On the morning of April 17, continuing the 44th session, the National Assembly Standing Committee gave opinions on the Government's report on salary reform, pension adjustment, social insurance benefits, preferential benefits for people with meritorious services and social benefits.

Improve the lives of wage earners
Reporting at the meeting, Minister of Home Affairs Pham Thi Thanh Tra said that in the context of the country's difficulties, adjusting the basic salary to increase by 30%, adding 10% to the Bonus Fund for cadres, civil servants, public employees and armed forces; adjusting pensions, social insurance benefits and monthly allowances to increase by 15%, the standard level of social assistance to increase by 38.9%, the standard level of preferential allowances for people with revolutionary contributions to increase by 35.7% from July 1, 2024 is a great effort and has basically improved the lives of people receiving salaries, allowances and subsidies from the state budget; at the same time, creating motivation to improve productivity and work efficiency, contributing to social stability.
Regarding recommendations and proposals, the Government reports to the Standing Committee of the National Assembly and the National Assembly at the 10th session of the 15th National Assembly the results of the review of the entire legal framework to submit to competent authorities for consideration and decision on amending or abolishing the special financial and income mechanisms of agencies and units that are currently applying special financial and income mechanisms at the Central level.

Direct ministries in charge of sectors and fields to preside over and coordinate with relevant ministries and agencies to research, advise on amending and supplementing relevant legal documents for implementation after completing the arrangement of administrative units at 2 levels: Provincial level and commune level (amending and supplementing regimes and policies for cadres, civil servants, public employees, and non-professional workers at commune, village, and residential group levels; policies related to ethnic minority and mountainous areas to create livelihoods for people; policies to encourage socio-economic development; investment policies, etc.) according to the orientations in the Conclusions of the Politburo, the Secretariat and the Resolution of the National Assembly to report and submit to competent authorities for consideration and decision.
Based on the socio-economic situation in 2025, the National Assembly Standing Committee and the National Assembly shall consider and decide to adjust and increase public sector salaries, pensions, social insurance benefits, and preferential allowances for people with meritorious services in 2026 to ensure compliance with the state budget's balancing capacity.
Regarding the above issue, the inspection report presented by Chairman of the National Assembly's Committee on Culture and Society Nguyen Dac Vinh said that the Standing Committee of the Committee on Culture and Society proposed that the Government implement in accordance with the National Assembly's Resolution on the state budget estimate for 2025. This task has been assigned to the Government to propose and report to competent authorities for consideration and decision.

Calculate the budget to streamline the apparatus
Discussing at the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh noted that in the context of economic difficulties and limited state budget, the upcoming task is extremely heavy when it is necessary to continue implementing this policy, while also having to combine it with the arrangement of the political apparatus and streamlining the payroll. Because streamlining the payroll after the arrangement requires a large budget to pay for early retirees and redundant personnel. Moreover, there must be a certain amount of funding to support public service units for early retirement or resignation of civil servants.
“Currently, these units are autonomous and self-sufficient, but through discussions, many opinions pointed out that public service units do not have resources and cannot pay support money for early retirees or those who are subject to streamlining,” the Vice Chairman of the National Assembly added.

Expressing his opinion, Politburo member and National Assembly Chairman Tran Thanh Man suggested that the Minister of Home Affairs coordinate with the Ministry of Finance to study, calculate and clarify how many staff can be reduced by reorganizing the apparatus. From there, how to save the budget to arrange for investment, development, policies and social security. When arranging administrative units, how many civil servants and public employees will quit their jobs? Thereby, these numbers should be included in the report for clear explanation.
Emphasizing that salary reform is a complex issue that requires consideration of many factors, the National Assembly Chairman encouraged that in the future, salaries should be increased based on work performance, and clear performance evaluation criteria should be applied to pay salaries and bonuses. Furthermore, in the coming time, it is necessary to reduce dependence on allowances, ensure the increase of benefits for employees in state agencies and enterprises with harmonized calculations, and learn from the experiences of some countries.
Speaking at the meeting, Minister of Home Affairs Pham Thi Thanh Tra said that in the coming time, the Ministry will coordinate to propose the Central Executive Committee to evaluate Resolution No. 27-NQ/TU, thereby having fundamental and strategic solutions to implement long-term salary policies. In addition, the Ministry will compile statistics on staff streamlining nationwide, from which to calculate the source of funding for payment, and at the same time have solutions to restructure and improve the quality of the staff, civil servants and public employees.
“At this time, there is no basis or basis to propose adjusting the basic salary in 2026,” said the Minister.
Concluding the meeting, Vice Chairwoman of the National Assembly Nguyen Thi Thanh said that the National Assembly Standing Committee agreed to report on this content at the upcoming ninth session.
