On the afternoon of September 6, a working delegation of the Ministry of Agriculture and Rural Development (MARD) led by comrade Le Minh Hoan, member of the Party Central Committee, Minister of MARD, and Deputy Head of the National Steering Committee for Natural Disaster Prevention and Control (PCTT) inspected the response to storm No. 3 in Thai Binh.

Reporting at the inspection session, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Disaster Prevention and Control, and Search and Rescue affirmed that Thai Binh has drastically implemented measures to respond to storm No. 3 according to the direction of the Government, the Prime Minister, and the Ministry of Agriculture and Rural Development; directed all levels, sectors, and localities to coordinate in calling for and guiding ships and boats to safe shelters. The Standing Committee of the Provincial Party Committee and the Provincial People's Committee have issued telegrams directing and urging departments, sectors, and localities to seriously implement measures to respond to storm No. 3, at the same time organizing the review and statistics of plans to protect key vulnerable points and prepare materials, means, and human resources according to the "4 on-site" motto to be ready to handle situations when they occur; reviewed plans to evacuate people according to regulations; determined to ensure absolute safety for people, minimizing damage caused by storms.

By 5:00 p.m. on September 6, the province had a total of 995 ships and boats with 2,950 workers working at sea. Strictly implementing the sea ban, by 5:00 p.m. on September 6, all ships and boats had entered safe anchorages in anchorages inside and outside the province, with no vehicles operating in dangerous areas. Workers looking after clam huts, workers in aquaculture ponds, and seafood farms along rivers and estuaries have been relocated to safe places. Localities in the province have also completed the relocation and evacuation of people living in weak houses to solid areas to ensure safety.

Thai Binh currently has 37 key weak points of dikes, embankments and culverts (3 key points at provincial level and 34 key points at district level), including 8 key points on river estuary and sea dykes. The key points have been established, protection plans have been approved and assigned to localities to proactively prepare human resources, materials and means according to the "4 on-site" motto, ready to deploy and handle when requested or when an incident occurs.

Regarding agricultural production, as of September 6, Thai Binh had over 27,400 hectares of winter-spring rice in bloom, equivalent to 35% of the cultivated area. The province has directed the agricultural sector, irrigation units and localities to thoroughly drain water throughout the entire system to prevent flooding caused by storms. The whole province has 672 fish cages and 1,152 oyster rafts at river mouths. Farmers have been informed about the storm, propagated and instructed to reinforce anchors, ropes, and add steel wire to raft buoys to proactively respond to the storm.

The Minister of Agriculture and Rural Development, along with the working delegation and provincial leaders, inspected the response to storm No. 3 at Lien Ha Thai Industrial Park and Tan Son Fishing Port (Thai Thuy). Currently, the industrial park infrastructure investor has coordinated with enterprises to deploy measures to reinforce factories, drain water, and proactively prepare response plans for possible storm situations, ensuring production activities resume immediately after the storm dissipates. Enterprises in the industrial park will operate until 6 p.m. on September 6 and will stop production to avoid the storm from September 7. The delegation also listened to Thai Thuy district report on the prevention and control of storm No. 3.

At the inspection sites, comrade Le Minh Hoan, Minister of Agriculture and Rural Development, Deputy Head of the National Steering Committee for Natural Disaster Prevention and Control, acknowledged and highly appreciated the province's proactive, positive and drastic measures to respond to storm No. 3, and emphasized that this is a very strong storm with complex developments and a wide range of influence, so he requested the province to continue to strictly implement the Government's directives on responding to storm No. 3. Mobilize the entire political system to join in, assign specific tasks to lead, direct, and urge the implementation of storm prevention and control work. Step up propaganda to agencies, units, localities and especially the people about storm prevention and control measures. Absolutely do not be subjective or negligent; ensure the safety of people's lives, minimize property damage caused by storms. Proactively drain water, protect rice, crops, and cages; Have plans to ensure safety of key dikes and embankments, and be ready to promptly handle arising situations.
