On the morning of June 27, the National Assembly discussed in the hall the draft law on People's Air Defense (PKND). According to the draft, the task of PKND is to coordinate with the national air defense force and the army air defense force to be ready for combat, to fight, prevent and fight against enemy air attacks and to manage and protect the airspace at an altitude of less than 5,000 m.

Explaining to the National Assembly, General Phan Van Giang, Minister of National Defense, said that determining the height of 5,000 m is "not difficult". Of which, below 5,000 m is the responsibility of the People's Air Defense Force, higher levels are the responsibility of the military regions, and even higher strategic levels are directly the responsibility of the Ministry of National Defense. According to General Phan Van Giang, flying vehicles at a distance of 5,000 m will achieve high targets, so determining the flight area is extremely important in combat. The Minister of National Defense also affirmed that PKND combat operations are a unique feature of Vietnam's military art. Mr. Giang said, "Every country has this flying device, we do not lack it". Therefore, the management of flying devices must be assigned to the Ministry of National Defense.

Previously, at the discussion session, delegate Luu Van Duc (Dak Lak delegation) said that the use of unmanned aircraft is being exploited quite commonly in agricultural and forestry production such as irrigation, spraying and forest management. Mr. Duc expressed his opinion that unmanned aircraft that are not classified before exploitation and use can give rise to administrative procedures. Therefore, he proposed to study and add regulations on classification or exemption for registration of unmanned aircraft and ultralight aircraft to ensure convenience for socio -economic development activities. Also giving his opinion, delegate To Van Tam (Kon Tum delegation) mentioned the issue of suppression of unmanned aircraft. He suggested that it is necessary to clearly define the conditions for suppression, can they be shot down? Citing the use of unmanned aerial vehicles by countries in military conflicts, the Kon Tum delegate said that in cases where unmanned aerial vehicles harm national security, they must be allowed to be shot down. Delegate Duong Tan Quan (Ba Ria - Vung Tau delegation) also expressed his high agreement with the need to promulgate the Law on Unmanned Aerial Vehicles. Mr. Quan commented that the system of legal documents related to unmanned aerial vehicles activities, management of unmanned aerial vehicles, and ultralight aircraft currently only has framework regulations, which are of a principled nature. Meanwhile, practice has set forth requirements requiring the creation of a complete and comprehensive legal basis for unmanned aerial vehicles activities to meet the requirements of protecting the Fatherland in the new situation. In addition to the prohibited acts in the draft, Mr. Quan said that there are many other activities that harm unmanned aerial vehicles that have not been foreseen. He proposed adding a clause on the prohibition of other acts affecting unmanned aerial vehicles.
