and Investment, and at the same time receiving a number of other agencies. The ministry itself also reorganized 5 general departments, a lot of work.
Up to this point, the Ministry of Finance has basically submitted to the Government policies on restructuring and streamlining the apparatus for approval and implementation.
For the tax sector, the Ministry of Finance is presenting a 3-level model: State tax, regional tax and below that is the district level.
"Vietnam's tax model will be implemented in the same way as China, South Korea, Japan and Thailand. The important thing is that we must streamline the apparatus to achieve the goals set by the central government, which must be effective and efficient, and definitely not a formality. We must not do it to cope!" - the Minister of Finance emphasized.
Mr. Thang requested that the tax sector reorganize and streamline to get results. It must be shown how this can be done in numbers, such as how many agencies and people can be reduced, and ultimately how much money can be saved for the budget.
Initially we need to spend money to arrange and encourage the affected cases, but certainly the arrangement and streamlining will have a positive impact on society.
At the conference, the Minister of Finance also warned the tax sector about tax refund crimes. He affirmed that it is impossible to forgive these subjects when they take advantage of legal loopholes for illegal personal gain, causing losses to the state budget.
The tax industry needs to be strong and fight strictly, with no forbidden zones and no exceptions.
"Doing business and evading taxes is a crime, but doing business without paying taxes and also trying to take advantage of the State is unforgivable," Mr. Thang emphasized.
