Minister of Home Affairs: "Fear of being wrong" occurs in many localities and ministries

On the afternoon of May 31, during the National Assembly's socio-economic discussion session, Minister of Home Affairs Pham Thi Thanh Tra explained the hot issue that the National Assembly deputies debated, which was the disease of being afraid of making mistakes and not daring to do anything.

The Minister admitted that this situation does not only occur individually but also in many localities, some central ministries and branches, among a group of civil servants, and in socio -economic activities. It is most evident in the fields of public investment, land and real estate management, public equipment procurement, administrative procedures for investment in business development, and provision of services directly related to people and businesses...

This situation has delayed and stalled public service activities, eroded and weakened the trust of people and businesses in state agencies, hindered development motivation and resources, affected all aspects of social life, especially the country's socio-economic development goals, especially in the current difficult context of our country.

Pointing out four basic causes of this situation, the Minister said that first of all, it is the problem of awareness of a number of cadres and civil servants; the responsibility to set an example is not high; the system is still inadequate as well as the coordination regulations between ministries, branches and localities still have many difficulties. Along with that, discipline and public service are being tightened, corruption is being fiercely prevented, a series of cadres are being prosecuted for violations, which also leads to the fear of making mistakes and fear of responsibility.

The Minister of Home Affairs stated that reality has proven that with the same mechanism and institution, many places still perform well, for example in disbursing public investment. Therefore, it is impossible to blame all the mechanisms and institutions. It is necessary to clearly recognize that in order to enhance responsibility and improve the ability to perform public duties, which is also reflected in the Administrative Reform Index of ministries, branches and localities.

Referring to the solution to solve the disease of fear of mistakes and fear of responsibility, the Minister said that, first of all, it is necessary to raise awareness and responsibility for cadres and civil servants in each agency, immediately and drastically rectify to seriously implement the Party's Resolutions on Party building and rectification associated with the responsibility of party members, cadres and civil servants and seriously implement the Directive of the Government and the Prime Minister on strengthening discipline in state administrative agencies, handling the work of ministries, branches and localities. Recently, the National Assembly and the Government have directed very strongly on this issue.

Eliminate the ideology and awareness of a part of cadres and civil servants about not daring to do things and being afraid of making mistakes, which is also a manifestation of degradation when they do not perform their duties well; promote the self-respect of cadres and civil servants. Along with that, properly implement decentralization and delegation of authority to clarify responsibilities.

Regarding the encouragement of protecting cadres, innovation, daring to think, daring to do, daring to take responsibility for the common good, the Ministry of Home Affairs has consulted with ministries, branches, experts, 63 provinces and cities, and the Ministry of Justice. However, due to legal and authority issues, it has reported to the Government Party Committee to report to the competent authority. If necessary, it will report to the National Assembly to issue a pilot resolution to protect cadres who dare to think, dare to do, are dynamic and creative.

Finally, strictly implement the transfer and replacement of cadres who do not dare to do; change the management and evaluation of cadres; promptly advise on the roadmap for salary policy reform. Promote the role and responsibility of leaders, because reality has proven that wherever leaders dare to do, the situation there will change positively.

The Minister also emphasized the need to strictly handle violations; at the same time, he also recommended that the Ministry of Public Security classify violations to investigate the right people and the right crimes, with empathy and reason, ensuring humanity, taking into account the special context of epidemic prevention to overcome the current fear of making mistakes of officials and civil servants.
