Minister of Agriculture and Environment sends 10 proposals to the United Nations

(PLVN) - Minister of Agriculture and Environment Do Duc Duy sent 10 important proposals to senior leaders of the United Nations, including 5 issues on climate change and environment, 5 issues on agriculture and food systems.

On the afternoon of April 16, on the sidelines of the Partnership for Green Growth and the Global Goals 2030 (P4G) Vietnam 2025 Summit, Minister of Agriculture and Environment Do Duc Duy had a bilateral meeting with UN Deputy Secretary-General Amina Mohammed. Also attending were Ms. Pauline Tamesis - UN Resident Coordinator in Vietnam and Ms. Ramla Khalidi - UNDP Resident Representative in Vietnam.

At the meeting, the Minister of Agriculture and Environment made 10 important proposals to senior leaders of the United Nations, including 5 issues on climate change and environment, 5 issues on agriculture and food systems (FSS).

Regarding climate change and environment, during this period, the Ministry of Agriculture and Rural Development is taking the lead in developing the updated version of the Nationally Determined Contribution (NDC) version 3.0. The first draft of NDC 3.0 is expected to be completed in June 2025 and sent to the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) ahead of the COP30 Conference taking place in November 2025.

Vietnam hopes that the United Nations will continue to support the implementation of commitments at COP26, as well as the implementation of the National Strategy on Climate Change to 2050 and the National Plan for Climate Change Adaptation.

Regarding the development of circular economy, Minister Do Duc Duy emphasized the commitment and efforts of the Vietnamese Government, especially the Prime Minister's leadership role in promoting the circular economic model in general and in the agricultural sector in particular. Accordingly, Vietnam requested that United Nations organizations continue to provide technical support, perfect processes, criteria, indicators and standards applicable to circular economy at various levels.

At the same time, Vietnam wishes to receive support to develop measurement and evaluation tools and pilot implementation of circular economic models; strengthen communication, education and training activities to develop the Vietnam Circular Economy Network, aiming to build a consulting center, support knowledge, policies and connect resources between economic actors.

Regarding the implementation of the Just Energy Transition Partnership (JETP), Vietnam proposed that the United Nations promote the international partnership group to review and support investment for eight project proposals in the fields of energy (hydropower, wind power, solar power, renewable energy integration, energy storage, transformer stations) and construction materials (cement).

Regarding biodiversity conservation, Vietnam wishes to continue receiving technical support and research on methodologies, applying natural solutions; promoting an ecosystem approach associated with climate change adaptation. Along with that, developing sustainable agriculture and food systems suitable for ecological regions.

Regarding the field of hydrometeorology, the head of the Ministry of Agriculture and Rural Development hopes that the United Nations will support technical and financial resources to improve infrastructure and hydrometeorological information transmission, contributing to the implementation of the United Nations' Early Warning System for All (EW4all) initiative; cooperation in scientific research on meteorology, hydrology, and oceanography; and the development of a national climate service framework.

Regarding agriculture and the development of the food security system, based on the existing cooperation platform, Vietnam requests the United Nations to continue to accompany and support Vietnam in implementing international commitments, promoting the process of transforming the food system towards transparency, responsibility and sustainability. Vietnam wishes to become the Food Innovation Hub of Southeast Asia, playing a pioneering role in developing green, low-emission and sustainable agriculture.

Vietnam wishes to mobilize financial resources from multilateral financial funds (Green Climate Fund, Global Environment Fund, Adaptation Fund, SDG Fund, etc.) to implement emission reduction solutions and green agricultural investment across the entire agricultural value chain, contributing to the implementation of Vietnam's NDC.

The head of the agriculture and environment sector affirmed that it is necessary to promote more strongly the participation of the private sector in investing and developing ecological, low-emission agricultural models, expanding the public-private partnership model, and at the same time making the market and agricultural product trade transparent.

In addition, it is necessary to enhance the transfer of science and technology, innovation and engagement of actors throughout the agricultural product chain; establish comprehensive agricultural system governance mechanisms and monitor and evaluate; help reduce food loss and waste at all stages from production, harvesting, preservation, distribution to consumption.

Speaking at the conference, Deputy Secretary-General Amina Mohammed highly appreciated Vietnam's increasingly proactive and responsible role in global efforts on climate change and sustainable development. She emphasized that the theme of green growth is extremely important, especially in the context of countries preparing to submit updated NDCs to the COP30 Conference.

"The United Nations hopes that the Prime Minister and members of the Vietnamese Government will attend this important event to demonstrate Vietnam's determination and share practical experience in transforming the development model towards green and sustainable development," said Ms. Amina Mohammed.

Ms. Amina Mohammed also recognized Vietnam as one of the leading countries with strong commitments to reducing greenhouse gas emissions and achieving a just energy transition. With such a pioneering role, Vietnam has many valuable lessons to share with the international community, not only about its achievements, but also an honest look at the challenges a developing country may face during the transition process. From there, clarifying the specific support needs that the international community needs to pay attention to.

The P4G Summit is an important platform to enhance policy frameworks, improve the investment environment and mobilize more resources to promote green development initiatives. The Deputy Secretary-General expressed his belief that with close coordination between Vietnam and the United Nations, investment opportunities for sustainable growth will continue to expand in the coming time.
